Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. September 11, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece, Steve Yokeley, Mark Swaim, and Councilwoman Cindy Johnson. The town’s attorney, Jay Wagner, was present along with the town clerk, Donna Alwine. After an invocation by Don Dix, Councilman Mark Swaim led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tem Zane Hedgecock made a motion to approve the agenda as presented. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  August 14, 2018 Regular Meeting Minutes MINUTES for the above regular meeting were unanimously approved on a motion by Councilman Lynn Reece, seconded by both Councilman Mark Swaim and Councilman Steve Yokeley. The motion passed unanimously. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING Carlos Jane, 406 Willow Ridge Lane, Winston Salem, NC 27127 is running again in this year’s election as a judicial candidate and looks forward to serving again. Roy McDonald, Lexington, NC introduced himself to the council giving them history of his past years served in the military and career information. He attended Wake Forest Law School. Information on his judicial campaign can be found at, voteroymcdonald.com April Crowson, 27 Grimes Circle, Lexington, NC 27292 in a candidate for District Court Judge. She is a conservative, Christian and her campaign information can be found at crowsonforjudge.com Ashley Hicks Carroll, 9817 US Hwy 64E, Thomasville, NC 27360 is running for the Davidson County Board of Education. She is a lifelong resident of Davidson County and is an independent contractor at NC Farm Bureau. She would appreciate your vote in the upcoming election. Principal Jim Sparks extended his appreciation and support to the town council. This school year at Wallburg Elementary they have added an additional 1st grade class. They do have a need for another cart with one to three additional iPads. Mr. Sparks would like the town’s DOT  representative to have the area near the school coming up Motsinger Road to have a pull over lane or turning lane near the ballfields to help accommodate pick up and drop off traffic at the school. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Councilman Mark Swaim presented a grant request from Oak Grove High School to help assist in building four dugouts for the baseball and softball fields. Stan Smith, Oak Grove High School Athletic Director, gave details to the council regarding their current funds and the construction information. They are requesting $5,000.00 from the town for this project. Councilman Swaim moved to approve this grant application for $5,000.00 out of the budgeted funds for community grants to Oak Grove High School. Councilwoman Cindy Johnson seconded. The motion passed unanimously. 2. Don Dix, planning board member reported back to the council on the meeting that was held August 23, 2018 for research and consideration regarding residential lot square footage. After discussion and research, the planning board recommends to the council to not make any changes regarding the town’s current ordinance for residential square footage. 3. Bo Bowman presented information to the town council from his meeting with the contractor and the county inspection office for the Wall Home. Mr. Bowman gave detailed information regarding load size and capacity for the Wall home. He explained what was necessary to bring the home up to current inspection codes. At this time 12 people max. can enter at one given time. He recommended stiffening up a few areas and meeting with the fire Marshall. The committee will take the information presented in consideration and discuss the next step. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – Mark Swaim A brief update on the finances of the Town for August: CASH $ 2,399,162.06 CAPITAL FUND-First National $ 650,200.81 MONEY MARKET-Capital Bank $ 249,114.60 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,445,419.21 2. Wall Home Update – The committee will meet to discuss the information received by the structural engineer. Councilman Steve Yokeley advised that the exterior painting is underway. 3. Town Hall Park Construction -Councilman Yokeley updated the council on the progress of phase #2 of the park. The parking lot is complete along with grading. There are currently several concerns that are being worked through regarding parking requirements. After discussion with the town’s attorney, Councilman Yokeley moved to initiate a zoning text amendment regarding joint parking facilities and parking requirements for the town hall park. Mayor Pro Tem seconded, the motion carried with unanimous votes. The planning board will schedule a special meeting for this consideration. Councilman Yokeley advised that our project manager and construction company for the park is working closely with the county for the best remedy. 4. Revitalization Grant – Bo Bowman, CB2 Structural Engineers presented earlier in meeting.  5. MPO – High Point – Lynn Reece - Councilman Reece attended the meeting held on August 28, 2018, there was nothing discussed directly relating to the Town of Wallburg. 6. MPO - Winston-Salem - Mayor Allen Todd – No report due to no meeting. OTHER INFORMATON: At 7:52 P.M. Councilman Steve Yokeley moved to adjourn the meeting, seconded by Mayor Pro Tem Zane Hedgecock.
