MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, NOVEMBER 12, 2024 AT 7:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke, Ms. Cericola,
Mr. Martinello (via phone), Mr. Ramundo, Mr. Ritchie and Mrs. Weber.
Also present: Steven J. Neale, Borough Administrator; Kelley Halewicz, Municipal Clerk and Craig Bossong,
Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
PROCLAMATIONS & PRESENTATIONS
a. Waldwick Police Department Recognition Awards
Lt. Seifert presented the Mothers Against Drunk Driving Award 2023 to Connor Walsh. This is a 2023
award but not given until June each year which is in the middle of the Junior Police Academy. Officer
Walsh led the department in DWI enforcement in 2023 and is proactive when it comes to the laws.
Lt. Seifert commented that on June 15, 2024 at 8:52am, The Waldwick Police Department received a 911
call of a Cyclist down and not breathing on Crescent Ave in the area of Wyckoff Ave. Sgt. Kyle Moore,
Officer Chris Sanchez and Officer Dylan Ritondale arrived on scene within approximately 2 minutes and
found the patient Mr. Brian Gatens in cardiac arrest with good Samaritans attempting lifesaving measures.
The officers immediately began to administer CPR. While continuing CPR, the officers utilized an
automatic external defibrillator (otherwise known as an AED) and administered several shocks to the
patient. They were joined by our Waldwick Volunteer Amb Corps Members who are here today, Ashley
Statuto, Adrian Comayagua, Madelin Benitez, April Trainor.
The combination of CPR and the use of the AED revived the patient who was transported to The Valley
Hospital by the Waldwick Ambulance Corps and Valley Hospital Paramedics. A few days later Mrs. Gatens
reached out to me for a copy of the report, and I hesitated to ask how Mr. Gatens was doing, and the
response back came from Mr. Gatens himself. Due to the efforts of these three officers and our
Ambulance Corps Volunteers, the patient is alive and well and his wife is here with us tonight.
Congratulations to Sgt. Kyle Moore, Officer Chris Sanchez and Officer Dylan Ritondale and WALVAC
members Ashley Statuto, Adrian Comayagua, Madelin Benitez, April Trainor on your Life-Saving
Achievement.
Mrs. Gatens commented that her husband is the Superintendent of Schools in Leonia, a civil servant, and
apologizes for not being here tonight but he is working. It is a pleasure to meet all of you who saved
Brian’s life the day before Father’s Day. On the weekends, Brian goes for long bike rides. I received a call
20 minutes into the ride, but didn’t answer it because I was out walking the dog. Called he didn’t answer,
which meant he was back on the road. Half an hour later Valley Hospital called me to tell me Brian had a
heart attack and CPR had been several times and shocked several times. To say I was shocked was an
understatement of the century. The good Samaritans who stopped to help when he first fell, everybody
was in the right place at the right time. Every single medical person who walked into the hospital said
that and if every single person had not been where they were at that time, Brian would not be here right

now. It is incredible. To say everything happens for a reason, cannot overstate it. The meeting has been
postponed several times, Brian’s birthday was yesterday, our anniversary is next Monday. I am thrilled to
be at an event like this to see so many happy families. Be proud of what your family members do for
families like mine. Thank you.
Mayor Giordano commented that Chris Sanchez was born and raised in Waldwick, graduated from
Waldwick High School in 2009. He attended Richard Stockton College, where he studied Criminal Justice,
played graduating in 2013. In 2014, Chris was hired by the Waldwick Police Department and has been
assigned to Patrol for the last ten years. Chris is a member of the Bergen County Rapid Deployment Force
and has received awards for life-saving crime apprehension and drunk driving apprehension. I was told
that Chris enjoys watching the Mets, a man after my own heart. And enjoys spending time with his family
and friends. I would like to welcome his wife Michelle who is here with their handsome son Alexander
who was born in July.
Mayor Giordano also commented that tonight, I have the honor to Promote Detective Sergeant Dave
Passaretti to Lieutenant. Dave Passaretti has been a member of the Waldwick Police Department for 15
years. He was hired in 2009 and attended the Passaic County Police Academy. Upon completion of the
academy, he became very active within the department and held many internal responsibilities including
DARE officer, Juvenile officer, Domestic Violence Liaison, Resiliency Officer, Field Training Officer and Field
Training Supervisor, etc. In 2017, Dave was promoted to the rank of Sergeant and in 2021, Dave was
appointed Detective Sergeant, where he oversaw all serious criminal investigations within the borough of
Waldwick. Throughout his career, he has received lifesaving awards and awards for numerous criminal
investigations. He was also a past recipient of The Mothers Against Drunk Driving Award. He has also
attended multiple courses, including several command and leadership classes and received certifications
as an Emergency Medical Technician. He also attended Basic and Advanced Fingerprinting and is able to
collect fingerprint evidence and classify them.
Dave also was very active in PBA Local 217 and held the positions of Recording Secretary, Vice President,
and President. In his new position as Lieutenant, Dave will be overseeing operations of the department
for the patrol division and detective bureau. Tonight, Dave is here with his wife, Tina and his two
daughters, Josie and Grace.
Dave and Chris as I always have said, REMEMBER People sleep peacefully in their beds at night only
because people like yourself stand ready to protect them. Police Officers are people that put their lives
in arms way every day, it is not something you do, rather it is something you are.
Thank you for protecting all of us. You have a great love for what you do, and I know Dave that your Mom
is looking down on you with a smile and is so proud of you.
I know you will make a great Sergeant Chris and Dave you will make a great Lieutenant who will lead and
make a difference in our Police Department. Good luck and always enjoy what you do.

