Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. February 13, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece and Mark Swaim. Councilwoman Cindy Johnson and Councilman Steve Yokeley were absent. Jay Wagner, the town’s attorney was present along with the town clerk, Donna Alwine. After an invocation by Councilman Mark Swaim, Councilman Lynn Reece led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a motion to approve the agenda as presented. Mayor Pro Tem Hedgecock seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  January 9, 2018 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Mayor Pro Tem Hedgecock, seconded by Councilman Mark Swaim. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING Catlyn Moser, assistant soft ball coach at Ledford Sr. High School presented a request from the town for a banner to hang on the field fence. Councilman Swaim advised that is a process for the grants committee and for her to submit a grant request application to be reviewed. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Wallburg Athletic Association – Tim Steelman, President – Doug Gibson, Board member – Joe Byrd, Football Coach, all spoke and gave the town council updates on the financial status of the association along with the current needs. They presented the town with a photograph of the football team in appreciation of the town’s support. Mayor Pro Tem Hedgecock commended them on their hard work and dedication in our community. 2. Don Dix – Planning Board Committee alternate member update. At the last meeting for the planning board, there were two alternates decided to bring to the town council for approval. Recommended for the town council approval are Mike Motsinger and Danny Baker. The town council tabled this for future. 3. Grants Committee – Ledford Sr. High School grant request from the community grant funds budgeted line item for $10,000.00. This completes the grants that was given to the local schools allocated from community grant funds. The committee met with Mr. Johnson regarding the request for their funds. The school has renovated the media  center and the grant from the town will allow for new furniture in the renovated space. Councilman Mark Swaim moved to accept this grant request, seconded by Mayor Pro Tem Hedgecock. The motion carried unanimously. Principal Johnson expressed his appreciation to the town council for their support. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update - Mark Swaim Mr. Swaim gave a brief update on the finances of the Town for January: CASH $ 2,324,117.54 CAPITAL FUND-First National $ 648,205.63 MONEY MARKET-Capital Bank $ 249,040.57 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,368,305.48 2. Wall Home Update. No Report – Councilman Yokeley absent. Interior and exterior painting will be underway closer to Spring when the weather warms for paint to cure properly. 3. Town Hall Park Construction. No report – Councilman Yokeley absent – The town clerk per Councilman Yokeley advised that with the weather conditions, we are approximately 2 weeks behind. Don Dix presented playground equipment research for the park from 4 different vendors. He explained in detail the dynamics of each playground and the company specifics. He concluded that Barrs Recreation and Cunningham Recreation look to meet the needs of the town. After council review Mayor Pro Tem Hedgecock suggested to consider the two of these playground vendors. The towns attorney, Jay Wagner will review the contracts and advise the council. 4. Revitalization Grant. Mayor Pro Tem Hedgecock and Councilwoman Cindy Johnson will be meeting with a local representative employed with a firm in Winston Salem to begin to discuss how and what the options could be for the use of this grant. Parking and landscape are a few of the items to be discussed. This meeting will be tentatively planned for the first of March. 5. MPO – High Point – Lynn Reece - Met on January 23, 2018, grant information sidewalk funds are available. 6. MPO - Winston-Salem - Mayor Allen Todd – No meeting held due to weather .
