RFA - Resolution 2025-24 Sanitary Sewer Project Change Order No. 2 City Engineer Philip Schrupp is requesting to extend the final completion of the sanitary sewer extension project and authorize a change order. On September 3, 2024, city council awarded the sanitary sewer extension project to R.L. Larason. Concurrently a separate contract was awarded for the construction of the 750,000 gallon water tower. Both projects required some property acquisition from two landowners to accommodate both the sanitary sewer extension and the water tower construction. Due to a delay of approximately two months, the water towner will be pushed back. The water tower contractor anticipates that most delivers will occur mid-September to Oct 17th with no additional costs incurred. COUNCILMEMBER WALTERS MOVED TO ADOPT RESOLUTION 2025-24 APPROVING THE CHANGE ORDER TO EXTEND FINAL COMPLETION OF THE SANITARY SEWER EXTENSION PROJECT. COUNCILMEMBER EVERSON SECONDED. MOTION CARRIED 5-0 5.D. 5.D. RFA - Adding Sump To 2025 Mill And Overlay Project  PROJECT. COUNCILMEMBER EVERSON SECONDED. MOTION CARRIED 5-0 5.D. 5.D. RFA - Adding Sump To 2025 Mill And Overlay Project Engineer Schrupp presented on the Carver County Water Management Organization stormwater treatment grant to authorize the addition of a sump and hole and saffle baffle to the 2025 Mill & Overlay project. The City of Watertown applied for and received a $25,000.00 grant to construct a sump manhole and saffle baffle to provide treatment of the city's storm sewer water prior to discharging into the Crow River. Staff requested a quote from Bituminous Roadway to remove the existing storm sewer manhole and replace it with a new sump manhole and saffle baffle. They provided a quote to complete the work in the amount of $36,244. The recommendation is based on the city's surface water bridge management plan initiatives to enhance the water quality and use the $25,000 grant from the CCWMO T to add a new sump manhole and saffle baffle to the 2025 Mill & Overlay project. MOTION CARRIED 4-1 (Councilmember Walters - Nay) 5.E. 5.E. RFA - Award Pocket Park Lighting Project A Engineer Schrupp also presented on the Pocket Park lighting project. On April 8, 2025, city council awarded the 2025 mill & overly project to Bituminous Roadways as part of the project lighting upgrades. The lighting improvements included the removal of five or more trees, one 18-foot-tall light with an acorn style light, and four 30-foot-tall light poles with cobra head style lights. The lighting in Pocket Park has currently med its design life and is in need of replacement. Watertown currently contracts with Xcel Energy on the ownership and maintenance of other lighting within Waterton. Xcel Engery has R submitted two options for a lighting payment. One would be to pre-pay for the lighting, an upfront cost of $33,514.05, and then a currently monthly rate of $5.59 per light for a contract period of 25 years; or a standard service upfront cost of $5,161.43 and then a current monthly rate of $23.91 per light for an ongoing contract period as long as the city wants the lights. Staff discussed the removal of the trees in Pocket Park with Public Works and Public Works stated they could remove the trees as part of this. Other Reports Dan Tolsma reported that the deadline for Utility Operator 1 position closed last Thursday and we have five applicants. We will be reviewing those this week and scheduling interviews. Tolsma also reported that there was a Rails to Trails kick-off meeting last week and staff has received what responsibilities everyone has. Dan also noted that Corporal Buckentin mentioned the return of a bike rodeo, and there will be a car show. Corporal Hendricks will be talking with local businesses to see if he can get a couple of bikes donated and is interested if the city wanted to look at having bike helmets we could provide. Councilmember McGuire reported on the Commission on Aging that a new member will be starting. Councilmember Everson reported that she attended the Watertown Chamber of Commerce meeting last Wednesday. Allison Streich from the Carver County CDA was the guest speaker. 7.
