MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, NOVEMBER 26, 2024 AT 7:30 PM
Council President Weber called the meeting to order and read the Statement of Compliance.
Council President Weber asked for a roll call. Present on roll call: Mr. Brennecke, Ms. Cericola, Mr.
Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Mayor Giordano will be late.
Also present: Steven J. Neale, Borough Administrator; Kelley Halewicz, Municipal Clerk and Craig Bossong,
Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
The Council will go into Closed Session as the Mayor has recused himself from this discussion.
CLOSED SESSION - Any matter permitted to be discussed in Closed Session pursuant N.J.S.A. 10:4-12
RESOLUTION NO. 2024-302
Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Redevelopment - contract negotiations
It is anticipated at this time that the above-mentioned subject matter will be made public within 60 days
or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the
matter.
This resolution shall take effect immediately.

The Council convened into Closed Session at 7:35 pm. Mayor Giordano arrived at 8:25 pm. The Mayor
and Council came back on the record of the Regular Meeting. Present on roll call: Mayor Giordano, Mr.
Brennecke, Ms. Cericola, Mr. Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber.
PROCLAMATIONS & PRESENTATIONS – None.
MAYOR’S REPORT AND REPORTS OF COMMITTEES
Mayor’s Report. Mayor Giordano reported that the Waldwick High School Boys’ Varsity Soccer Team won
the State Championship. The team was congratulated on Facebook. The sign that we have on the ramp
of 17N honoring the 2022 champions that we will now add 2024 champions to. Mayor Giordano wished
everyone a Happy Thanksgiving. As the holidays are approaching do what you can to help those in need.
Financial & Administrative Committee. Mr. Ritchie reported that resolution where we are transferring
funds from one account to another. This is typical at the end of year. Some accounts are short, and others
have excess funds. We are just moving money between existing accounts.
Fire & Police Protection Committee. Mr. Brennecke had no report.
Public Safety Committee. Ms. Cericola reported that WALVAC has 39 calls this month to date. Standby
for the Waldwick football and junior football has concluded. Stand by for Ramsey at Don Bosco game on
November 2. Also, one mutual aid call in Hawthorne. WALVAC looks forward to attending the tree
lighting. The 2025 slate of officers are: President - Loucas Nestoros, Vice President - Adrian Comayagua,
Treasurer - Francesco Palladino and Recording Secretary - Ellen Hillman, Corresponding Secretary -
Madelin Benitez
Captain - Adrian Domaradsky, 1st Lieutenant - Morgan Hoffman, 2nd Lieutenant - Ashley Statuto.
Waldwick Access for All next meeting is Monday, December 9, 2024 and Ms. Cericola will attend that
meeting.
Recreational & Health Committee. Mr. Martinello reported that fall sports are wrapping up. The girls 15U
also won the championship. Winter sports are underway with wrestling and basketball. Baseball
registration will start in December. Christmas Tree Lighting – December 6, 7 pm Borough Park. Crafts for
the kids, DJ, trackless train, hot chocolate & donuts, giveaways, Santa photos, maybe the Grinch will make
an appearance. Mayor’s 4th Annual House Decorating Contest – Deadline to enter is 2 pm December 13
with judging on the evening of December 17. Annual Menorah Lighting – Sunday, December 22, 4 pm in
front of the Waldwick Library for prayer, songs and sweet treats. Also, the American Legion is collecting
Toys for Tots through December 13.
The Health department reminder that we have the Child Health Clinic on the third Thursday of each
month,
Public Works Committee. Mr. Ramundo reported that some work DPW took corrective action for a safety
issue at the Ambulance Corps building by fixing the railing on the second floor. A letter was received from
Mr. Payton for his appreciation for the level of professionalism that took place during the election this
month. Mr. Ramundo thanked Tatiana and Kelley and DPW staff who assisted in setting up and breaking
things down. It’s nice to see a level of professionalism in our town makes us look good.

Buildings & Grounds Committee. Mrs. Weber had no report.
DEPARTMENT HEAD REPORTS
Administrator. Mr. Neale commented that residents may have received a letter about an unknown service
line. Why did you get the letter? NJDEP and USEPA require an inventory of all service line for all water
systems and we have been working to identify and update in the past 2-3 years. It means that your service
line to your house is unknown material. DPW is working through the entire inventory. We have 3800
service lines to check, and they have done 1200 to do. They have to dig down and check the pipe going
into your house. If you receive that letter and have questions, please reach out to my office. Drafting
letters to get out and post as well as a dedicated page on our website to track this.
With regards to the water discoloration issue, specifically on Waldwick Avenue, Bergen Avenue and
Lincoln Avenue, we are working with our engineering and DEP to come up with a solution. It’s not an easy
fix, its not quick or cheap so we are working to narrow this down to come up with a long term solution. If
you have questions, please call my office.
Municipal Clerk. Mrs. Halewicz reported that she was remiss at the last meeting of thanking the DPW
worker assigned to us for Election Day. We could not have been as successful that day without the help
of Steve Weber. Whatever we asked of him, he did with a smile. Thank you, Steve.
Mrs. Halewicz commented that we are thrilled to have Melissa on board and settling in this week. Tatiana
and I have both been training her in aspects of our office. It has really been a pleasure as Melissa comes
to us from another municipality handling many of the same tasks.
Mrs. Halewicz reminded the public to sign up for Constant Contact, our new platform for weekly
Community News and Updates as well as our Monthly newsletter. Nixle will continue to be used by the
PD for their emergency notifications. We have our second food bin. Our residents were very generous. I
wish everyone a Happy Thanksgiving.
Attorney. Mr. Bossong reported that we received our initial COAH numbers from the state of 178 units
and the data behind how they calculated those numbers. The planner, Steve and I will work on digesting
the numbers and making recommendations on how we can approach this number and find a more
reasonable number to submit to the state.
Mr. Bossong had a couple more preliminary calls with attorneys for some of the redevelopment areas in
town. You may have more redevelopment proposals coming for the areas addressing some of those other
lots down there besides the one before the Planning Board now. Wish everyone a Happy Thanksgiving!

