PLAN COMMISSION
MINUTES
A regular meeting of the Waunakee Plan Commission was held Monday September 22, 2014, at the
Waunakee Village Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Meeting called to order at 7:30 p.m.
ROLL CALL
Members Present: John Laubmeier, Steve Kraus, Gary Herzberg, Pat McGowan, and Brad Zeman.
Members Absent: Mark McGuire, and Bill Pellino
Also Present: Kevin Even, Tracy Meinholz, Ed Freer, Henry & Dawn Whyte, Steven & Lynne
Robertson, Karl & Stacy Norland, Curtis Meffert.
APPROVAL OF MINUTES
Motion Herzberg, second Kraus, to approve the minutes from the August 25, 2014 meeting. Motion
carried.

OLD BUSINESS DISCUSSION/ACTION
DISCUSSION / ACTION ON A REQUEST BY HENRY WHYTE, FOR A CONDITIONAL USE
PERMIT FOR TWO PRINCIPAL STRUCTURES ON ONE LOT, FOR THE PURPOSE OF
CONVERTING A GARAGE INTO A RENTAL UNIT AT 209 W. MAIN STREET
Mr. Even presented a list of 8 standards staff has created for this and all future proposed developments
of this kind.
1. Adequate parking and outdoor storage for proposed number of units
2. Minimum setback from alleys at 15 feet (current proposal at 40ft)
3. No doors facing the alley
4. The owner may not sell or transfer any of the housing units separately.
5. The architectural style, color and materials used to make it appear to be homogeneous to the

existing duplex structure and not a free standing structures that appears separate
6. The property is substantially upgraded from its current condition
7. No negative stormwater/drainage issues from proposal
8. The proposal will improve the appearance of the area from the ROW and adjusting property
owners
Motion McGowan, second Zeman, to approve the conditional use permit as presented conditioned upon
Engineer approval of lighting and signage. Motion carried.
NEW BUSINESS DISCUSSION/ACTION
PUBLIC HEARING AND DISCUSSION / ACTION ON A REQUEST BY NORLAND
LANDSCAPE, FOR A CONDITIONAL USE PERMIT TO OPERATE A LANDSCAPE BUSINESS
IN A-1 ZONING AT 6063 HOGAN ROAD
Public Hearing opened at 7:34 p.m. Neighbors were present but did not wish to speak. Public Hearing
closed at 7:35 p.m.
Motion Herzberg, second McGowan, to approve the conditional use permit and waive the paved parking
requirement, conditioned upon Engineer approval of lighting and signage. Motion carried.
ADJOURN
Motion McGowan, second Zeman to adjourn the meeting at 7:36 p.m. Motion carried.
