PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem
Zane Hedgecock, Council Members, Lynn Reece, Councilwoman Cindy Johnson and Councilman Steve
Yokeley. Councilman Mark Swaim was absent along with Jay Wagner, the town’s attorney. The town
clerk, Donna Alwine was present.
After an invocation by Councilman Lynn Reece, Mayor Pro Tem Zane Hedgecock led the pledge of
allegiance.
MOTION FOR APPROVAL OF AGENDA
Mayor Pro Tem Zane Hedgecock made a motion to approve the agenda as presented. Councilwoman
Cindy Johnson seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
February 13, 2018 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilwoman Cindy
Johnson, seconded by Councilman Lynn Reece.
PUBLIC SESSION

Leigh Truelove, PO Box 166, Lexington, NC 27293 introduced herself to the town council an is
running for Davidson County Clerk of Court and would appreciate their support.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Resolution #18-002 to appoint Danny Baker and Mike Motsinger alternates to the Wallburg
Planning Board. Previously the planning board met and are recommending the two alternates,
Mr. Baker and Mr. Motsinger to the town council. Mayor Pro Tem Hedgecock moved to accept
the alternates for the planning board committee, Councilman Yokeley seconded. The motion
carried with unanimous votes.
2. Resolution #18-003 – Mr. Dix recapped the playground equipment vendor contract and details
of the equipment to the town council. The towns attorney, Jay Wagner, previously reviewed the
contracts and warranty information. Mayor Pro Tem Hedgecock moved to accept the resolution
for the purchase of the playground for $103, 351.08 with Barrs Recreation, LLC. The motion
was seconded by Councilman Steve Yokeley. The motion passed with unanimous votes.
3. Grants Committee – Mayor Pro Tem brought information to the town council where the grants
committee reviewed grant request from Ledford Senior High School for a banner to hang on the
softball field fence for $300.00. Oak Grove High School requested a grant for $1,000 banner
sponsorship for their baseball/softball fields. Mayor Pro Tem Hedgecock moved to accept the
grants from both schools as requested. Councilman Lynn Reece seconded, the motion passed
unanimously.

1. Finance Update - Mark Swaim absent/Report given by Mayor Pro Tem Hedgecock
A brief update on the finances of the Town for February:
CASH $ 2,360,187.47
CAPITAL FUND-First National $ 648,400.98
MONEY MARKET-Capital Bank $ 249,040.57
TAXES RECEIVABLE $ 9,523.00
DUE FROM OTHER GOVTS. $ 137,418.74
TOTAL: $ 3,404,570.76
2. Wall Home Update – Mayor Pro Tem Hedgecock reported that painting to being on the
interior and exterior when the weather clears. Councilman Yokeley is in touch with the
painting contractor. The HVAC was replaced recently on the Wall home property.
3. Town Hall Park Construction - Councilman Steve Yokeley reported that due to poor
weather, there is about a working week delay in completion of phase #1. Phase # 2 plans are
about 95% complete which will include benches, gazebo, walking trail, electrical/water
access. The park will be completed by December 31, 2018
4. Revitalization Grant - Mayor Pro Tem Hedgecock and Councilwoman Cindy Johnson met
with Christy Turner with Stimmel and Bo Bowman, a structural engineer. Stimmel can serve
as a project manager. They have many services that they can provide to the town for
landscape and design, civil engineers, landscape planning. Ms. Turner will be providing a
quote and scope of the services that they can provide in this revitalization project.
Councilman Johnson and Mayor Pro Tem Hedgecock will report back after receiving and
reviewing the information from Stimmel.
5. MPO – High Point – Lynn Reece - Met on February 27, 2018, voting for the chairman
and co-chairman, discussed prioritization; however, there was nothing directly regarding the
Town of Wallburg.
6. MPO - Winston-Salem - Mayor Allen Todd – Mayor Todd attended the latest MPO
Meeting where streets and sidewalk plans were discussed. There was nothing directly
related to the Town of Wallburg mentioned.
OTHER INFORMATION:
Mayor Todd attended the Mayor/Manager breakfast held in Lexington this past Monday. State
representatives were in attendance. There was discussion for proposed Lexington Road/Hwy 8
improvements. Discussion also included the upcoming primary election along with DOT timelines on
their projects.
At 7:41 P.M. Councilman Lynn Reece moved to adjourn, seconded by Councilman Steve Yokeley, and
approved unanimously.
