Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. August 14, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece, Steve Yokeley and Councilwoman Cindy Johnson. Councilman Mark Swaim was absent. The town’s attorney, Jay Wagner, was present along with the town clerk, Donna Alwine. After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tem Zane Hedgecock made a motion to approve the agenda with the correction of the date being August 14, 2018 rather than July 10, 2018. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  July 10, 2018 Regular Meeting Minutes MINUTES for the above regular meeting were unanimously approved on a motion by Councilman Lynn Reece, seconded by Mayor Pro Tem Zane Hedgecock. The motion passed unanimously. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING Shelby Chase, running for District Court Judge open seat #6 introduced herself to the council. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Principal Jim Sparks - absent 2. Resolution 18-011 proposal for structural engineer services with CB2 Structural Engineers. This will provide structural evaluation for use of the Wall home. The engineer along with the town’s recommended contractor will inspect the Wall home to ensure safety for any type of use. Mayor Pro Tem Hedgecock and Councilwoman Cindy Johnson met with Bo Bowman and recommend the proposed contract to evaluate the wall home structurally in order to moved forward for any future plans. Mayor Pro Tem Hedgecock moved to accept Resolution 18-011 for CB2 Structural Engineers along with a contractor to evaluate the Wall home. Councilman Mark Swaim seconded. The motion passed unanimously. 3. In the past Davidson County changed their square footage requirements for residential to 20,000 square feet rather than 40,000 square feet. In efforts to mirror the county, as our planning and zoning services are contracted through Davidson County Planning. Councilman Steve Yokeley made a motion to have the planning board look into possibly changing the town’s  current zoning ordinance to mirror the county’s. Councilman Lynn Reece seconded, the motion carried unanimously. Mayor Pro Tem Hedgecock brought forth an amended motion to iniate the planning board to look into the possibility of a proposed zoning square footage change mirroring the county for residential from 40,000 to 20,000 square feet. Councilman Lynn Reece seconded, the amended motion carried unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – Mayor Todd A brief update on the finances of the Town for July: CASH $ 2,303,350.90 CAPITAL FUND-First National $ 649,897.23 MONEY MARKET-Capital Bank $ 249,114.60 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,349,304.47 2. Wall Home Update – Councilman Steve Yokeley updated the council that the exterior painting will begin tomorrow. There was trouble today with an outside spigot but has been repaired. 3. Town Hall Park Construction -After the discovery of the speed limit on Franklin Drive, Councilman Steve Yokeley motioned to petition the DOT to lower the speed limit on Franklin Drive from 55 MPH to 35 MPH. Councilwoman Cindy Johnson seconded. The motion carried unanimously. Brad Coe will reach out to the DOT to petition the change and the town’s attorney will draft the resolution for the change. Councilman Yokeley advised that the construction of the gazebo for the park was not in the original contract for approval. The gazebo will mirror the ascetics of the shelters and town hall, cost to be no more than $34,000.00. Councilman Yokeley moved to create a change order to include the gazebo construction not to exceed the cost of $34,000.00. Mayor Pro Tem seconded and the motion passed unanimously. 4. Revitalization Grant – After the structural evaluation is complete, along with any necessary repairs an open house will be planned for the Wall home tentatively toward the end of September. 5. MPO – High Point – Lynn Reece - There was no meeting to report 6. MPO - Winston-Salem - Mayor Allen Todd – Mayor Todd attended the MPO meeting held on July 19, 2018. He read over the action items. Nothing directly involving the Town of Wallburg was discussed. OTHER INFORMATION: Mayor Todd attended the Mayor/Manager breakfast yesterday, Monday, August 13, 2018 hosted by Denton. At 7:36P.M.
