Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. April 10, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece, Councilwoman Cindy Johnson, Councilman Steve Yokeley and Councilman Mark Swaim. The town’s attorney, Jay Wagner, was present along with the town clerk, Donna Alwine. After an invocation by Councilman Lynn Reece, Mayor Pro Tem Zane Hedgecock led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda as presented. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  March 13, 2018 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece, seconded by Councilman Steve Yokeley. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING No speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Christy Turner with Stimmel presented a proposal for project planning for the Revitalization Grant received for the town. Mayor Pro Tem Hedgecock and Councilwoman Cindy Johnson met with Ms. Turner previously to begin the process of project planning and helping to create a plan to involve the citizens for this grant. Three projects have been selected by this committee and according to the proposal task #1 and #2 will include for citizen input. The time limit on this grant is July 1, 2019 for the project(s) to be completed. The council reviewed the proposal presented and Ms. Turner addressed any questions. Councilman Mark Swaim moved to approve the presented proposal. Task #1 $5,650.00 and Task #2 $13,600.00 for a total of $19,250.00. Councilwoman Johnson seconded. The motion passed unanimously with a 5 to 0 vote. 2. Lee Crook, with Davidson County Planning attended the council meeting to advise of some recent statutory changes that he had been made aware of from UNC School of Government. The changes are in regards to (S.B 131) S.L. 2017-10 for zoning issues and their Statue of time limitations and ways of enforcement/correction. Mr. Crook included information from the SOG for the council to review.  REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update - Mark Swaim A brief update on the finances of the Town for March: CASH $ 2,390765.60 CAPITAL FUND-First National $ 648,694.09 MONEY MARKET-Capital Bank $ 249,040.57 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,435,442.00 At the May council meeting the finance committee will present the draft budget for approval on June 12, 2018. Mark Swaim moved to set the date of June 12, 2018 for a public hearing to hear the 2018-2019 town budget. Councilman Steve Yokeley seconded. The motion passed unanimously. 2. Wall Home Update – Councilman Steve Yokeley is waiting on communication from the painting contractor, he will advise. Councilman Mark Swaim met with Bo Bowman regarding the structure of the home. There are a few minor structural adjustments with ratings to take up to the current code. 3. Town Hall Park Construction - Councilman Steve Yokeley reported that Phase #1 is complete with the exception of the playground and shelter equipment that will be shipped April 20, 2018. Our current contractor is able to begin Phase #2 immediately with weather permitting. Thomas General Contractors contract proposal includes construction for the amphitheater, parking, stairs, lighting, electrical for $226,400.00 Councilman Steve Yokeley motioned for approval of this proposal to proceed with Phase #2. Councilman Lynn Reece seconded. The motion carried with a 5 to 0 unanimous vote. 4. Revitalization Grant – The update for this project was updated with the presentation from Stimmel. Councilwoman Cindy Johnson agreed to be the lead contact with Stimmel for this project planning process. 5. MPO – High Point – Lynn Reece - Councilman Reece attended the most recent MPO meeting held – there was no information directly involving the Town of Wallburg. 6. MPO - Winston-Salem - Mayor Allen Todd – Mayor Todd was not in attendance at the latest MPO meeting. He read over the details of the meeting. There was nothing directly related to the Town of Wallburg mentioned. OTHER INFORMATION: At 7:54 P.M.
