Roll Call
The Board of Architectural Review met in regular session at 7:30 pm on Thursday, April
21, 2022, in the Vienna Town Hall at 127 Center St. S. Chairman Roy Baldwin,
Vice-Chair Michael Cheselka, Patty Hanley, Paul Layer, and Linda van Doorn were
present in Council Chambers. Zoning Administrator Andrea West, Planner Sharmaine
Abaied, and Board Clerk Yaska Camacho Castillo were present in Council Chambers.
Mr. Baldwin called the meeting to order.
Roll Call: Mr. Baldwin, Mr. Cheselka, Ms. Hanley, Ms. van Doorn, and Mr. Layer were
present.

Request for approval of signs for F45, located at 322 Maple Ave W, Docket No.
PF-672504-BAR, in the C-1A Special Commercial zoning district, filed by Desai Varsel,
Signs Unlimited, Inc, project contact.
Mr. Howard Carrasco- P.O Box 953 Alexandria, VA 22312 was present to represent the
application.
Mr. Layer inquired about information on kelvins and lumen levels. Mr. Howard stated the
kelvins range from 3000 – 3300K (standard) and the lumen level ranges from 70- 140.
Ms. Hanley wanted to verify that the font size and color on the monument would match the
existing tenant panel. Mr. Howard answered yes.
Mr. Baldwin asked for the meaning of F45. Mr. Howard wasn't sure of the definition. Mr.
Baldwin asked what type of business would be running in the location, and Ms. Abaied
confirmed it would be a fitness studio.
Ms. Hanley made a motion to approve the sign for F45, located at 322 Maple Ave W, Docket
No. PF-672504-BAR, in the C-1A Special Commercial zoning district as presented.

Request for approval of signs for Galaxy Dance Center, located at 512 Maple Ave W,
Docket No. PF-706316-BAR, in the C-1 Local Commercial zoning district, filed by Jason
Alexander, Vision Signs, Inc., project contact.
Jason Alexander- 45945 Trefoil Lane, Unit 184 Sterling, VA 20166 was present to
represent the application.
Mr. Alexander stated the last time he was in front of the Board, he explained lux instead of
kelvins. He said they reduced the kelvins to 3200 and lumens to 105. The owner requested
the balance presented be 9 ft from either side and 4ft equal distance between each cabinet.
The first two boxes will be Galaxy and Alma. Positions 2 and 3 will be balanced until
tenants take spots 1 and 4.
Ms. Hanley asked the staff if the blank signs were part of the application. Ms. Abaied
clarified that Galaxy and Alma salon are two different applications, Alma being the next
item on the agenda. The blank signs are just placeholders.
Mr. Baldwin asked if the Galaxy Dance Center was ok with their position on the rendering
showing the proposed layout when all tenants take their spots. Mr. Alexander replied yes.
Mr. Baldwin stated that it would be a nice balance.
Mr. Cheselka inquired about the illumination being 3200k since Mr. Alexander's
diffusion chart reflected 7000k. Mr. Alexander stated that was an error; it should’ve not
been part of the presentation. Ms. van Doorn pointed out that the application shows 7000k
and then is reduced to 1120k. Mr. Alexander stated he wasn’t sure why that information
was there. Mr. Cheselka asked Mr. Alexander what numbers is he proposing to the board.
Mr. Alexander confirmed he is proposing 3200k and 105 lumens. Ms. Hanley asked the
applicant if he had any hard copy showing the numbers he was presenting to the board, to
which he replied yes.
Mr. Cheselka inquired about the color of the cabinet. He wanted clarity if it would be dark
midnight blue or black. Mr. Alexander replied the cabinet is black. Ms. Hanley pointed out
the panel is dark blue.
Ms. Abaied commented that the applicant did add the tenant panel (monument) sign to the
application vs. last time when he did not have it as part of the application.
Ms. Hanley made a motion to approve the signs for Galaxy Dance Center, located at 512
Maple Ave W, Docket No. PF-706316-BAR, in the C-1 Local Commercial zoning district
with the clarification, that the documents that include the 3200k level and the 105-lumen
level is what the Board is approving. Additionally, the signage positions are the four
located on the hard copy.

