VILLAGE OF WAUNAKEE BOARD OF REVIEW MEETING 500 West Main Street August 2, 2023 9:00 AM Meeting Minutes CALL TO ORDER The August 2, 2023 Village of Waunakee Board of Review was called to order by Village Clerk Karla Endres at 9:02 a.m. ROLL CALL Present: Kaleb Gottwald, Kevin Phelps, Thomas Wilson, David Kennedy, Karla Endres, Stephen Miller (arrived at 9:10 a.m.) Absent: Matthew Long Also Present: Dean Peters, Justin Wiersma and Lynn Richardson CONFIRMATION OF BOARD OF REVIEW AND OPEN MEETING COMPLIANCE Clerk Karla Endres confirmed that the assessment roll was delivered and open for public inspection on July 10, 2023 which allows for the 30 day notice for the board of review meeting on August 8, 2023. Notice of Board of Review and Open Book were published in the Waunakee Tribune. Notice of Board of Review was published on May 13 and May 19, 2023 and notice of Open Book was published on May 6, 2023. All notices were posted in all three official posting locations. MINUTES 1 Approval of Minutes from Prior Meeting(s) Motion by Kevin Phelps, second by Kaleb Gottwald to approve minutes from June 7, 2022 and May 31, 2023 as presented. Motion Passed: For: 5, Against: 0, BUSINESS ITEMS 1 Selection of Chairperson and Vice-Chairperson for Board of Review Motion by David Kennedy, second by Kevin Phelps, to appoint Tom Wilson as Chair. Motion Passed. For: 5, Against: 0. Motion by Kevin Phelps, second by Kaleb Gottwald, to appoint David Kennedy as Vice-Chair. Motion Passed: For: 5, Against: 0. 2 Verification of Mandatory Training Requirement Karla Endres Confirmed that Stephen Miller, Tom Wilson and Karla Endres attended the Board of Review training in April, 2023 and presented the affidavit of training for viewing. 3 Village Assessor's Summary of 2023 Market Update Revaluation Dean Peters, Village Assessor from Associated Appraisal introduced assessor, Justin Wiersma. Dean supplied his credentials and an overview of the year’s assessments. Dean stated that the Village of Waunakee 2023 Assessment Roll has been completed, the  assessor’s affidavit has been signed, and all the changes that were made during Open Book have been reflected in the assessment roll. The assessment roll includes all of the real estate as well as business personal property. 4 Receive Assessment Role and Sworn Statements The completed assessment roll and sworn statements were presented to the members of the Board of Review for examination, correction of any errors, and addition of omitted properties and elimination of double-assessed properties. 5 Verification with Assessor that Open Book changes are reflected in Assessment Roll Assessor Dean Peters confirmed that Open Book changes are reflected in the 2023 Assessment Roll. 6 Examination of Assessment Roll, Correction of Errors, Add Omitted Property, and Elimination of Double Assessed Property 7 Certify all corrections of error under Wisconsin Statutes Ch 70.43 Motion by David Kennedy, second by Stephen Miller to certify the correction of error for 805 Ronald Overlook as presented. Motion Passed: For: 6, Against: 0. 8 Consider and act on scheduling additional Board of Review date(s) Meeting will be adjourned until August 8, 2023 at 9:00 a.m. HEARINGS 1 Objection, Hearing and Deliberation for Paul Janus, 903 Sunset Bay Motion by Stephen Miller, second by Kevin Phelps to accept the assessor’s valuation of the property. Motion passes. 2 Objection, Hearing and Deliberation for Mario and Jill Reeve, 1709 Ashford Ln Motion by Stephen Miller, second by David Kennedy, to make an adjustment based on Dean Peter’s recommendation to the land value of $119,000, improvement value of $298,000, for a total property value of $417,000. Motion passes. 3 Objection, Hearing and Deliberation for Alison Ofstun, 1106 Woodbridge Trl Motion by Stephen Miller, second by Kevin Phelps to accept the values of $123,000 for land, and $418,300 for improvements for a total value of $541,300 based on the new evidence that was presented to the assessor regarding the condition of the exterior of the home. Motion passes. 4 Objection, Hearing and Deliberation for Tom Virnig, 805 Ronald Overlook Motion by Stephen Miller to accept the assessor’s total value of 692,100. No second. Motion failed. Motion by David Kennedy, second by Kaleb Gottwald to accept the adjusted total value of $655,000 based on new information presented to the board. Roll Call Vote. Motion passes. 5 Objection, Hearing and Deliberation for Curt Wipperfurth, 1134 Sausalito Drive Motion by Kaleb Gottwald , second by Kevin Phelps to uphold and confirm the assessor’s current property value of $220,200.
