Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. November 14, 2017 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Council Members Steve Yokeley, Cindy Johnson, Lynn Reece, Mark Swaim, and Mayor Pro Tem Zane Hedgecock. The Town Clerk, Donna Alwine along with Attorney Jay Wagner were present. After an invocation by Councilman Steve Yokeley, Councilman Lynn Reece led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tem Hedgecock made a motion to approve the agenda as presented. Councilman Mark Swaim seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  October 10, 2017 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Lynn Reece, seconded by Cindy Johnson. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING There were no speakers. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. The grant committee presented grants that they have received from local schools to the council. The committee met with the educators and reviewed each request. These funds are to be taken out of the community grants expense line item budgeted. The students impacted by these funds are those that reside in the town and benefits them as they grow through the other schools. There is a total of $50,000.00 in place for these approved grants. At this time, they are still awaiting one grant to be reviewed. $10,000.00 will go to Wallburg Elementary School, Oak Grove Middle School and Oak Grove High School. $5,000.00 goes to Ledford Middle School and Friendship Elementary School. Mayor Pro Tem Hedgecock move to accept these grants requested, Councilman Steve Yokeley seconded. The motion carried unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update - Mark Swaim Mr. Swaim gave a brief update on the finances of the Town: CASH $ 2,306,465.09 CAPITAL FUND-First National $ 647,634.12 MONEY MARKET-Capital Bank $ 249,009.53 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,350,050.48 2. Wall Home Update. Councilman Steve Yokeley reported that the repair work to the exterior of the home is 85% complete. He has received several quotes for the outdoor painting. It is wise to wait until Spring to paint the exterior for the paint to cure correctly. Everything outside has been primed for future painting. He is now getting information on interior painting. 3. Town Hall Park Construction. Councilman Yokeley reported that there are three shelters that are 75% completed along with the parking lot. There is a change order for the walking track. There is available space to increase its length by around one-third more. Within a month to month in a half should be close to phase one being completed. Coe is currently working on phase two drawings. 4. Revitalization Grant. Councilman Hedgecock reported that the town is awaiting to receive the grant funds. A conservative time frame was to be received approximately the middle of November. The town clerk will check the status. A committee is needed to look into what would be advantageous for the funds to be used for. Mayor Pro Tem Hedgecock is willing to be on that committee. Councilman Yokeley moved for Mr. Hedgecock to chair the Town Revitalization Committee. Councilwoman Johnson agreed to assist on that committee. Councilman Swaim seconded. The motion passed 5-0. 5. MPO – High Point – Lynn Reece Councilman Reece reported that the HPMPO met on October 24, 2017, but that there were no items mentioned in reference to the Town of Wallburg. 6. MPO - Winston-Salem - Mayor Allen Todd Mayor Todd stated that the WSMPO will meet on November 16, 2017. At the previous meeting there was nothing discussed that was directly related to the Town of Wallburg. OTHER INFORMATION: At 7:25 P.M.
