PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Council Members,
Mark Swaim, Lynn Reece, and Cindy Johnson. Councilman Steve Yokeley and Mayor Pro Tempore
Zane Hedgecock were both absent. The Town Attorney, Jay Wagner was present along with the Town
Clerk, Donna Alwine.
After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of
allegiance to the American flag.
MOTION FOR APPROVAL OF AGENDA
Councilwoman Cindy Johnson made a motion to approve the agenda. Councilman Lynn Reece seconded,
and the motion passed unanimously (3-0).
MOTION FOR APPROVAL OF DRAFT MINUTES
August 08, 2023 - Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilman Mark Swaim,
seconded by Councilwoman Cindy Johnson and the motion passed unanimously. (3-0).
Public Session – No Public Session
New Business
1. Resolution #23-008, Agreement/Contract with the DOT for road project. Councilman Mark
Swaim moved to approve the resolution; Councilwoman Cindy Johnson seconded. The motion
carried with a (3-0) unanimous vote.

2. Wall Home Update – Councilwoman Cindy Johnson advised that the home is receiving return
guest and groups of folks for tours. Quilts and cookbooks have been donated to the home.
Donna Smith is continuing to work on the doll house in the Wall Home.
3. Town Hall Park Construction – Don Dix handed out information on shade coverings for
playground areas.
4. MPO – High Point – Councilman Lynn Reece not able to attend.
5. MPO – Winston Salem – Councilman Mark Swaim advised there was no meeting held.
6. NC DOT Hwy 109 Project – The town clerk will reach out to see the status of the contract for
the town to execute.

At 7:31 P.M. Councilman Lynn Reece moved to adjourn, seconded by Councilwoman Cindy Johnson
seconded, approved unanimously (3-0).
