VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday August 8, 2016, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Zellner called the meeting to order a 6:04 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Pat McGowan Members Absent: Brad Zeman, Bill Pellino, Mark McGuire Also Present: Kevin Even, Tracy Meinholz, Ed Freer, Todd Schmidt, Bryan Kleinmaier, Genna Eaton, Randy Meffert, Gregg Borucki, Bill Rupp, Ryon Savasta, Roberta Bauman, Jerry Tierney, Don Tierney. APPROVAL OF MINUTES Motion Kraus, second Herzberg, to approve the minutes from the July 11, 2016 meeting. Motion carried. PUBLIC COMMENT None TABLED ITEMS Discussion/Action on Waunakee Neighborhood Connection Landscaping & Driveway Addition Site Plan for 208 S. Century Avenue. The applicant gave an update on the meeting with neighbors, none of them were present. The commission members had received a video file of a vehicle pulling into and out of the proposed driveway. McGowan expressed concern with residents trying to deny access to a public alley way. Motion Herzberg, second Kraus, to approve the site plan as presented with the condition that the applicant sign the public utility easement with Waunakee Utilities. Motion carried 4-0. Page 1 of 2 NEW BUSINESS Initial Consultation, Rainbow Daycare Site Plan (SIP)-Kilkenny Farms Lot 266 Staff presented the overall plan, stating that they have been working with the applicant on changing the orientation to better fit the overall site. This will be back for formal review. No action necessary. Initial Consultation, Mefferts Site Plan (SIP) and Related CSM, Lot 263, Kilkenny Farms The applicant presented preliminary drawings. Directed to work with staff on layout before coming back. No action necessary. Discuss and Take Action on Old National Bank (FKA Anchor Bank) Signage After discussion, applicant advised that if they keep the existing pole sign and only change the copy, it can be approved administratively. If they wish to change the base of the pole sign it will no longer be grandfathered and will need to conform to current codes and receive site plan approval from the Plan Commission. No formal action taken. Comprehensive Plan Update/Action-Housing and Economic Prosperity Elements Staff presented the issues for consideration. Commission members encouraged to give some thought to the issues and provide any comments or direction to staff. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION Public Hearing & Discussion/Action on a Conditional Use Permit, Shed Exceeding Allowable Square Footage, 5570 River Road, Town of Westport Defer to the Town. Initial Consultation, Rainbow Daycare Site Plan (SIP)-Kilkenny Farms Lot 266 No action necessary. Initial Consultation, Mefferts Site Plan (SIP) and Related CSM, Lot 263, Kilkenny Farms No action necessary. Consultation, Proposed Billboard Revision on STH 19, Carl F. Statz and Sons Property A representative from Adams Outdoor was present to answer questions from the commission members. The consensus was favorable for the proposed change. No formal action taken.