NEW BUSINESS
Mayor Giordano commented that he wants to be addressed as Mr. Mayor going forward.
PUBLIC COMMENT
Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and
if so, please state your name only for the record.
Gina Zubia spoke to the issue of discolored water in her home for the past 6 months and is a daily
disturbance and finds it outrageous and unacceptable. She asked when this will be corrected. She is
purchasing 15-30 gallons of water a week for her family. She cannot bathe her children in the tub, her
toilet bowls have a brown ring in them.
John Vervoort spoke as the VFW Commander about Assembly Bill 58 and sister bill on the Senate side
SCR81 which would increase the Veteran’s deduction from $250 a year to $2,500 phased in over four
years. This will be on the ballot as a referendum in November. Mr. Vervoort asked for the Council support
in the form of a resolution for this legislation to be sent to Senator Schepisi, Assemblyman Auth and
Azzareti.
REGULAR MEETING MINUTES: 5 NOVEMBER 26, 2024
Mike Goodell spoke about the issue of an update on the progress with water in the last three weeks. Mr.
Goodell has not paid his water bill. Mr. Goodell was provided with a whole house filter and replacement
filters that should have lasted a few years. In reality, they last 15 days and my water pressure is lower.
During the same time period, he has to drain his hot water heater because the water is brown. What
process has taken place in the past three weeks.
Mr. Neale explained that the last time we met with our engineers about two and a half weeks ago, they
wanted us to stay off the system to see if that would help as the thought was, we were actually
contributing to not helping the issue with all the flushing and work we were doing, valve repairs. It did
not work. We are planning some work after the holiday. We will plan out some different options and cut
sections of pipe out, send them out for testing for a long-term solution. We totally understand both
situations. We are now coming up with the best option and tackle this as a whole, so we can get it done
right.
Mr. Goodell commented that it is getting worse, the filter doesn’t really work (3-4 days) and smells worse
than it did this summer. Filters are supposed to last months at a time.
Mrs. Weber commented they want to see what the continuity of the pipe looks like. Cut it out and see
what it looks like inside and will help them come up with action going forward, replacement or what not.
They are doing that that there is a health issue with the pipe. The iron sediment inside is what they are
seeing and how much.
Mr. Goodell commented asked if there has been a task force with buckets to see how far north or south
it goes. Toilets and tubs completely destroyed. Could be a simply little solution to do that.
Mr. Neale commented that it is being discussed now and we are going to purchase that. We have been
developing a whole map of the town and are plotting these different concerns.
Al Coldon wished everyone a Happy Thanksgiving. Also, thanked the DPW for doing such a great job again
this year with the leaves.

RESOLUTION NO. 2024-292
Authorize Execution of Grant Agreement with Bergen County Community Development Block Grant
for Handicap Accessible Ramps
WHEREAS, the Mayor and Council of the Borough of Waldwick wishes to enter into a grant agreement
with the County of Bergen for the purpose of using $78,155.00 in PY 2024-2025 Community Block Grant
funds for handicap accessible ramps throughout the Borough.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council hereby authorize Borough
Administrator Steven J. Neale to be a signatory for the aforesaid Grant Agreement; and,
BE IT FURTHER RESOLVED, that the Mayor and Council hereby authorizes Borough Administrator Steven
J. Neale to sign all County vouchers submitted in connection with the aforesaid project; and,
BE IT FURTHER RESOLVED, that the Mayor and Council recognizes that the Borough of Waldwick is liable
for any funds not spent in accordance with the Grant Agreement and that liability of the Mayor and
Council is in accordance with HUD requirements.

Authorize Release of Road Opening Escrow, Block 130/Lot 4
WHEREAS, escrow has been posted with the Borough of Waldwick to obtain a road opening permit as
per Chapter 84 in Borough Code; and,
WHEREAS, the Superintendent of Public Works has certified that the permit holder has completed
restoration of the permanent pavement in accordance with the specifications of the Borough of
Waldwick.

Rescind Resolution 2024-282, Stipend for Keyboarding Clerk 1 - Denise Broderick
WHEREAS, the Mayor and Council adopted Resolution 2024-282 at the November 12, 2024 Council
Regular Meeting providing a stipend of $5,000.00 to Ms. Broderick with the understanding that Ms.
Broderick was taking on additional responsibilities in DPW and Water Department with purchasing duties;
and,
WHEREAS, those additional responsibilities in DPW and Water Department purchasing duties did not
materialize as discussed.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Waldwick, that the
Governing Body hereby rescinds Resolution 2024-282 and the $5,000 stipend.

Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Redevelopment - contract negotiations
It is anticipated at this time that the above-mentioned subject matter will be made public within 60 days
or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the
matter.
This resolution shall take effect immediately.
