Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. May 8, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece, Councilwoman Cindy Johnson, and Councilman Mark Swaim. Councilman Steve Yokeley was absent. The town’s attorney, Jay Wagner, was present along with the town clerk, Donna Alwine. After an invocation by Councilman Mark Swaim, Councilman Lynn Reece led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda with the correction of the typographical error for the draft minutes for approval shows April 10, 2017 but should be April 10, 2018. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  April 10, 2018 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Mark Swaim, seconded by Councilwoman Cindy Johnson. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING Diane Rose and Charles L Rose, Jr. of 268 Gene Clodfelter Drive, Winston Salem, NC 27107. Each resident addressed the town council regarding noise and environmental issues from a neighboring property with a dirt track with ATV’s, go carts and dirt bikes are being driven producing gas fumes, noise and dust. Mr. Rose gave information on multiple city/town ordinances to the council and would like the council to consider putting an ordinance in place regarding these concerns. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Resolution #18-009 for approval of the 2017-2018 fiscal year audit contract with Eddie Carrick, CPA. Councilman Mark Swaim moved to accept the resolution, Councilman Lynn Reece seconded, the motion carried with a unanimous vote. 2. Councilman Mark Swaim along with the finance committee presented the 2018-2019 draft budget to the council. A public hearing will be held on the budget June 12, 2018 at 7:00 P.M. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update - Mark Swaim A brief update on the finances of the Town for April: CASH $ 2,398,181.96 CAPITAL FUND-First National $ 648,997.11 MONEY MARKET-Capital Bank $ 249,071.61 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,443,192.42 2. Wall Home Update – Councilman Mark Swaim reported in the absence of Councilman Yokeley the he is getting final quotes on the painting for the exterior and interior. A quote is being written up from the electrician moving utilities underground. 3. Town Hall Park Construction - Donald Dix gave report in the absence of Councilman Steve Yokeley – the playground pour and play will be put down tomorrow. The picnic table tops will be replaced, they were delivered in the incorrect color. There will be a temporary fence placed around the playground to protect the pour and play. 4. Revitalization Grant – Councilwoman Cindy Johnson reported that the contract with Stimmel has been executed and being returned back to Stimmel. 5. MPO – High Point – Lynn Reece - Councilman Reece attended the most recent MPO meeting held – it was a short meeting and there was no information directly involving the Town of Wallburg. 6. MPO - Winston-Salem - Mayor Allen Todd – There was no report due to no meeting – the meeting will be held next week. OTHER INFORMATION: At 7:39 P.M.
