Roll Call The Board of Architectural Review met in regular session in the Vienna Town Hall, 127 Center Street, South Vienna, Virginia, with Paul Layer presiding as Chair. The following members were present: Roy Baldwin, Michael Cheselka and Patty Hanley. Andrea West, Planner, and Sharmaine Abaied, Board Clerk, were present. Mr. Layer opened the meeting for the Board of Architectural Review and asked for the roll to be called. ROLL CALL: Ms. Abaied called roll with Roy Baldwin, Paul Layer, Michael Cheselka, and Patty Hanley being present. 2. Approval of Minutes MEETING MINUTES: Mr. Cheselka Made a motion to approved the October 2019 minutes Ms. Hanley seconded the motion. Motion: Cheselka Second: Hanley Approved: 4-0 3. Public Hearings 126 Shepherdson Ln NE - Exterior Modification Request for approval of exterior modifications (fence) located at 126 Shepherdson Lane NE, Docket No. PF-57-19-BAR, in the RTH Townhouse district; filed by Mindy Venuto, homeowner. Ms. Mindy Venuto was present to represent the application. Mr. Baldwin asked which style Ms. Venuto preferred, she stated the HOA only allows one type of fence. Ms. Mary Coulombe was present to represent the application. Ms. Hanley asked if there would illumination. Ms. Coulombe stated the reflection is the overhead light on the outside. Ms. Hanley made a motion that the request approval of a new window sign for Pennywise Thrift Store, located at 214 Dominion Rd NE, Docket No. 56-19-BAR, be approved as submitted Motion: Hanley Second: Baldwin Approved: 4-0 112 Pleasant St NW - Wall Sign Request for approval of a new wall sign located at 112 Pleasant Street NW, Suite D, Docket No. PF-54-19-BAR, in the C1-A Special Commercial zoning district; filed by Laura L. Young, of Cardinal Pointe Financial Group. Mr. Adit Ryan was present to represent the application. Mr. Cheselka made a motion that the request for approval of a new wall sign located at 112 Pleasant Street NW, Suite D, Docket No. PF-54-19-BAR, be approved as submitted. Motion: Cheselka Second: Baldwin Approved: 4-0 303A Mill St NE - Wall Sign Request for approval of a new wall sign for LB Food Market located at 303A Mill Street NE, Docket No. PF-55-19-BAR, in the CM Limited Industrial District zoning district; filed by Rawad Hasrouni, of RLR LLC, operator. No one was present to represent the application The Board looked at the application and stated they had questions and would need to defer. Mr. Baldwin made a motion that the request for approval of a new wall sign for LB Food Market located at 303A Mill Street NE, Docket No. PF-55-19-BAR, was deferred to a future meeting. Motion: Baldwin Second: Hanley Approved: 4-0 Town of Vienna Page 2 Printed on 1/27/2020 Board of Architectural Review Meeting Minutes November 21, 2019 359 Maple Ave E - Landscape Revision Request for approval of revised landscaping within the Maple Avenue Shopping Center located at 359 Maple Ave E, Docket No. PF-53-19-BAR, in the C2 General Commercial zoning district; filed by Jeff Kreps, PLA/ASLA, Director of Landscape Architecture/Senior Associate of VIKA Virginia LLC. Mr. Jeff Kreps and Emily Kleidman were present to represent the application. Mr. Kreps explained to the Board the reason for the need for new trees in the shopping center Mr. Baldwin asked if the approval was only for the area in red and Mr. Kreps stated yes, seven trees were proposed in the center island, the rest were existing. Mr. Baldwin expressed his concern for a Willow Oak. Mr. Kreps said they would work with the Town Arborist if there was a need to switch species. There was continued discussion regarding the Willow Oak. Mr. Layer inquired about the tree canopy and if the trees would touch and Mr. Kreps stated they could. Ms. Hanley asked Ms. West if there was a site plan review if a tree comes down and is replanted. Ms. West state it is typically a check in and may not require a new site plan. The BAR approval serves as the review and approval. Mr. Baldwin made a motion that the request for approval of revised landscaping within the Maple Avenue Shopping Center located at 359 Maple Ave E, Docket No. PF-53-19-BAR, be approved as submitted Motion: Baldwin Second: Hanley Approved: 4-0 5. Meeting Adjournment Ms. Hanley asked some questions of Ms. West regarding the application for LB Food Market. Ms. West informed the Board of the Council Work Session on December 11, 2019 for parliamentarian training at the Community Center. Ms. Hanley asked Board Clerk if there would be continued work session minutes for approval. The Board Clerk stated she would have more minutes for the Board the next meeting. Ms. West let the Board know Cube Smart wanted to resubmit and if the Board would like a work session due to the changes. Mr. Layer stated they should have a work session. There was discussion related to the submission by the Board. Ms. West informed the Board of the Towns new Economic Development Manager. Ms. Hanley made a motion to adjourn the meeting, Mr. Cheselka seconded the motion. The meeting was adjourned at 8:25 pm.
