Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. July 10, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece, Mark Swaim Steve Yokeley and Councilwoman Cindy Johnson. The town’s attorney, Jay Wagner, was absent. The town clerk, Donna Alwine was in attendance. After an invocation by Councilman Mark Swaim, Councilman Steve Yokeley led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tem Zane Hedgecock made a motion to approve the agenda as presented. Councilman Mark Swaim seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  June 12, 2018 Regular Meeting Minutes  June 15, 2018 Special Meeting Minutes MINUTES for the above regular meeting were unanimously approved on a motion by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson. MINUTES for the above special meeting were unanimously approved on a motion by Mayor Pro Tem Zane Hedgecock, seconded by Councilwoman Cindy Johnson. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING Christina Lawson, 5197 Wallburg Road, Winston Salem, 27107 ask the council for their consideration to look into changing the zoning ordinance regarding square footage size of residential lots. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Christy Turner with Stimmel & Associates presented a power point presentation of her findings, being ideas and suggestions that may enhance and beautify and enhance areas in the town limits. 2. Ordinance #18-002 to amend the 2017-2018 budget. Budget adjustments to close out the fiscal year. Councilman Mark Swaim moved to approve Ordinance #18-002, Councilman Lynn Reece seconded. The motion passed unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update - Mark Swaim A brief update on the finances of the Town for June: CASH $ 2,347,447.17 CAPITAL FUND-First National $ 649,584.01 MONEY MARKET-Capital Bank $ 249,114.60 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,393,087.52 2. Wall Home Update – Councilman Steve Yokeley updated the council that the exterior painting will begin any time. Within the next two to three weeks the electricity will be moved to underground utilities by the City of Lexington. The electrician has updated the circuit boxes of the home. 3. Town Hall Park Construction - Councilman Steve Yokeley advised that the permits for Phase #2 of the park are being pulled and construction will begin immediately. Don Dix has been hired as the park superintendent as a part-time employee of the town. 4. Revitalization Grant – After hearing the information gathered by Stimmel & Associates. An informational meeting will be planned for the community to come and view the information and give input. The first meeting will be held at the town hall and the plans to have the second meeting at the Wall Home. By a consensus of the council, Mayor Pro Tem Hedgecock will contact the engineer to check the structure and flooring of the home to ensure that it meets code and safety requirements. 5. MPO – High Point – Lynn Reece - Councilman Reece attended the MPO meeting held on June 26, 2018 at the High Point Museum. Using points to vote were discussed. Nothing directly regarding the Town of Wallburg was mentioned. 6. MPO - Winston-Salem - Mayor Allen Todd – Mayor Todd reported that there was no June meeting. The next meeting is scheduled for July 19, 2018. OTHER INFORMATION: Mayor Todd advised that there was no July Mayor/Manager breakfast. Mayor Todd attended an event yesterday, July 9, 2018 at Haeco for the signing of the Airbus contract. At 7:47 P.M.