Request for approval of signs for Alma Salon, located at 512 Maple Ave W, Docket No.
PF-744722-BAR, in the C-1 Local Commercial zoning district, filed by Jason Alexander,
Vision Signs, Inc., project contact.
Jason Alexander- 45945 Trefoil Lane, Unit 184 Sterling, VA 20166 was present to
represent the application.
Mr. Baldwin commented on the color, font, and location of words on the monument. Mr.
Alexander stated the proposed documents were incorrect. He provided the board members
with updated documents showing accurate designs/ details. The board members reviewed
the documents, and Ms. van Doorn inquired about the disconnect between the uploaded
documents for the application and the ones provided in the meeting. Ms. Abaied replied that
the applicant had provided the documents uploaded for the meeting.
Ms. Hanley wanted confirmation on the lumen level, color temperature, and color samples.
She wanted to make sure the information wasn’t different from what was submitted the
first time. Ms. Abaied stated the applicant was using the same colors as the Galaxy Dance
Center project.
Mr. Layer suggested the ampersand be reduced. Mr. Baldwin suggested the font of the
beauty academy be the same size as the color salon and move color salon closer together.
Mr. Alexander stated they will reduce the size of the ampersand to gain proper spacing.
Mr. Cheselka made a motion to approve the signs for Alma Salon, located at 512 Maple
Ave W, Docket No. PF-744722-BAR, in the C-1 Local Commercial zoning district with the
condition that the ampersand is reduced by 15%, so the words “Color Salon” and “Beauty
Academy” fit better.

Request for approval of signs for Donutchew, located at 107 Maple Ave W, Docket No.
PF-728558-BAR, in the C-2 General Commercial zoning district, filed by Myung Ho
(Michael), Vivacity Global Biz., project contact.
Myung Ho Lee (Michael) – Vivacity Global Biz was present to represent the application.
Mr. Lee gave a brief description of the meaning of Donutchew.
Ms. van Doorn wanted confirmation on the 3400k levels. The applicant confirmed it is not
higher than 3500k. Ms. van Doorn asked staff members if the Board had previously
accepted kelvin levels at 3500. Staff confirmed 3500k had been the Board's max kelvin
levels approved.
Mr. Layer inquired about information on the front side donutchew graphic. He wanted
clarification on the donutchew portion being illuminated and the white portion (scribed)

being unilluminated. Additionally, he asked about colors for the graphic/ logo beside the
blue and white. The applicant commented that any color could be available by printing. Ms.
Hanley asked the applicant if the donut would be illuminated. The applicant replied yes.
Mr. Baldwin inquired about the shape of the donut graphic, and Ms. West clarified
individual donuts are what shape the donut. He asked the staff if they had enough
specificity on the color to ensure the sign complies with the application. Ms. Abaied
replied yes, based on the rendering and colors provided in the box.
Ms. Hanley asked if they had a dimension on the soffit where the sign would be on top. Ms.
West replied they only had the dimension shown on the drawings. Ms. West asked the
applicant if the full height of the sign fit in the soffit or if it would extend below the
roofline. The applicant confirmed that it would extend below the roofline.
Mr. Layer clarified they were referring to the fascia and that the dimension is needed to
know if the sign will fit on the fascia. Ms. Hanley suggested verifying the dimension.
Mr. Layer made a motion to defer the request for approval of signs for Donutchew, located
at 107 Maple Ave W, Docket No. PF-728558-BAR, in the C-2 General Commercial zoning
district with the following suggestions:
• Resubmittal for the dimension of the fascia - (height and width) of the fascia needs to be
included in the rendering.
• The box sign on the Center Street side of the building to have ¾ inch space above and
below the box sign on the fascia.
• ¾ space on fascia is required above and below the scribed portion of the channel letter
sign (not just the illuminated part of the sign.)

