VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday October 10, 2016, at Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Zellner called the meeting to order a 6:00 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Pat McGowan, Brad Zeman, and Brian Malich Members Absent: Bill Pellino Also Present: Kevin Even, Tracy Meinholz, Ed Freer, Ryon Savasta, Roberta Baumann, Don Tierney APPROVAL OF MINUTES Motion Kraus, second McGowan, to approve the minutes from the September 12, 2016 meetings. Motion carried. PUBLIC COMMENT None NEW BUSINESS Review and Discuss Comprehensive Plan Items, Final Draft Economic Development and Housing Policy Issues, and Initial Drafts of Transportation, Utilities, and Intergovernmental Cooperation Sections Commission members reviewed the memo from MSA and there was some discussion of how the multi- family ratio is maintained. No other issues or concerns were raised. Discussion/Recommendation, Digital Billboard Ordinance Mr. Even presented the ordinance revision to allow conversion of existing billboards into digital displays with a conditional use permit. Motion McGowan, second Kraus, to recommend approval of the zoning amendment related to digital billboards. Motion carried. Page 1 of 2 Discuss and Take Action on Proposed Monument Sign for Waunakee Community Bank, 1351 Water Wheel Drive The application was withdrawn prior to the meeting. Discuss and Take Action on Signage Plan for O’Reilly Auto Parts, 501 W. Main Street At the time of the meeting the application was deemed incomplete. There was no site plan indicating the location of the proposed ground sign and the application exceeds the allowable limit. Motion McGowan, second Herzberg, to table item till next meeting. Motion carried. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION Initial Consultation, Borke CSM, 5089 STH 19, Town of Westport No action necessary. Discussion/Recommendation, Draft Digital Billboard Ordinance Discussed earlier on the agenda. No further action required. Review and Discussion on Final Draft Land Use Portion of Comprehensive Plan Discussed earlier on the agenda. Review and Discuss Comprehensive Plan Drafts of Transportation, Utilities, and Intergovernmental Cooperation Sections Discussed earlier on the agenda. Update of Farmland Preservation Certification Kevin explained that he and Tom Wilson have a meeting this week and will update the JPC on the progress.
