VILLAGE OF WAUNAKEE Parks and Recreation Committee November 1, 2023 The meeting was called to order by Sam Kaufmann at 5:30 p.m. PRESENT: Sam Kaufmann, Robert McPherson, Phil Williams, Tim Luttrell, and Bob Khouri. ALSO PRESENT: Don Tierney, John Pomeranke STAFF PRESENT: Sue McDade – Community Services Director, Bill Frederick – Director of Public Works, Ryan Endres – Public Works/Parks Supervisor, Jeff Karls – Public Works/Parks Crew Leader, Jeff Skoug – Recreation Program Supervisor, Courtney Morehart – Recreation Program Coordinator. MINUTES A motion by Bob Khouri/Phil Willems to approve the minutes of the October 4, 2023, Park and Recreation Committee meeting was approved. REPORTS 1. Report on Tree Planting in 2023 and Plans for 2024. Jeff Karls reviewed for the committee details about the public trees planted in 2023. This included 38 balled & burlap trees planted throughout the parks, potted trees and shrubs planted in the conservancy and the bare root trees from the gravel bed that were moved to terrace locations throughout the Village and planted in parks. Initial plans for 2024 will provide for planting similar to 2023. 2. Report on Options for the Replacement of the Castle Creek Conservancy Bridges Bill Frederick reviewed the proposal from Custom Manufacturing for the replacement of the third bridge in Castle Creek Conservancy. He explained that the challenge will be to access the installation location without having to cross the first two bridges, as they will not support the machinery needed. The Committee suggested re-visiting the idea of installing a bridge connecting the conservancy to the neighborhood through the Wimbledon Way easement. 3. Report on First Full Year of Operation – Ripp Park Disc Golf Course Courtney Morehart provided a report on the very successful first year of the Ripp Park Disc Golf Course. She reported that residents are very pleased to have a quality course available to play at no cost. The players have been great partners, always taking good care of the course when they play. The most requested update is permanent tee-pads at each hole. Funding has been included in the Parks PAYGO project list to fund this improvement in 2024. Report on the Parks PAYGO Project List Sue McDade shared the updated Parks PAYGO list with the committee – current with expenses cleared through September 30, 2023. Many projects will still be completed before the end of the year. Others will be completed in 2024, as the funding will carry into the next year. BUSINESS ITEMS 1. Consider Park Plans for Outlot 6 and Outlot 15 in the Proposed Kilkenny Farms West Subdivision. Don Tierney appeared before the committee to review the proposed improvements to the first two parks in the Kilkenny Farms Park – West subdivision. He pointed out that the park shelter is proposed to follow the model of Laubmeier Park – with an expanded mechanical chase as requested by the DPW/Parks team. The playground would meet the Village’s new standard for accessibility, like the playground currently under construction in Golden Ponds. Committee member McPherson questioned the need for the number of parking spaces surrounding the park and complimented the number of trees proposed on the plans. A motion by Phil Willems/Sam Kauffman to recommend approval of the park plans presented for Outlot 6 and 15 in the Kilkenny Farms West subdivision was approved.