Ben Cichelli - 513 Maple Ave W. was present to represent the application.
Mr. Layer commented on the sign being in conformance to the other signs in the facility.
Ms. van Doorn asked the applicant if he was only replacing the panel. The applicant
confirmed he is only replacing the panels. The box remains the same; with no other board
members having any questions, a motion was made.

Maple Ave W, Docket No. PF-741505-BAR, in the C-1 Local Commercial zoning district,
as presented.

Request for approval of new sign for Burapa Thai & Bar located at 226 Maple Ave W
Docket No. PF-741505-BAR, in the C-1A Special Commercial zoning district, filed by
Jack Shin, Beltway Sign Team Inc., project contact.
No one was present for Item No. 6.
374 Maple Ave E- Sprint- Exterior Modification
Request for approval of exterior modifications to an existing rooftop telecom facility to
include: 9 antennas, 6 radios, 2 cabinets, 9 mounting pipes, mounting brackets, and a new
13’ custom screen wall around the equipment, for Sprint Telecommunications, located at
374 Maple Ave W, No. PF-555781-BAR, in the C-1A Special Commercial zoning district;
filed by Katherine Blackwood of Network Building + Consulting.
Katherine Blackwood – 6095 Marshall Lee Dr. suit 300 Elkridge, MD 21075 was present
representing the application.
Ms. Blackwood stated they hadn’t made any changes, and the flagpole would be removed.
She provided the board with the light gray color option for the board to consider.
Ms. Hanley inquired about the color sample. Ms. Blackwood replied the board suggested
the charcoal gray color. The original color was black. The lighter gray is an alternative to
the charcoal gray. She stated she submitted some photo simulations and book colors to
compare.
Ms. van Doorn asked about the color of the antennas. Ms. Blackwood replied they have
confirmed the antennas only come in the lighter gray color.
Mr. Baldwin wanted clarification on Ms. Blackwood's comment on the charcoal gray color.
She stated if the charcoal gray were selected, they would recommend painting the
antennas to match so they won’t be visible.
Mr. Baldwin inquired about the yellow/ orange arrows on the rendering pointing to the
antennas. Ms. Blackwood stated the arrows point out where the antennas are located. He
asked for clarification on where the lighter grey and darker gray will be used.
Mr. Layer stated he believes manufactured colors are superior to site colors. He said that
he is in favor of the manufactured light gray vs. painting the antennas. Mr. Baldwin agreed
with Mr. Layer that lighter gray is a preferable color.
Mr. Layer made a motion for approval of exterior modifications to an existing rooftop

Request for approval of exterior modifications for 625 Marshall Rd SW, Docket No.
PF-672504-BAR, in the RS-16 Single-Family Residential zoning district, filed by Josh
Bono, Ground Effects Landscape Construction, project contact.
Josh Bono - P.O Box 748 Warrenton, VA was present representing the application.
Mr. Baldwin asked the applicant if he had anything he wanted to say before the board
started with his application. Mr. Bono stated they might have to temporarily place the
chain link fence back due to a five (5) month delay on the proposed fence.
Mr. Cheselka asked if the chain-link fence had already been removed, and the applicant
replied no. He said they would have to remove it to complete their work and place it back
until the proposed fence arrives.
Mr. Baldwin wanted confirmation on the type of fence the applicant will use. Mr. Bono
confirmed he would be using the same fence located on the other side of the building. Mr.
Bladwin inquired about the pavers that will replace the sand. Mr. Bono stated there is a
sand sports court that no one is using, so they will replace the sand with pavers so the area
can be utilized better.
Mr. Cheselka inquired for clarity about the wood fence being pressure treated. Mr. Bono
confirmed it is pressure treated and 6 ft tall.
Ms. van Doorn asked the applicant if he will use rot iron or powder-coated aluminum. Mr.
Bono confirmed that it is powder aluminum, and all the dimensions are identical.

