PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Mark Swaim, Cindy Johnson, Clyde Lynn Reece and
Steve Yokeley. The Town Attorney, Jay Wagner was present. The Town Clerk, Donna Alwine, was
absent.
After an invocation by Councilman Steve Yokeley, Councilman Mark Swaim led the pledge of allegiance
to the American flag.
MOTION FOR APPROVAL OF AGENDA
Councilman Mark Swaim made a motion to approve the agenda as presented, Councilwoman Cindy
Johnson seconded, and the motion passed unanimously (5-0).
SEPTEMBER 2023 DRAFT MINUTES
This item was not brought up for consideration.
PUBLIC SESSION
There were no speakers during the public comment period.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Resolution 23-009. Consideration of Estoppel Certificate regarding HAECO Cabin
Solutions, LLC. Following a discussion regarding the Estoppel Certificate, motion was made
for approval by Councilman Steve Yokeley, and seconded by Councilman Mark Swaim. Motion
was approved by a unanimous vote of 5-0.

Mark Swaim gave a brief update on the finances of the Town:

MONEY MARKET-First National $ 1,937,407.07
COVID Fund Account $ 733,073.25

4. MPO – High Point – No update.
5. MPO – Winston Salem – Councilman Mark Swaim attended the meeting, but there were no
items pertaining to Wallburg.
6. Hwy 109 DOT Project – No update.
OTHER INFORMATION:
A discussion about the new Davidson County EDC occurred.
Council discussed the pending State Fair.
Councilwoman Cindy Johnson made a short presentation about the Town Christmas Tree.
ADJOURNMENT
Councilman Steve Yokeley moved to adjourn, seconded by Councilman Lynn Reece, and was approved
unanimously (5-0).
