Joint Plan Commission
A regular meeting of the Waunakee/Westport Joint Plan Commission was held
Tuesday, October 14, 2014, at the Town of Westport Community Room,
5387 Mary Lake Road, Town of Westport.
CALL TO ORDER
The meeting was called to order at 6:00 p.m.
Members Present: Ken Sipsma, John Van Dinter, Dean Grosskopf, Pat McGowan Mark
McGuire, and Brad Zeman.
Members Absent: None
Also Present: Kevin Even, Tracy Meinholz,
APPROVAL OF MINUTES
Motion McGuire, second McGowan, to approve the minutes from the September 9, 2014
meeting. Motion carried.

NEW BUSINESS & DISCUSSION / ACTION
PUBLIC HEARING AND DISCUSSION / ACTION ON A CERTIFIED SURVEY MAP AND
REZONE, DORN, MEFFERT ROAD
Mr. Even stated that the Town Plan Commission took no action the previous night but the only
concern was with the sight lines of the driveway placement. The public hearing was opened at
6:02 p.m. David Theis spoke in opposition as the neighbor to the east. His concern was
development next to his parcel and how it would affect farming practices on the land. Staff and
JPC members spoke to the applicant and were assured that this split would not affect the existing
farming, and the farmer leasing the land had no concerns. The public hearing was closed at 6:09
p.m. Motion McGowan, second Grosskopf, to recommend approval of the rezone and certified
survey map as submitted, subject to conditions and restrictions requested by the Town and sign-
off by the Engineer that the driveway site-lines are safe. Motion carried.
PUBLIC HEARING AND DISCUSSION / ACTION ON A CERTIFIED SURVEY MAP AND
REZONE, VAN WIE, 5893 WOODLAND DRIVE
Mr. Even told the JPC that the Town Plan Commission recommended approval with the
condition of sewer and water hook-up. The public hearing was opened at 6:21p.m. Neighbor to
the east at 5855 S. Division opposes the CSM, wants the lot to remain as is. No development.

JPC members discussed the fact that Mr. Websters house is 50+ feet from the lot line, but were
sympathetic to his request. The public hearing was closed at 6:23 p.m. Motion McGuire, second
Grosskopf, to recommend approval of the rezone and certified survey map, subject to conditions
and restrictions requested by the Town with the addition that there be a 10’ setback on the east
side of the property and both lots be required to connect to water and sewer. Motion carried.
PUBLIC HEARING AND DISCUSSION / ACTION ON ORDINANCE TO AMEND
SECTION 106-75, WAUNAKEE VILLAGE CODE, WITH REGARD TO ACCESSORY
USES IN THE ER-1 ESTATE RESIDENTIAL DISTRICT
Mr. Even explained that the ER-1 zoning district has a more restrictive limit for accessory
structures than similar classifications, requiring a variance be granted for the exception. He is
recommending the code be modified to allow exceptions by conditional use permit instead. It
would be a better way handling this and all request would be on a case by case basis. The public
hearing was opened at 6:46 p.m. No one wished to speak. The public hearing was closed at 6:47
p.m. Motion Grosskopf, second Zeman, to recommend approval of the ordinance revision as
presented. Motion carried.
INITIAL CONSULTATION, LOT LINE ADJUSTMENT AND REZONE (COMMERCIAL
USE/CONSISTENCY) ROCKWOOD REALTY GROUP, 5407 CTH M (FORMER WHITE
HOUSE PROPERTY)
Applicant presented the proposal to purchase land from the neighboring property to create a
more buildable lot. Plans for the property were discussed. Applicant told to work with staff on a
formal submittal. No action necessary.
DISCUSSION / RECOMMENDATION ON CREATION OF FARMLAND PRESERVATION
DISTRICT IN CHAPTER 106 (ZONING) OF THE WAUNAKEE ZONING CODE OF
ORDINANCES
Mr. Even stated that after a conversation with the State earlier in the day this item is not ready
for action. Motion Van Dinter, second McGuire, to postpone action on this item. Motion carried.

Motion Van Dinter, second McGowan, to adjourn the meeting at 6:57 p.m. Motion carried.