represent the application.
Ms. van Doorn inquired about the paver samples the applicant was supposed to provide in
the meeting. Mr. Sarantis replied they couldn’t get them in time; therefore, he provided
the board with pictures. Ms. van Doorn commented on the dark base and accent pieces. Mr.
Sarantis replied that is what the landscaping designer recommended. Ms. van Doorn
moved on by asking about the materials for the paver; she asked if it was concrete. Mr.
Sanrentis replied he wasn’t sure; it should be the typical paver materials. Mr. Layer stated
the applicant's brochure should identify the material used for pavers.
Ms. Hanley asked about the manufacturer. Board members and staff members looked for
information on materials on the brochure provided. It appeared the applicants did not
submit the entire brochure. Mr. Gaston commented on the color being ravens' color. Ms.
Hanley commented Nicolak is the brand.
She asked the applicant what type of base is he using and how is he setting up the stones.
Mr. Gaston replied they are going with what the manufacturer recommends. Ms. Hanley
commented on the temperature of darker colors. They can get a little hotter than the light
colors.
Mr. Layer commented he didn’t see a site plan for the rendering on the pylon. Ms. Hanley
asked if they had removed the pylon from the application. Mr. Gaston replied they decided
to do it separately based on the last meeting. They will return for a signage package.
Mr. Layer stated he would have liked to see the site plan to understand the pattern of the
pavers. He continued by saying concrete would be better than sand. Mr. Sarantis
commented he would put 4-inch concrete, then the sand, followed by the pavers. Mr. Layer
suggested putting temperature mesh and drilling holes for drainage as recommended.
Mr. Sarantis stated they would have seatings around the rock. They are no longer having a
fountain. Instead, they will have lighting and nice landscaping around it. Mr. Layer asked
if he would border it on the sides and put the grey in the middle. Mr. Sarantis confirmed it
would be bordered around the rock as well. He stated he wanted to use river rocks, board
members discussed what size the river rocks should be, and they all agreed on the rocks
measuring 2-3 inches on a gray tone.
Mr. Cheselka was under the impression that the pavers would be light and the trims would
be dark, so he asked for some clarification on the color of the pavers. Mr. Sarantis
confirmed it would be dark pavers with light trims around the rock. Mr. Cheselka asked
the applicant if there had been any changes since the last meeting. Mr. Sarantis confirmed
that no changes had been made.
Mr. Baldwin inquired about the handicap provision (wrap in the back). He asked the
applicant if he was able to follow up on Mr. Layer’s suggestion on how to go about
configuring if necessary. Mr. Gaston replied he has to review the comments made by
Fairfax to see if they mentioned the 50%. If required, they will consider the board's
suggestion to widen the double door on the back or extend the handicap ramp on the other
service door. Mr. Layer stated they would have to come back for a change like that, to
which Ms. West confirmed they would need the board's approval. Ms. Hanley asked if it
would be a modification for this application, and Ms. West stated it would be a revision.

Ms. Hanley made a motion for approval of exterior modifications for The Maple Room,
located at 377 Maple Ave W, Docket No. PF-6989644-BAR, in the C-1 Local Commercial
zoning district, with the following specifications:
• Updated Landscaping Plan to reflect the following:
o Plaza accent paver wrap around the rock to be lined with river rock at 2”-3” in gray
tones and bordered in a lighter tone both inside and outside.
o The paver pattern (darker pavers with light trim around the rock)
o Recommended system to a concrete base with drain holes, temperature mesh, and sand
bed, then pavers
• The accent Rock to be cleaned and set inside the river rocks to include Uplighting and
future seating around the rock.

There being no other items to address, Mr. Baldwin asked for a motion to adjourn. Mr.
Layer made a motion to adjourn, and Mr. Cheselka seconded the motion with all in favor.
The board discussed the following:
Mr. Layer requested staff move applicants who had work sessions to the front of the
agenda going forward.
Mr. Cheselka inquired about the board's process to make a motion, and if it could be
tweaked. The board had a discussion.
The meeting was adjourned at 9:17 pm.