appointed Police Sergeant effective November 13, 2024; and,
BE IT FURTHER RESOLVED that he shall serve at an annual salary of $156,600.00.

RESOLUTION NO. 2024-276
Amend Resolution 2024-211 for the Promotion of Sgt. David Passaretti to Lieutenant
WHEREAS, the Mayor and Council of the Borough of Waldwick anticipate a retirement in the position of
Lieutenant as of December 31, 2024; and,
WHEREAS, on July 16, 2024 the Municipal Council adopted Resolution 2024-211 with an effective date of
January 1 2025.
NOW, THEREFORE, BE IT RESOLVED, the Mayor and Council of the Borough of Waldwick hereby amend
and approve the promotion of Sgt. David Passaretti to the position of Lieutenant beginning November 13,
2024; and,
BE IT FURTHER RESOLVED that this appointment is subject to a retirement in the position of Lieutenant
and if said retirement does not occur by December 31, 2024, then this resolution shall be null and void;
and,
BE IT FURTHER RESOLVED that he shall serve at a salary of $169,519.00 commencing on November 13,
2024.

e. Prosecutor DeMarco swore in Police Lieutenant David Passaretti.
The Mayor and Council took a break at 7:45 pm and came back on the record at 8:00 pm.
MAYOR’S REPORT AND REPORTS OF COMMITTEES
Mayor’s Report. Mayor Giordano reported that he met with a student who interviewed him as a very
important person to her. She asked a lot of questions and will present her report to us at a later date.
Mayor Giordano thanked the American Legion and VFW for the parade on Monday.
Mayor Giordano congratulated Mike, Katie and Mark on their re-election. Also thanked Lauren, Laura and
Catherine for running and we wish them the very best, moving forward.
Financial & Administrative Committee. Mr. Ritchie had no report.
Fire & Police Protection Committee. Mr. Brennecke reported that the Fire Department has had 26 calls
so far this month. The Fire Department elected officers for 2025. Chief Andrew Agugliaro, Asst. Chief
Michael Ferrera, Captain Dave Guy, Captain Matt Amos, Lieutenant Chris Moses, Lieutenant Jesse Levine.
The XX officers: President Christina Agugliaro, Vice President Keith Hockenbeck, Treasure Jim O'Connell,
and Secretary Derrick Delgado.
The Waldwick Fire Department sent their task force to help with the West Milford fire. The Task Force is
made up of Midland Park, Wyckoff, Oakland and Westwood. The state is in a Stage III Fire Restriction.
Also keep the family of the 18-year-old firefighter in your prayers. Finally, the Marine Corps celebrated
its 249th birthday.
Public Safety Committee. Ms. Cericola reported the Ambulance Corps had 48 total calls taken, with 6
being on standby at the HS and Junior football games (which I mentioned in the mid-month report).
Ashley Statuto responded to the most calls at 33, Loucas Nestoros was next at 13 and April Trainor was
third at 12. WALVAC hosted on November 1 the local Girl Scout troop for training to help them earn their
first aid badge. Ms. Cericola once again congratulated those involved in the CPR save in June that we
recognized at the start of this meeting. Job well done.
Recreational & Health Committee. Mr. Martinello reported that COVID and RSV are at a low rate of
transmission. Also, there was a decline in ER visits. We held a COVID clinic and Child Health Clinics are
the third Thursday of each month by appointment.
Mr. Martinello reported that two of the boys’ teams have made it to the next round and we wish them
well. One game is home and one is away. Hopefully people can go to the home game to cheer them on.

