Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. October 9, 2018 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Lynn Reece, Mark Swaim, and Councilwoman Cindy Johnson. Councilman Steve Yokeley was absent. The town’s attorney, Jay Wagner, was present along with the town clerk, Donna Alwine. After an invocation by Councilman Mark Swaim, Councilman Lynn Reece led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda as presented. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  September 11, 2018 Regular Meeting Minutes MINUTES for the above regular meeting were unanimously approved on a motion by Councilman Lynn Reece, seconded by Councilwoman Cindy Johnson. The motion passed unanimously. PUBLIC SESSION  PLEASE SIGN UP WITH TOWN CLERK/Mayor – 3-MINUTE TIME LIMIT FOR SPEAKING Debbie Hill, 102 Warrior Way, Lexington, NC 27295 introduced herself to the council. She is running for a seat on the Davidson County Board of Education. She has had over 20 years’ experience as an educator. 16 years in the classroom, 7.5 years as an assistant principal and 3 years as a principal. She would appreciate consideration for her vote. Judge Mary Covington, introduced herself and mentioned that she is very involved in the community when she is not in a courtroom. She is very honored to have served for 16 years and would appreciate a vote to continue to serve. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Eddie Carrick, CPA presented the 2017-2018-year end completed audit report. He thanked the council for the opportunity to serve the town and he is always available to be reached with any questions or concerns. He advised that pages 3 – 9 are a good resource to see the year and for any questions. Page 25 is where the park project finances are located. He reiterated for the council to continue with their conservative financial approach. He wrapped up his presentation stating the town had a good year and appreciates the work of Don Jackson, the towns accountant.  REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – Mark Swaim A brief update on the finances of the Town for September: CASH $ 2,465,626.74 CAPITAL FUND-First National $ 650,475.14 MONEY MARKET-Capital Bank $ 249,114.60 TAXES RECEIVABLE $ 9,523.00 DUE FROM OTHER GOVTS. $ 137,418.74 TOTAL: $ 3,512,158.22 2. Wall Home Update – Councilman Mark Swaim spoke with the fire marshal. Mr. Bowman will reach out to the inspectors and fire marshal for a meeting regarding the code requirements necessary to move forward. 3. Town Hall Park Construction -Councilwoman Cindy Johnson gave a report in Councilman Yokeley absence updating the council on the progress of phase #2 of the park. They have been able to work out some construction issues and will begin on the park again as soon as possible. 4. Revitalization Grant – Bo Bowman, CB2 Structural Engineers presented earlier in meeting. 5. MPO – High Point – Lynn Reece - Councilman Reece was absent at the September 25, 2018 meeting. Jay Wagner gave the report. He advised standard meeting with updates on projects and streets. There was nothing discussed directly relating to the Town of Wallburg. 6. MPO - Winston-Salem - Mayor Allen Todd – No report due to no meeting. Plans to attend the next meeting. OTHER INFORMATON: Mayor Todd read a thank you note from Oak Grove High School for the funds they received from the community grants budget. He mentioned the state fair opens in 10 days. Mayor Pro Tem gave a report on the hurricane storm damage. The assessed crop damage is $1.1 Billion. There was 26” of water covering crops in places and those crops that have been under water cannot be used for human consumption. One million hot meals have been distributed and faith-based organizations still need volunteers to help with clean up. Due to the farmers being devastated, FEMA is matching funds in order to give them assistance due to their crop losses. At 7:28 P.M.
