MINUTES
PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Cindy Johnson, Clyde Lynn Reece, Steve Yokeley and
Mark Swaim. The Town Attorney, Jay Wagner was present along with the town clerk, Donna Alwine.
After an invocation by Councilman Mark Swaim, Councilman Steve Yokeley led the pledge of allegiance
to the American flag.
MOTION FOR APPROVAL OF AGENDA
Councilman Mark Swaim made a motion to approve the agenda by moving agenda item #6,2, and 3 to
the bottom of the agenda. Councilman Steve Yokeley seconded, and the motion passed unanimously (5-
0) vote.
MOTION FOR APPROVAL OF DRAFT MINUTES
November 14, 2023 – Regular Council Meeting Minutes
PUBLIC SESSION
There were no speakers during the public comment period.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Eddie Carrick, CPA presented the 2022-2023 completed audit for the Town of Wallburg. The
town received a clean opinion and had a very good year. He expressed his appreciation for
allowing him to serve the town and his door is always open for any questions or concerns.
2. Resolution #23-015 to accept the resignation of Darren Fowler from the Wallburg Planning
Board. Councilman Steve Yokeley moved to accept the resolution. Councilwoman Cindy
Johnson seconded. The motion carried unanimously (5-0) vote.
3. Resolution #23-016 To Appoint Mike Motsinger to the Wallburg Planning Board. Councilman
Mark Swaim moved to accept the resolution. Councilwoman Cindy Johnson seconded. The
motion unanimously (5-0) vote.
4. Mayor Allen Todd presented a Proclamation to Councilman Mark Swaim in thankfulness and
appreciation of his many years of service to the Town of Wallburg.
5. Resolution #23-013 to establish 2024 regular council meeting dates. Mayor Pro Tempore Zane
Hedgecock moved to accept Resolution to set the 2024 meeting dates. Councilwoman Cindy
Johnson seconded. The motion carried unanimously (5-0) vote.
6. Resolution #23-014 to appoint Zane Hedgecock as Mayor Pro Tempore. Councilman Steve
Yokeley moved to accept the Resolution. The motion was seconded by Councilman Darren
Fowler. It carried unanimously with a (5-0) vote.
7. Senator Jarvis administered oaths to the newly elected officials, Cindy Johnson, Lynn Reece and
Darren Fowler.

Mark Swaim gave a brief update on the finances of the Town:

MONEY MARKET-First National $ 1,945,313.37
COVID Fund Account $ 733,882.87

TAXES RECEIVABLE $ 8,149.00

2. Wall Home Update – Councilwoman Cindy Johnson advised that the Wall Home is beautifully
decorated for Christmas.
3. Town Hall Park – Councilman Steve Yokeley advised no new update – research continues.
4. MPO – High Point – Did not meet.
5. MPO – Winston Salem – No current update – no meeting in December
6. Hwy 109 DOT Project – engineering stage underway at the present time.
OTHER INFORMATION:
Mayor Todd wishes everyone a Merry Christmas and a thank you to Senator Jarvis being here to
administer the oaths to our new elected officials. There will be a small reception after tonight’s meeting.

At 7:33P.M. Councilman Steve Yokeley moved to adjourn, seconded by Councilwoman Cindy Johnson
and was approved unanimously (5-0) vote.