Public Works Committee. Mr. Ramundo reported that DPW has caught up on catch basin repairs until
spring unless we have a mild winter in which case they will start 2025 repairs early. The townwide 2024
valve exercising is complete. DPW is on schedule for leaf collection. Please put leaves to the curb as tight
as possible but not block a storm drain.
Buildings & Grounds Committee. Mrs. Weber had no report.
DEPARTMENT HEAD REPORTS
Administrator. Mr. Neale congratulated Lieutenant Passaretti and Sergeant Sanchez. Also, I would like to
welcome Melissa Librizzi who will be appointed to the Clerk 1 position tonight, she is in the audience and
welcome.
Municipal Clerk. Mrs. Halewicz also wanted to thank the Fire Department as she woke up to the fire and
smoke in her house because we didn’t know there was a fire on Friday. Thank the fireman who came out
and also, I’m from Ringwood that is near and dear to my heart so hope they can get that out soon and
everyone is safe.
Mrs. Halewicz thanked the Police Department, DPW, Waldwick Public Library and Tatiana for their
assistance, guidance and support for the General Election Tuesday night. There were so many moving
parts, but we came together, and everyone did their part. We did receive positive feedback from voters
throughout the day and the overall feeling of organization, access and security.
Mrs. Halewicz commented on the Annual Christmas Tree lighting, December 6, 7 pm, Borough Park;
December 13 last day to register for the Mayor’s 4th Annual Christmas Tree Decorating Contest, with
judging on December 17; Annual Menorah Lighting, December 22, 4:30 pm, in front of the Library.
Attorney. Mr. Bossong had no report.

Mayor Giordano asked the Clerk to read Ordinance No. 2024-#33 by title.
Ordinance No. 2024-#33 - ORDINANCE OF THE BOROUGH OF WALDWICK, ADOPTING THE HARRISON
AVENUE REDEVELOPMENT PLAN PURSUANT TO THE LOCAL REDEVELOPMENT AND HOUSING LAW,
N.J.S.A. 40A:12A-1, ET SEQ., FOR PROPERTY LOCATED AT 37-49 HARRISON AVENUE AND 13 WEST
PROSPECT STREET AS IDENTIFIED AS BLOCK 107, LOTS 1 ,3, 5, 7, 8, 9, 10 and 11
Attorney Bossong commented that the Planning Board has 45 days to review this ordinance. They have
begun the process and will continue through their December meeting. The Council should consider
tabling this ordinance until December 10, 2024.

NEW BUSINESS
Mr. Ritchie asked since the new fire department officers have been elected, if their consideration to
provide the new Chief with the Chief’s truck ahead of time.
Mayor Giordano explained that they will make a formal request to Mr. Brennecke and Mr. Brennecke will
bring before the Council for consideration.
PUBLIC COMMENT
Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and
if so, please state your name only for the record.
Al Coldon spoke to the issue of the DPW doing an excellent job with the leaf’s year in and year out. Mr.
Coldon is concerned that the flight path to Teterboro airport has changed as his house shakes when one
of the larger jets goes over his house. He asked if there was anything we could do about it.
Mr. Bossong explained that it has to do with the towns like South Hackensack, Hackensack and Bogota
complaining about the planes and noise. That is the preferred flight pattern, but they complained to the
FAA who shifted the flight pattern this way. This all started with Hackensack Hospital
Mr. Sanzo spoke to the issue of agreeing about the planes in the area. Mr. Sanzo asked about the water
being certified by the State.
Mr. Neale commented that all the documents have been submitted and we are waiting for their approval.
Several towns had submitted before us and are still waiting for approval. So, it is in their hands now.
Mr. Mitchell spoke to the issue of traffic safety in town as he feels it is worse than ever before. There was
an accident near the school and people were driving at such high speed and were not stopping for those
in the crosswalk. He suggested flashing crossing signs for the library, Crescent School and Ridge on
Prospect.
Mr. Neale explained that the Borough has two signs on order, and they will be installed once they are
delivered in about 3-4 weeks. Mr. Neale has met with the Superintendent to see what solutions he had.
Mr. Mitchell spoke to the issue of the train station and the stairs being difficult to navigate and are not
ADA compliant.
Mayor Giordano commented that they will reach out to NJ Transit and have an answer for the next
meeting as to what solutions are possible.
Mr. Mitchell spoke to the issue of our former Public Health Nurse Carol Shephard who passed away two
years ago now and asked how the town was going to honor her.
Mayor Giordano responded that he reached out to her son, and he was going to get back to us with what
he would like to see for his Mom. We have not heard back from him.
Al Coldon spoke to the issue of traffic, specifically on Dante Place which is the street on the bend coming
in from Wyckoff where people are going anywhere from 30-40mph. Wyckoff DPW had cones up which
seemed to help. Our DPW put out cones and they were stolen. Need to get people to slow down coming
down that hill.

