Meeting Minutes
CALL TO ORDER
The September 19, 2025 Village of Waunakee Board of Review meeting was called to order by
Deputy Clerk, Lynn Richardson at 9:30 a.m.
ROLL CALL
Present: Kaleb Gottwald, Tom Wilson, John Aronica, Ron Plumer, and Karla Endres
Also Present: Justin Wiersma, and Dean Peters
CONFIRMATION OF BOARD OF REVIEW AND OPEN MEETING COMPLIANCE
Lynn Richardson confirmed that the assessment roll was delivered and open for public
inspection on August 28, 2025. Board Review and Open Book were published in the Waunakee
Tribune on July 18, 2025, and notice of the meeting was posted in all three official posting
locations.

1 Approve June 5, 2024 Board of Review Minutes
2 Approve May 27, 2025 Board of Review Minutes
Motion by Tom Wilson, second by Ron Plumer to approve minutes from the June 5,
2024 and May 27, 2025 meetings as presented. Motion Passed. For: 5, Against: 0
BUSINESS ITEMS
1 Selection of Chairperson and Vice-Chairperson for Board of Review
Motion by Ron Plumer, second by Kaleb Gottwald to appoint Tom Wilson as
Chairperson. Motion Passed. For: 5, Against: 0
Motion by Ron Plumer, second by John Aronica to appoint Kaleb Gottwald as Vice-
Chairperson. Motion Passed. For:5, Against: 0
2 Verification of Mandatory Training Requirement
Karla Endres confirmed that she attended the Board of Review training on April 22,
2025 and stated the affidavit of training on file was available for viewing.
3 Filing and Summary of Annual Assessment Report by Village Assessor
Dean Peters, Village Assessor from Associated Appraisal provided an overview of the
Interim Market Update process. He stated that assessments went up an average of
24% and they had more property owners contact them for Open Book than
anticipated. Dean took questions from the Board. John Aronica asked if other
municipalities in Dane County are on the same assessment schedule as the Village of
Waunakee. Dean and John discussed the relationship between Waunakee
Assessments and the rest of Dane County. John expressed concern about the impact a
proposed solar farm project could have on property values for residents in the
Savannah Village neighborhood in Waunakee.
4 Receive Assessment Roll and Sworn Statements
The Board of Review received the Assessment Roll and Sworn Statements from
Associated Appraisal.
5 Examination of Assessment Roll, Correction of Errors, Add Omitted Property,
and Elimination of Double Assessed Property
Dean explained that during an internal review of the assessment roll on September 18,
it was discovered that several properties were incorrectly listed on the roll with a land
value of $0. He provided a list of affected properties with the corrected values and
explained these property owners will be notified and given an opportunity to object.
Motion by Karla Endres, second by John Aronica send out corrected notices to
affected property owners, and schedule a follow-up Board of Review meeting at least
14 days after notices are sent. Motion Passed. For: 5, Against: 0.
6 Verification with Assessor that Open Book changes are reflected in Assessment
Roll
Dean Peters verified that Open Book changes were reflected in the Assessment Roll.
HEARINGS
1 Objection, Hearing, and Deliberation for Maria Patt, 1000 Wexford Drive
Motion by Ron Plumer, second by John Aronica to uphold the assessor’s valuation of
the property. Roll Call Vote. Kaleb Gottwald: yes, Thomas Wilson: yes, John
Aronica: yes, Ron Plumer: yes, Karla Endres: yes. Motion Passed. For: 5, Against: 0.
2 Consider/Act on Scheduling Additional Board of Review Date(s)
Discussed possible dates for the next Board of Review meeting. A tentative date of
October 15, 2025 at 9:00 a.m. was proposed.

3 Objection, Hearing, and Deliberation for Chris and Michelle Cook, 809 Walter
Run
Chris and Michelle Cook failed to appear for their objection hearing. Motion by Ron
Plumer, second by Karla Endres to find the Cooks in default and to approve the
assessment as presented by the assessors. Motion Passed. For: 5, Against: 0.
4 Village Clerk makes corrections to assessment role following deliberations,
prepares and mail notices of decisions
ADJOURN
Motion by Ron Plumer, second by John Aronica to adjourn at 11:32 a.m. until the next meeting
to be determined. Motion Passed. For: 5, Against: 0.
