Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY, 7:00 P.M. September 12, 2017 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Council Members Steve Yokeley, Cindy Johnson, Lynn Reece, Mark Swaim, and Zane Hedgecock. Attorney Jay Wagner was present along with Donna Alwine, town clerk. After an invocation by Councilman Steve Yokeley, Councilman Mark Swaim led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Zane Hedgecock made a motion to approve the agenda, Councilman Steve Yokeley seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  August 8, 2017 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilwoman Cindy Johnson, seconded by Councilman Mark Swaim. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – THREE MINUTE TIME LIMIT FOR SPEAKING There were no speakers. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Principal Sparks at Wallburg Elementary School addressed the council with appreciation for the support that the school receives for the students. He presented the details of how the 2017-2018 budgeted grant will be utilized. The IXL math program for 700 students along with mastery connect and technology purchases and repairs as needed. This math application has proven successful with exceeded growth in math and met expected growth in all EOG areas. The previous year’s Maker Spaces program is continuing to enhance student’s education in all grade levels. 2. Principal Scott Dalton with Oak Grove High School introduced himself to the town council. The new school currently has 500 students consisting of freshman and sophomores. Principal Dalton handed out packets to the council along with a grant request for the grants committee for the school’s pressing needs. The school would appreciate any consideration for programs and resources that would assist the students and teachers. 3. The General Assembly approved in this year’s state budget for the Town of Wallburg to receive grant funds. There is a deadline for the application to be submitted. Mayor Pro Tem Hedgecock motioned to allow the Mayor, Clerk and Town Attorney to work together to quickly gather information and instructions to obtain the funds. Councilwoman Cindy 1|Page Johnson seconded. The motion passed unanimously. The town’s budget allows for community grants. Mayor Pro Tem and the grants committee would like to use the budgeted funds to help assist local schools. He made a motion to use the funds allocated in the budget for the six local schools. The funds will be approved upon receipt of a grant request from the schools, presented to the grants committee and then referral to the town council. Councilman Reece seconded. The motion carried unanimously. 4. Resolution #17-005 Renewal of the towns garbage contract with North Davidson Garbage. The town’s attorney advised the terms and expense remain the same as previous years. This is a five-year agreement. Councilman Mark Swaim moved to accept Resolution #17-005, Councilman Steve Yokeley seconded. The motion carried on a unanimous vote. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – given by Mark Swaim Councilman Swaim gave a brief update on the finances of the Town: CASH $ 2,286,265.48 CAPITAL FUND-First National $ 647,255.46 MONEY MARKET-Capital Bank $ 248,978.50 TAXES RECEIVABLE $ 8,309.00 DUE FROM OTHER GOVTS. $ 125,390.00 TOTAL: $ 3,416,198.44 MPO – High Point – Councilman Lynn Reece The meeting was attended by Councilman Reece on August 22, 2017. There was nothing directly involving the Town of Wallburg. Vehicle weight limits on the highways were discussed. 2. MPO - Winston-Salem - Mayor Allen Todd Mayor Todd advised that no meeting was held for August. OTHER INFORMATION: The town’s attorney, Mr. Wagner advised that he represented the town in court on September 5, 2017 for the judgment of property in disarray and multiple violations. The judge ruled for thirty days for the property owner to bring into compliance. He will continue to advise. Mayor Pro Tem Hedgecock shared with the council that he and his staff at the NC Department of Agriculture was invited to attend an infrastructure meeting at the White House recently along with 130 – 140 others. Those in attendance consisted of the DOT Secretary, the Presidents Staff and other DOT representatives. This was the most positive meeting he has attended and there were great innovative ideas with great conversation and positive feedback. At 7:51 P.M.