Melissa Librizzi spoke to the issue of being a resident of Waldwick as she and her husband moved here
two years ago and love the community and believe in the town. She thanked the Council for approving
her appointment to work in the Clerk’s office and can’t wait to get started on November 25.
CLOSED SESSION - Any matter permitted to be discussed in Closed Session pursuant N.J.S.A. 10:4-12 –
None.

There being no further business to come before the Mayor and Council at its Regular Meeting on MOTION
by Mr. Ritchie, seconded by Ms. Cericola and on roll call carried the meeting adjourned at 8:35 pm.

RESOLUTION NO. 2024-276
Amend Resolution 2024-211 for the Promotion of Sgt. David Passaretti to Lieutenant
WHEREAS, the Mayor and Council of the Borough of Waldwick anticipate a retirement in the position of
Lieutenant as of December 31, 2024; and,
On July 16, 2024 the Municipal Council adopted Resolution 2024-211 with an effective date of January 1
2025.
NOW, THEREFORE, BE IT RESOLVED, the Mayor and Council of the Borough of Waldwick hereby amend
and approve the promotion of Sgt. David Passaretti to the position of Lieutenant beginning November 13,
2024; and,
BE IT FURTHER RESOLVED that this appointment is subject to a retirement in the position of Lieutenant
and if said retirement does not occur by December 31, 2024, then this resolution shall be null and void;
and,
BE IT FURTHER RESOLVED that he shall serve at a salary of $169,519.00 commencing on November 13,
2024.

WHEREAS, Notice to Bidders for Evergreen Street to Hemlock Street and Bergen Avenue to Sheridan
Avenue Water Main Improvements, was advertised in accordance with Local Public Contracts Law; and,
WHEREAS, Eight (8) bids were received, opened and read on October 9, 2024 and were reviewed by the
Deputy Borough Clerk Tatiana Marquis and Borough Engineer James McGinnis from Boswell Engineering;
and,
WHEREAS, the bid results were as follows:

appropriation: X-XX-XX-XXX-XXX and has further certified that this commitment together with all
previously made commitments and payments does not exceed the funds available in said appropriation;
and has further certified that the funds available in the said appropriation are intended for the purpose
herein committed.
NOW, THEREFORE, BE IT RESOLVED that the contract for Evergreen Street to Hemlock Street and Bergen
Avenue to Sheridan Avenue Water Main Improvements be awarded to AJM Contractors, 300 Kuller Road,
Clifton, NJ, 07011 at their Total bid price of $380,380.00; and,
BE IT FURTHER RESOLVED, that the Mayor and Municipal Clerk be and are hereby authorized to execute
the agreement for this project award.

RESOLUTION NO. 2024-282
Approval of Stipend for Keyboarding Clerk 1 - Denise Broderick
WHEREAS, Denise Broderick is a Keyboarding Clerk 1 in the Borough’s Finance Department; and,
WHEREAS, it has been determined to assign additional duties to her including assisting the DPW and
Water Department with purchasing duties, performing water supervisory duties and assisting the CFO at
the discretion of the CFO; and,
WHEREAS, as a result of these additional responsibilities, the Borough is desirous of providing a $5,000
annual stipend for these additional duties, which such stipend may be reviewed and reconsidered at any
time by the Governing Body.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Waldwick, that the
Governing Body hereby approves a $5,000 annual stipend to Denise Broderick as a result of the additional
duties that she is being asked to perform; and,
BE IT FURTHER RESOLVED that this stipend shall be paid in equal installments during the course of a
normal payroll cycle; and,
BE IT FURTHER RESOLVED, that this shall be effective as of date of approval of the Governing Body.

RESOLUTION NO. 2024-283
Authorize Waiver of Permit Fees to the Board of Education for the Installation of Two Ductless Mini Split
Systems
WHEREAS, under Chapter 11 of the Code of the Borough of Waldwick, the Mayor and Council at any
Regular Meeting has the right to waive certain fees; and,
WHEREAS, the Waldwick Board of Education has filed for building permits associated with the installation
of two Ductless Mini Split Systems; and,
WHEREAS, the Waldwick Board of Education has made a written request to the Mayor and Council to
waive the municipal fees associated with the permits.
NOW, THEREFORE, BE IT RESOLVED by the Municipal Council of the Borough of Waldwick that all municipal
fees associated with the permits on behalf of the Waldwick Board of Education for the above referenced
project are hereby waived.

