Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. December 12, 2017 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Council Members Steve Yokeley, Cindy Johnson, Lynn Reece, Mark Swaim, and Mayor Pro Tem Zane Hedgecock. The Town Clerk, Donna Alwine along with Attorney Jay Wagner were present. After an invocation by Mayor Pro Tem Zane Hedgecock, Councilwoman Cindy Johnson led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tem Hedgecock made a motion to approve the agenda as presented. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  November 14, 2017 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece, seconded by Councilman Steve Yokeley. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING There were no speakers. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. The town’s attorney, Jay Wagner, Mayor of High Point, NC administered the oath of office to the newly elected officials. Councilman Steve Yokeley, Mayor Allen Todd and Mayor Pro Tem Zane Hedgecock. 2. Resolution #17-007, to appoint Zane Hedgecock as Mayor Pro Tem. Councilman Mark Swaim moved to accept Resolution #17-007, Councilwoman Cindy Johnson seconded, the motion passed unanimously. 3. Resolution #17-008 to set 2018 regular council meeting dates as second Tuesday of each month at 7PM. Councilman Lynn Reece moved to accept Resolution #17-008 to set the town council regular meeting dates to be the second Tuesday of each month at 7PM. Mayor Pro Tem Hedgecock seconded. The motion passed unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED)  1. Finance Update - Mark Swaim Mr. Swaim gave a brief update on the finances of the Town for November: CASH $ 2,360,918.42 CAPITAL FUND-First National $ 647,820.43 MONEY MARKET-Capital Bank $ 249,009.53 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,404,690.12 2. Wall Home Update. Councilman Steve Yokeley reported that all of the repairs that were under previous construction are now complete. He will begin to speak with contractors for quotes on interior painting. 3. Town Hall Park Construction. Councilman Yokeley reported that phase #1 for the park is 90 percent complete. There is minimal grading for the ADA space requirements. The shelter roofing was delivered with incorrect color, has been re-ordered. Contractors awaiting weather to clear to continue. 4. Revitalization Grant. Mayor Pro Tem Hedgecock reported that after the first of the year the committee will begin to discuss the funds received and begin the research for the possible projects to be presented in the future. 5. MPO – High Point – Lynn Reece Councilman Reece reported that he attended HPMPO meeting on November 28, 2017 in Lexington. Discussion included the Yadkin Valley Amtrak Station. Nothing was directly involving the Town of Wallburg. 6. MPO - Winston-Salem - Mayor Allen Todd Mayor Todd reported that he attended the MPO meeting on November 6, 2017. He read over the action items on the agenda that were discussed. There was nothing directly involving the Town of Wallburg discussed. OTHER INFORMATION: At 7:18 P.M.
