VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday September 12, 2016, at the Waunakee Village Center, 333 S. Madison Street, Waunakee, WI. APPROVAL OF MINUTES Motion Kraus, second Herzberg, to approve the minutes from the August 8, 2016 meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS Public Hearing and Discussion/Action on an Amendment to the Conditional Use Permit for The Lone Girl Brewing Company, 114 E. Main Street After opening comments by owner Kevin Abercrombie, Mr. Zellner opened the public hearing at 4:47 p.m. The residential neighbors in the area spoke with concerns about the noise and presented a petition with 27 signatures opposing the time extension. Other downtown bar owners stated that all the establishments Page 1 of 2 should be treated equal and allowed to extend their hours as well. Mr. Zellner read aloud the registration forms with 15 supporting, and 6 opposing the change. Chief Plendl was asked about police calls and stated that there have been very few complaint calls in the downtown this past year. The public hearing was closed at 6:19 p.m. Motion McGowan, second Kraus, to approve the requested amendment to extend the hours of the rooftop patio to 11:00 p.m. Sunday through Thursday, and 12:00 a.m. Friday and Saturday, with music to be turned off one hour prior to closing. All other conditions of the November 2014 CUP approval remain. Motion carried 5-0. Discussion/Recommendation on Site Plan/SIP for Rainbow Daycare-Kilkenny Farms Lot 266 Mr. Even presented the plans and outlined some minor outstanding issues. Motion Kraus, second Pellino, to recommend approval of the Rainbow Daycare site plan/SIP to the JPC subject to approval of the following items by the Village Engineer: 1. Pedestrian access easement for sidewalk 2. Confirmation that parking meets code requirements 3. Sewer and water easements to serve the lot 4. Confirmation of lighting, fencing materials, and sign location 5. SIP approval and changes to the GDP map Motion carried 5-0. Public Hearing regarding the proposed project plan, boundaries and creation of Tax Incremental District No. 8 (See the Public Hearing Notice which was published on August 25, 2016 & September 1, 2016). Village Administrator, Todd Schmidt, gave a brief history of the issues in the neighborhood which was constructed in the late 60’s and has fallen into disrepair. Mike Harrigan of Ehlers presented the draft TID No. 8 project Plan. Mr. Zellner opened the public hearing at 5:55 p.m. 14 residents registered for the public hearing. 4 supported, 1 opposed, and 8 were undecided. The public hearing was closed at 6:19 p.m. Consideration of “Resolution Designating Proposed Boundaries and Approving a Project Plan for Tax Incremental District No. 8, Village of Waunakee, Wisconsin”. Motion Herzberg, second Kraus, to approve resolution PCR16-05 designating proposed boundaries and approving a project plan for tax incremental district No. 8, Village of Waunakee, Wisconsin. Motion carried 3-2 with McGowan and Pellino opposed. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION Discuss and Take Action on Site Plan/SIP, Rainbow Daycare, Kilkenny Farms Lot 266 No action necessary. Administrative Lot Line Adjustment, Whitehouse Associates, 5407 CTH M, Town of Westport No action necessary.