Cancellation of Taxes, Block 75/Lot 13
WHEREAS, Stephen M. McNicholas, who resides at Block 75/Lot 13, 8 Lincoln Place, a 100% Disabled
Veteran as so stated by the Department of Veterans Affairs, and,
WHEREAS, this parcel becomes eligible for this exemption as of October 1, 2024.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council of the Borough of Waldwick hereby
authorize the Tax Collector to cancel the taxes 4th quarter in the amount of $4,725.54. Furthermore, we
authorize the Tax Collector to cancel the taxes for first and second quarter taxes for Tax Year 2025; and,
BE IT FURTHER RESOLVED, that said property shall remain exempt as long as it qualifies for the 100%
Disabled Veterans exemption pursuant to law.

Ordinance No. 2024-#33 ORDINANCE OF THE BOROUGH OF WALDWICK,
ADOPTING THE HARRISON AVENUE REDEVELOPMENT
PLAN PURSUANT TO THE LOCAL REDEVELOPMENT AND
HOUSING LAW, N.J.S.A. 40A:12A-1, ET SEQ., FOR
PROPERTY LOCATED AT 37-49 HARRISON AVENUE AND
13 WEST PROSPECT STREET AS IDENTIFIED AS BLOCK
107, LOTS 1 ,3, 5, 7, 8, 9, 10 and 11
WHEREAS, the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq., as
amended from time to time (the “Redevelopment Law”), provides a process for municipalities to
participate in the redevelopment and improvement of areas in need of redevelopment; and
WHEREAS, pursuant to the Redevelopment Law, the Borough of Waldwick (the
“Borough”), by way of Resolution approved on September 10, 2024, designated Block 107, Lots
1, 3, 5, 7, 8, 9, 10, 11, 13 and 17 on the Official Tax Map of the Borough and more commonly
known as 37-49 Harrison Avenue, 13 West Prospect Street, and 60-62 Franklin Turnpike to be an
area in need of redevelopment (“Study Area”); and
WHEREAS, the Mayor and Council directed the Borough Planner to prepare a
redevelopment plan for a portion of the Redevelopment Area, namely Block 107, Lots 1, 3, 5, 7,
8, 9, 10 and 11, commonly known as 37-49 Harrison Avenue and 13 West Prospect Street
(“Redevelopment Area”); and
WHEREAS, consistent with the Redevelopment Law, the Borough Planner drafted the
attached Redevelopment Plan, entitled “Harrison Avenue Redevelopment Plan” dated October
2024 (“Redevelopment Plan”), for the Redevelopment Area and by introduction of this
Ordinance, the Mayor and Council forwarded the Redevelopment Plan to the Borough Planning
Board for review and comment; and
WHEREAS, at a public meeting held on November 6, 2024 and after providing due
notice, or a meeting held thereafter, which shall occur within 45 days of such referral, the
Planning Board reviewed the proposed Redevelopment Plan; and
WHEREAS, the proposed Redevelopment Plan was presented to the Planning Board by
Paul Grygiel, a New Jersey licensed professional planner employed by Phillips Preiss Grygiel
Leheny and Hughes LLC; and
WHEREAS, by correspondence approved by the Planning Board and forwarded to the
Mayor and Council, the Mayor and Council provided comments and recommended the adoption
by ordinance of the proposed Harrison Avenue Redevelopment Plan to guide its redevelopment.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough of
Waldwick, County of Bergen, State of New Jersey, as follows:
Section 1. The preceding recitals are incorporated herein as though fully set forth
herein at length.
Section 2. The Redevelopment Plan dated October 2024 entitled “Harrison Avenue
Redevelopment Plan” is hereby adopted to guide the development of the Redevelopment Area.
The Redevelopment Plan shall supersede all provisions of the Borough of Waldwick Land
Development Ordinance regulating development of the Redevelopment Area that is the subject
of this Redevelopment Plan and this adoption of the Redevelopment Plan shall be considered an
amendment to the Borough of Waldwick zoning map for that portion of the Redevelopment
Area.
Section 3. The Mayor and Council are hereby authorized to seek potential
redevelopers for the Redevelopment Area and to designate such redeveloper and enter into a
redevelopment agreement with the same.
Section 4. If any part of this Ordinance shall be deemed invalid, such part shall be
severed and the invalidity thereof shall not affect the remaining parts of this Ordinance.
Section 5. A copy of this Ordinance shall be available for public inspection at the
offices of the Municipal Clerk.
Section 6. This Ordinance shall take effect after the first publication thereof after
final adoption, as provided by law.
