Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. November 14, 2023 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Cindy Johnson, Clyde Lynn Reece and Steve Yokeley. Councilman Mark Swaim was absent. The Town Attorney, Jay Wagner was present along with the town clerk, Donna Alwine. After an invocation by Don Dix, Councilman Lynn Reece led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda with an addition #2 to discuss log home building donated to the town. Councilwoman Cindy Johnson seconded, and the motion passed unanimously (4-0). MOTION FOR APPROVAL OF DRAFT MINUTES  September 12, 2023 – Regular Council Meeting Minutes  October 10, 2023 – Regular Council Meeting Minutes PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. High Point MPO Memorandum of Understanding was presented to the council. Approval of the execution of the memorandum of understanding by the mayor was unanimous by a motion by Councilman Steve Yokeley, seconded by Councilman Lynn Reece. (4-0) vote 2. Previously Mayor Pro Tempore Hedgecock and Tony Fowler looked at an antique log cabin approximately 16 x 16 that would be a nice historical piece to have placed on the town’ s property at some point. It is a vintage piece from the early 1900’s. A consensus from the council was given to take the cabin and pay Tony Fowler $4,500.00 to disassemble, clean, pack and store until ready to build back. Mayor Pro Tempore Hedgecock moved to pay Mr. Fowler $4,500.00 for this project cost, Councilwoman Cindy Johnson seconded. The motion carried, (4- 0) REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1 1. Finance Update – October 31, 2023 Andy Brinkley gave a brief update on the finances of the Town: CASH – Checking First National $ 2,106,097.68 CAPITAL FUND-First National $ 816,804.80 MONEY MARKET-Capital Bank $ 248,741.07 MONEY MARKET-First National $ 1,941,483.59 COVID Fund Account $ 733,491.00 Wall Home Checking $ 578.51 Town Park Checking $ 3,841.93 Cash on Hand $ 211.00 TAXES RECEIVABLE $ 7,879.00 DUE FROM OTHER GOVTS. $ 199,355.00 Prepaid Expenses $ 49,011.00 TOTAL: $ 6,107,494.58 2. Wall Home Update – Councilwoman Cindy Johnson advised that several groups have attended the home for tours and is business as normal. 3. Town Hall Park – Councilman Steve Yokeley advised that Davidson County Health Department approved the perk test for the Hwy 109 property. Tony Fowler and the architect are working together on parking and positioning for the pickleball courts. 4. MPO – High Point – No update. 5. MPO – Winston Salem – Councilman Mark Swaim advised there were no items pertaining to Wallburg. 6. Hwy 109 DOT Project – At this point there are signs of surveying happening in the town where the road project would be a happening. OTHER INFORMATION: ADJOURNMENT At 7:34 P.M.
