WAUKEE CITY COUNCIL MINUTES WORK SESSION MEETING January 26, 2026 A. Call to Order – The work session meeting of the Waukee City Council was called to order by Mayor Clarke at 5:41 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom. B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members Kala Anderson, Chris Crone, Rob Grove, Lori Lyon, Anna Bergman Pierce. Absent: None. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Retiring Finance Director Linda Burkhart, Finance Director Rachel Downing, Director of Economic Development Jennifer Brown, Community Development Director Andy Kass, Parks & Recreation Director Matt Jermier, Public Works Director/City Engineer Rudy Koester, Technology Services Director Son Le, Library Director Kristine Larson, Human Resources Director Michelle Lindsay, Director of Marketing & Communications Heather Behrens, Fire Chief Clint Robinson, Police Chief Chad McCluskey, City Clerk Rebecca D. Schuett. C. Agenda Approval – Council Member Crone moved to approve the agenda; seconded by Council Member Pierce. Results of vote: Ayes: Anderson, Crone, Grove, Lyon, Pierce. Nays: None. Motion carried 5 – 0. D. Work Session: 1) Proposed FY2027 Budget: Enterprise, General – City Administrator Deets reviewed the budget approval schedule and council directives. City Administrator Deets, Retiring Finance Director Burkhart, Finance Director Downing and department directors presented historical property tax rates and rollback percentages, as well as tax levy comparisons. City staff then reviewed proposed FY2027 general fund revenue sources, program expenditures, staffing change recommendations, general fund expenditures, contractual services and capital equipment. The proposed budget includes maintaining the $12.80/$1,000 tax levy rate. Matt Stoffel (participating electronically) and Carrie Swartz with PFM Financial Advisors, LLC, reviewed utility fund analyses, recommending increases in water, wastewater, storm water and solid waste rates. E. Council Liaison Reports F. Comments Council Member Grove moved to adjourn; seconded by Council Member Pierce. Ayes: All. Nays: None. Motion carried 5 – 0.
