1. Invocation, Pledge of Allegiance and Call to Order
Invocation was given by Alderwoman Bailey.
Pledge of Allegiance was led by Mayor Thompson.

On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Adopt the Agenda, as printed. The motion was adopted
unanimously by the following vote:

Approval of Consent Agenda Items:
On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to Approve the Consent Agenda Items. The motion was

The City Clerk presented the Docket of Claims numbering: 338737-338740 for
approval.
Routine Agenda:
A. ID-26-0045 Discuss Vicksburg Convention and Visitors Bureau Updates
Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention & Visitors Bureau for the month of January 2026 and invited the
public to attend. The Mayor and Aldermen thanked Ms. Strickland for attending
the meeting
B. ID-26-0046 Authorize Mayor to execute Letter of Engagement with Southern Skyline
Valuations for appraisal services for Vicksburg Municipal Airport

On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to Authorize the Mayor to Execute Letter of Engagement
with Southern Skyline Valuations for appraisal services for Vicksburg Municipal
Airport. The motion was adopted unanimously by the following vote:

C. ID-26-0057 Accept Letter of Proposal for Appraisal Review from Airport Business
Solutions for the Vicksburg Municipal Airport

On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to Accept Letter of Proposal for Appraisal Review from
Airport Business Solutions for the Vicksburg Municipal Airport. The motion was

D. ID-26-0058 Authorize Mayor to execute First Amendment to the Contract for
Professional Services by and between the Board of Mayor and Aldermen
of the City of Vicksburg, and Kimberly Michelle and Associates

On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to Authorize the Mayor to Execute First Amendment to the

motion was adopted unanimously by the following vote:

and Aldermen voted to Authorize the Mayor to Execute Professional Services
Agreement for Tree Removal and Safety Pruning Contract for Beulah Cemetery
Located at 2250 Martin Luther King Blvd, Vicksburg, Mississippi. The motion was
adopted unanimously by the following vote:

F. ID-26-0042 Authorize Mayor to execute Professional Services Agreement for Tree
Removal and Safety Pruning Contract for Cedar Hill Cemetery, Vicksburg,
Mississippi

On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to Authorize the Mayor to execute Professional Services
Agreement for Tree Removal and Safety Pruning Contract for Cedar Hill
Cemetery, Vicksburg, Mississippi. The motion was adopted unanimously by the
following vote:
G. ID-26-0050 Authorize Mayor to execute Contract for the Sale and Purchase of Real
Estate by and between Mike L. Cappaert by and through his Power of
Attorney, Patty Cappaert and the City of Vicksburg

On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Authorize the Mayor to execute Contract for the Sale and
Purchase of Real Estate by and between Mike L. Cappaert by and through his
Power of Attorney, Patty Cappaert and the City of Vicksburg. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
Executive Session:
Alderwoman Bailey moved the Mayor and Aldermen to go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Thompson, Alderman
Mayfield, Alderwoman Bailey. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Alderwoman Bailey moved to go into executive session to discuss
Personnel Action Forms for the following Departments: Pay Adjustment-Police
(1); Pay Adjustment-Fire (1); Suspension Pending Termination-Airport (1);
Discussion-Police (1)
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Thompson, Alderwoman Bailey, Alderman Mayfield.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for the following Departments: Pay
Adjustment-Police (1); Pay Adjustment-Fire (1); Suspension Pending
Termination-Airport (1); Discussion-Police (1)
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Thompson, Alderwoman
Bailey, Alderman Mayfield, Brian Boykins - Chief of Staff, Kim Nailor, City
Attorney, Keyona Henry-Associate City Attorney, Deborah A. Kaiser-Nickson - City
Clerk, Jasmine Dillon - Deputy Clerk, Kathryn Truehart-Lieutenant, Deputy Chief
of Police-Tommy Curtis, Deputy Chief of Police-Charlie Hill,
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
A. ID-26-0053 Pay Adjustment - Police (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Pay Adjustment for a Police Officer from a
current rate of $24.4395 /hour to a new rate of $ $25.1895 /hour as a Field Training
Officer, effective January 12, 2026. On January 12, 2026, the Officer began
training and serving as Field Training Officer. (Policy 3.22-Revised March 25,

2014). The motion was adopted unanimously by the following vote:

B. ID-26-0054 Pay Adjustment - Fire (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Pay Adjustment for a Captain Paramedic V
from a current rate of $20.01 /hour to a new rate of $20.27/hour, effective January
7, 2026. This adjustment is made because the Employee has met requirements for
increase in Tier Pay System (26-cent increase for captain above level 5). The
motion was adopted unanimously by the following vote:
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
C. ID-26-0055 Suspension Pending Termination - Airport (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Termination of an employee in Airport
Operations, effective January 14, 2026. The employee violated the City of
Vicksburg Drug & Alcohol Policy and was originally suspended from January
15-16, 2026, until a hearing could be held on January 20, 2026. During the hearing
the Board upheld the Termination. The motion was adopted unanimously by the
following vote:

D. ID-26-0056 Discussion - Vicksburg Police Department
A Discussion was held.
E. ID-26-0101 Come Out of Executive Session and Approve All Items Taken Up in Executive
Session
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
Adjournment
On motion of Alderwoman Bailey, seconded by, Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet at 10 o’clock a.m., on Friday, January 23, 2026, to take up and act upon
any and all matters that may come before the Board.
