COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 REVISED CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC HEARING on Bill 24-77, District of Columbia Public Schools Technology Equity Act of 2021 Bill 24-432, School Financial Transparency Amendment Act of 2021 on Friday, November 5, 2021 at 12:00 pm Live via Zoom Video Conference Broadcast Chairman’s Website (www.ChairmanMendelson.com/live) DC Council Website (www.dccouncil.us) Council Channel 13 (Cable Television Providers) Office of Cable Television Website (entertainment.dc.gov) Council Chairman Phil Mendelson announces a public hearing of the Committee of the Whole on Bill 24-77, “District of Columbia Public Schools Technology Equity Act of 2021” and Bill 24-432, “School Financial Transparency Amendment Act of 2021.” The hearing will be held on Friday, November 5, 2021 at 12:00 p.m. Noon. via Zoom Video Conference Broadcast. This notice is being revised to add Bill 24-432. The stated purpose of Bill 24-77 is to require the development of a comprehensive, multi-year technology plan for the District of Columbia Public Schools to support quality, equitable education that ensures one-to-one student and teacher device ratios, practical digital literacy training, robust remote and in-person school IT support and maintenance, improved technology infrastructure, and sufficient internet access for all to support learning in schools and at home. The stated purpose of Bill 24-432 is to change several of the internal reporting deadlines called for in the “School Financial Transparency Amendment Act of 2020,” as well as to clarify when and to whom each public charter school local education agency must submit the relevant budget information. The purpose of this hearing is to hear testimony from DCPS and the public on DCPS’s current plan to ensure, robust, and equitable technology for students and teachers and also to hear testimony from education officials and the public on financial standards for comparing schools. Those who wish to testify must register at http://www.ChairmanMendelson.com/testify by 5:00 p.m. on November 3, 2021. Testimony is limited to three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled.
