127 Center Street South Town of Vienna Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Board of Architectural Review Thursday, February 16, 2023 7:30 PM Vienna Community Center (Northside Room) Roll Call The Board of Architectural Review met in a regular session on Thursday, February 16, 2023, at 7:30 pm in the Vienna Community Center (Northside Room) located at 215 Cherry St SW, Vienna, VA 22180. Chair Mr. Baldwin called the meeting to order at 7:30 pm. Roll Call: Ms. van Doorn, Ms. Hanley, Mr. Layer, Mr. Cheselka, and Mr. Baldwin were present. Staff present: Director of Planning and Zoning David Levy, Planner Sharmaine Abaied, and Board Clerk Yaska Camacho Castillo. Approval of the Minutes The January 19, 2023, meeting minutes were accepted into the record as submitted. Regular Business: Dr. Allen Garai - 427 Maple Ave W - Sign Item No. 1: Request for approval to reface a monument sign for Garai Orthodontics, located at 427 Maple Ave W. Docket No. PF-930209-BAR, in the C-1, Local Commercial zoning district; filed by Dr. Allen Garai, Business Owner Applicant Present: Dr. Allen Garai, 427 Maple Ave W, Business Owner. Mr. Garai stated he was changing the old sign, Orthodontics adults & children, with a new sign that displayed his business’s new logo, garai Orthodontics. All board members were in favor of the new sign. Ms. van Doorn made a motion to approve the request to reface a monument sign for Garai Orthodontics, located at 427 Maple Ave W. Docket No. PF-930209-BAR, in the C-1, Local Commercial zoning district. Motion: Ms. van Doorn Second: Mr. Cheselka Ayes 5 Nays 0 Motion Carried Bank drive through canopy- 440 Maple Ave E - Exterior Modifications Item No. 2: Request for approval of exterior modifications for the bank drive-through canopy, located at 440 Maple Ave E., Docket No. PF-901323-BAR, in the C-1, Local Town of Vienna Page 1 Printed on 3/20/2023 Board of Architectural Review Meeting Minutes February 16, 2023 Commercial zoning district; filed by Daniel Orlich, Property Owner. Applicant Present: Daniel Orlich, 107 East St NE, Property Owner Mr. Orlich stated that the canopy was built 50 yrs ago along with the building. A few months ago, an individual drove a 12 ft truck under the 9 ft canopy, which tore the canopy down. Mr. Orlich would like to place a new canopy like the one he had before the accident. There was a discussion on how the posts were embedded into the ground. Mr. Orlich assured the board that the canopy would be installed like the old one. Mr. Layer inquired about the kelvin level, to which the applicant stated he would stay within the 3,000 level range. Mr. Layer commented that the applicant should consider looking into different devices to protect the canopy. Mr. Layer made a motion to approve the request for exterior modification for the bank drive-through canopy located at 440 Maple Ave E, Docket No. PF-901323 in the C-1, Local Commercial zoning district with the following stipulation: • The lights do not exceed the 3,000-kelvin range Motion: Mr. Layer Second: Ms. Hanley Ayes 5 Nays 0 Motion Carried Akai Tori - 234 Maple Ave E - Signs Item No 3: Request for approval of signs for the Akai Tori, located at 234 Maple Ave E., Docket No. PF-927622 -BAR, in the C-1A, Special Commercial zoning district; filed by: Yicheng Zhou, Property Owner. Applicant Present: Yicheng Zhou, 234 Maple Ave E – Property owner. Mr. Zhou briefly described the proposed changes to the storefront and pylon sign. Mr. Layer stated that the sign looked nice. He noted that the sign is moderately lit at night and works well on the building. Since the signs were placed before approval, Mr. Layer informed the applicant to ensure he goes before the board for any changes. Mr. Zhou stated that there was a miscommunication with the contractor. He was under the impression that the contractor would take care of the entire sign process. Ms. Hanley said that the backing to the main sign had changed color from yellow to grey. The applicant responded that there was some damage when they removed the old sign. They fixed the areas and primed them. Mr. Zhou explained that because not enough prime was applied before, that caused the color to change. Ms. Hanley noted that she drove by the business and noticed the awnings were gone. She asked if they were removing the awnings permanently, and the applicant stated they were replacing them with new ones with the same color and logo. Ms. Hanley then commented about the pylon sign; she said it was too busy, it is hard to read while driving by, and she would prefer it to be simple. Mr. Cheselka agreed with Ms. Hanley’s comment about the pylon sign being a little busy. However, he mentioned he thinks it is good that the pylon sign has cultural Town of Vienna Page 2 Printed on 3/20/2023 Board of Architectural Review Meeting Minutes February 16, 2023 diversity. The board discussed the importance of a logo and the difference between logos vs. words on pylon signs. A logo tells the consumer more about the product, while words can be challenging to read when driving by. Ms. Hanley made a motion to approve the signs for Akai Tori, located at 234 Maple Ave E., Docket No. PF-927622 -BAR, in the C-1A, Special Commercial zoning district, as submitted. Motion: Ms. Hanley Second: Ms. van Doorn Ayes 5 Nays 0 Motion Carried Other Business: Role of the Board of Architectural Review - RE: Conditional Use Permit (CUP) process. The board discussed the following: • The Board of Architectural Review role with respect to the Conditional Use Permit (CUP) process. Meeting Adjournment Ms. van Door made a motion to adjourn, and Mr. Cheselka seconded the motion. The meeting adjourned at 9:31 pm.
