Vienna, Virginia, Friday, May 5, 2023, at 8 am. The following members were present: Mr. Baldwin, Mr. Layer, Ms. van Doorn, and Mr. Cheselka. Ms. Hanley recused herself from this item. Town of Vienna Page 1 Printed on 5/23/2023 Board of Architectural Review Work Meeting Minutes May 5, 2023 Session BARWS23-06 127-133 Park St NE - Vienna Courts - Work Session 7 Applicants: Steve Bukont and Patty Hanley – BFR Construction Company – 921 Glyndon St SE Mr. Bukont stated that the property was rezoned from transitional to RM2. The project concept is 24 single-level living, retire, stay-here condominium units contained in twelve-two family units. Each one of the twelve buildings is done in a vernacular style. The scale of the project is residential in nature. There was a discussion on the materials and the goal of making the buildings look like they’ve always been there. After the applicant’s presentation, the board had the following questions, comments, & recommendations: • Tasteful residential structures. • You are practically in the backyards of the three houses on Church St. Have you received input from them? • What kind of trees are between your property & Church St property? • Consider using Evergreen trees (Nellie Stevens Holly) • The design is very stylish, especially for Church St. • Is the roof flat on the house on the left (Park St elevation)? • Are the three units (styles) alternating throughout the property? • The applicant indicated that the railings were going to be powder-coated aluminum. • Has anyone ever tried a green wall? • Landscape – sweet bay Magnolia grows well. • Intensify the landscaping between complex and abutting neighbors. • Like the concept and architectural • It was recommended that the screening use plants that vary in height, “ high, medium, and low” to yield a natural and intensified planting buffer. • The brick appears orange. I like the more natural brick on the house on Park St. • Have you considered a different name besides Vienna Courts? • Walkways – if you want to use concrete, it should reference other materials, not just monolithic concrete. • Entryway or focal points to draw a little variety and break up the monotony of the concrete. • Garden Alley -Would you still have the concrete patio by eliminating the steps? • Depending on how many steps, you might not need rails. How about for the ramps? • Area drains - The ADA allows a quarter inch. Take the quarter inch at every single change. • It was recommended that the units with the brick-faced facades be further developed to yield greater dimensionality to be consistent with the rest of the project.
