Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. October 10, 2017 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Council Members Steve Yokeley, Cindy Johnson, Lynn Reece, Mark Swaim, and Zane Hedgecock. Attorney Jay Wagner was present acting as Town Attorney and keeping minutes for Donna Alwine, Town Clerk, who was absent. After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Steve Yokeley made a motion to approve the agenda with an addition of one item regarding Wallburg Elementary School. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  September 12, 2017 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Lynn Reece, seconded by Cindy Johnson. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING There were no speakers. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Eddie Carrick, CPA, presented the Town of Wallburg 2016-2017 financial audit. Mr. Carrick stated that the town received a “unqualified” or “clean” opinion. Mr. Carrick then explained the various portions of the audit, in particular page 24. See audit for details. Mayor Todd thanked Mr. Carrick for his work on behalf of the town. 2. Presentation to Wallburg Elementary. Mayor Todd presented a check in the amount of $15,000 to the principal of Wallburg Elementary as a grant previously approved by council. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update …. Mark Swaim Mr. Swaim gave a brief update on the finances of the Town: CASH $ 2,366,698.00 CAPITAL FUND-First National $ 647,435.45 MONEY MARKET-Capital Bank $ 248,978.50 TAXES RECEIVABLE $ 8,309.00 1 DUE FROM OTHER GOVTS. $ 125,390.00 PREPAID EXPENSES $ (3,388.76) TOTAL: $ 3,393,422.19 2. Wall Home Update. Councilman Mark Swaim reported that repair work is being done to the house prior to having the house painted and that the exterior work must be completed before cold weather so that it can be painted. 3. Town Hall Park Construction. Councilman Yokeley reported that the masonry work is finished on the picnic shelters and that grading work on the parking lot and walking track is underway. 4. Revitalization Grant. Councilman Hedgecock reported that work had been completed necessary for the town to obtain its $75,000 grant from the Department of Commerce to develop a vision plan for downtown Wallburg. He stated his position that the Town should hire a consultant to work with in this process and should probably appoint a committee for guidance. 5. MPO – High Point …. Lynn Reece Councilman Reece reported that the HPMPO met, but that there were no items mentioned in reference to the Town of Wallburg. 6. MPO - Winston-Salem ..... Allen Todd Mayor Todd stated that the WSMPO met on September 21st and that the meeting was short. He stated that it is possible that a NC109 project involving curb and gutter and bike lanes south to Motsinger Rd. could be removed from the work plan OTHER INFORMATION: Councilman Hedgecock reported that the State Fair starts Thursday and runs through October 23. Mayor Todd reported that he had received a request from the Davidson County Young Marines regarding reduction of illegal drug use, known as the “Red Ribbon Campaign.” The Mayor read a proclamation designating October 23-31 as “National Red Ribbon Week” which encourages Americans to wear a red ribbon to show their support for a drug-free nation.
