Vienna, Virginia, Friday, May 12, 2023, at 8 am. The following members were present: Mr. Baldwin, Mr. Layer, Ms. van Doorn, and Ms. Hanley. Mr. Cheselka recused himself from the work session. Town of Vienna Page 1 Printed on 5/23/2023 Board of Architectural Review Work Meeting Minutes May 12, 2023 Session BARWS23-06 120 Cherry St SE - Vienna Community Center Wall Mural - Work Session 8 Applicants: Deborah Kennedy – Vienna Public Art Foundation and Neslie Eseh – Public Art Foundation. Ms. Kennedy stated that they changed one requirement, which was the ratio of the artwork from 2:00 to 3:00 to 3:00 to 4:00, to be able to have a standard canvas and a standard-size picture, and she also included landscaping in the project. Ms. Kennedy provided the board with information on what was being proposed, the reason for the mural, and the location of the mural since it was not provided during the first work session on April 26, 2023. After the applicant’s presentation, the board had the following concerns, comments, and questions: • Where will the bench be placed? • Lights are slightly off-center. • Is the artist and the group opposed to the addition of landscaping to enhance the mural? • The landscaping helps achieve the framing. There are other options for height. • Will the sun still be centered? • The option with the landscaping looks significantly better. It intensifies the sunset. • The preferred Concept Mural is on page 16 of VAF presentation for the BAR 5/12/23. • The Rec Center is a good example of what the landscaping can look like. • There is a weep down at the bottom. You can not paint on the weep. It was recommended to come up at least eight inches over the weep and eight inches around and not put any kind of paint just show the brick. • Place 1.5” thick black line edging around the mural as a trim to the soffit and building edges. • Mural must end 3 bricks up from the weep (flashing). • Do not block the window on the left side. • On the first work session, you mentioned there would be some sort of plaque or explanation. • Allow the artist to sign a couple of bricks. • Recommendation for the secondary art piece- fuller explanation, should be placed indoors vs. outdoor. Provide a date and name of the work on the building. • List of plants and narrative of placement (distribution similar to the concept).  Positioning for mural maintenance.  Positioning for shade and sunlight. • Artist / Muralist with experience in pixilated murals and public involvement must be present to coordinate the project.  Need paint specification and painting process (narrative)  Need all paint color samples (applicant mentioned 40 paint colors). • Do you have an age limit for the participants? • Isn’t there an issue with the paint curing in the humidity (around ending of August)? • Landscape- specify trees spread and ensure they are planted far away from the building (5 ft) for maintenance. • Provide an accurate drawing of pixilated artwork.
