Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. June 12, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece, Mark Swaim Steve Yokeley and Councilwoman Cindy Johnson. The town’s attorney, Jay Wagner, was present along with the town clerk, Donna Alwine. After an invocation by Mayor Pro Tem Zane Hedgecock, Councilman Lynn Reece led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a motion to approve the agenda as presented. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  May 8, 2018 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on a motion by Councilman Mark Swaim, seconded by Councilwoman Cindy Johnson. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING No Speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Councilman Mark Swaim and the finance committee presented the draft 2018-2019 budget message and budget just before the public hearing. Public Hearing – 2018-2019 Proposed Town Budget. Councilman Steve Yokeley moved to open the public hearing at 7:04 P.M. Councilman Lynn Reece seconded and passed unanimously, the public hearing was opened. There were no speakers. At 7:05 P.M. Councilman Steve Yokeley moved to close the public hearing, Councilman Lynn Reece seconded and the motion carried unanimously and closed the public hearing. 2. Ordinance #18-001 for 2018-2019 Budget Ordinance – Councilman Steve Yokeley moved to approve the ordinance, Councilwoman Cindy Johnson seconded and the motion passed unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED)  1. Finance Update - Mark Swaim A brief update on the finances of the Town for May: CASH $ 2,296,499.29 CAPITAL FUND-First National $ 649,300.27 MONEY MARKET-Capital Bank $ 249,071.61 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,341,812.91 2. Wall Home Update – Councilman Steve Yokeley presented a quote for the Wall Home interior and exterior home painting. At this time the council consensus is to only paint the exterior until any interior repairs that may be needed are completed. Councilman Yokeley read the proposal and agreement from J & H Painting, the exterior cost is $14,500.00. Councilman Yokeley moved to approve the exterior painting proposal for $14,500.0 with J & H Painting. Mayor Pro Tem Hedgecock seconded. The motion passed unanimously. 3. Town Hall Park Construction - Councilman Steve Yokeley updated the council on the town park. He reviewed the proposed rules and regulations. Phase #1 is ready to open once the signs are in place. Currently there are several details getting finished up before opening to the public. He advised the council that Don Dix has been helping out with the park, and he will be hired on a part- time, hourly basis to accomplish general maintenance (empty trash cans, hosing off/blowing picnic shelter area, etc.) The personnel committee will work through the details and job description of his employment. 4. Revitalization Grant – Councilwoman Cindy Johnson reported that there will be a Special Meeting on Friday, June 15, 2018 at 10:00A.M. in the council chambers. Christy Turner with Stimmel will be here to present the base maps that she has prepared with possible options and ideas for revitalizations to the town and/or the Wall Home property. 5. MPO – High Point – Lynn Reece - Councilman Reece attended the MPO meeting held on May 22, 2018– among the items that were discussed a few were the train station in Lexington, voting on Hwy 109 improvements, and bridge replacements. There was no information directly involving the Town of Wallburg. 6. MPO - Winston-Salem - Mayor Allen Todd – Mayor Todd attended the meeting on May 17, 2018. He read over the action agenda items that were on the agenda including prioritization projects, nothing directly regarding the Town of Wallburg was discussed. OTHER INFORMATION: At 7:35 P.M.
