Call To Order And Roll Call A 7/9/2024 - Minutes Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council R was called to order in the Council Chambers of City Hall at 6:30pm on Tuesday, July 9, 2024, by Mayor Michael Walters. Councilmembers present: Michael Walters, Adam Pawelk, Kay Thul and Fred McGuire Councilmember(s) absent: Dan Schuette. D City Staff present: City Administrator Jake Foster, City Engineer Philip Schrupp, City Planner Mark Kaltsas and Administrative Services Director Michael Sommerfeld and Public Services Superintendent Mike Dressel. 2. Adopt Agenda COUNCILMEMBER ADAM PAWELK MOVED TO ADOPT THE AGENDA AS PRESENTED. COUNCILMEMBER FRED MCGUIRE SECONDED. MOTION CARRIED 4-0 3. Consent Agenda Discussion And Approval COUNCILMEMBER MCGUIRE MOVED TO APPROVE THE CONSENT AGENDA AS PRESENTED. COUNCILMEMBER KAY THUL SECONDED. Open Forum 5. New/Old Business 5.A. 5A- Use Of Streets And Special Event Permit F City Administrator Jake Foster presented the consideration of use of streets and special event permit for the Luce Line Lodge Bean Bag Toss event. This is the first year they are having this event, and looking to do just a little bit more. A COUNCILMEMBER WALTERS MOVED TO APPROVE THE USE OF STREETS AND SPECIAL EVENT PERMIT FOR THE LUCE LINE LODGE. COUNCILMEMBER ADAM PAWELK SECONDED. MOTION CARRIED 4-0 R 5.B. 5B - Cove At River Ridge Final Plat City Planner Mark Kaltsas gave a presentation on the Cove at River Ridge Final Plat. This item is coming before you after being considered by the Planning Commission. There are two action items on the agenda tonight for this request. One, to consider an amendment to the City's Zoning Ordinance to adopt a new provision, which would be plan unit development River Ridge, and the final plat request, D which is also being asked of the City Council for the Cove at River Ridge first addition. The Council thanked Mark for his presentation and detailed explanation on the plans. COUNCILMEMBER MCGUIRE MOVED TO ADOPT ORDINANCE NO. 422 AMENDING THE ZONING CODE TO ESTABISH A NEW ZONING DISTRICT - PLANNED UNIT DEVELOPMENT - RIVER RIDGE (PUD-RR), AND TO ADOPT RESOLUTION 2024-36 APPROVING THE FINAL PLAT AT THE COVE AT RIVER RIDGE 1ST ADDITION. COUNCILMEMBER THUL SECONDED. MOTION CARRIED 4-0 5.C. 5C - Sanitary Sewer Extension And Water Tower Projects City Engineer Philip Schrupp made a presentation to seek approval of plans and specs and authorize the bidding of the water tower and sanitary sewer extension. COUNCILMEMBER PAWELK MOVED TO ADOPT RESOLUTION 2024-32 APPROVING THE SANITARY SEWER EXTENSION PROJECT PLANS AND SPECIFICATIONS AND AUTHORIZING BIDDING, AND TO ADOPT RESOLUTION 2024-33 APPROVING THE 750,000 GALLON WATER TOWER PROJECT PLANS AND SPECIFICATIONS AND AUTHORIZING BIDDING. COUNCILMEMBER MCGUIRE SECONDED. MOTION CARRIED 4-0 5.D. 5D - Lewis Avenue Utility Adjustments City Engineer Schupp presented on the Lewis Avenue Utility Adjustments, looking for approval of plans COUNCILMEMBER MCGUIRE SECONDED. MOTION CARRIED 4-0 5.D. 5D - Lewis Avenue Utility Adjustments City Engineer Schupp presented on the Lewis Avenue Utility Adjustments, looking for approval of plans and specs and the solicitation of bids for the Lewis Avenue utility adjustments. It is the City's practice to complete utility adjustments in preparation for the following year's mill and overlay project. COUNCILMEMBER THUL MOVED TO APPROVE THE LEWIS AVENUE UTIITY ADJUSTMENTS. COUNCILMEMBER MCGUIRE SECONDED. MOTION CARRIED 4-0 T 5.E. 5E - Spring Mill Concept City Planner Mark Kaltsas presented discussion and direction on updated sketch plan for the Spring Mill multi-family housing project, and potential "land-swap." F After being considered at the Planning Commission, this request for sketch plan review, which is a process that the City has where a developer can approach the City with a proposal for new development, provide some level of detail and planning, and get general feedback and correspondence discussion from Planning Commission and Council. A 5.F. 5F - John Deere Tractor Public Services Superintendent Mike Dressel appeared before Council looking for authorization to purchase a John Deere tractor snowblower, flail mower and metal pless plow. On May 14th Council approved authorization for staff to solicit quotes for a new 4075R John Deere tractor and snowblower. R Staff also solicitated quotes from Midwest Machinery using state equipment purchasing contract for John Deere 4075R tractor, snowblower, flail mower and metal pless plow. COUNCILMEMBER MCGUIRE MOVED TO ADOPT RESOLUTION #2024-31 APPROVING THE PURCHASE OF A 4075R JOHN DEERE TRACTOR, SNOW BLOWER, FLAIL MOWER, AND METAL PLESS PLOW FROM MIDWEST MACHINARY CO. D COUNCILMEMBER WALTERS SECONDED. MOTION CARRIED 4-0 6. Other Reports 7. Claims 7.A. 7A - CLAIMS COUNCILMEMBER PAWELK MOVED TO APPROVE THE CLAIMS ROSTER AS PRESENTED. COUNCILMEMBER MCGUIRE SECONDED.
