PLAN COMMISSION
MINUTES
A regular meeting of the Waunakee Plan Commission was held Monday, June 12, 2017, at Village
Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Mr. Zellner called the meeting to order a 6:00 p.m.
ROLL CALL
Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Brad Zeman, Pat McGowan, Brian
Malich, and Tim Black
Members Absent: None
Also Present: Kevin Even, Tracy Meinholz, Brian Kleinmaier, Ed Freer, Jim Fitzpatrick, Billy
Van Wie, Amanda Van Wie, Chuck Bongard, Dustin Atkielski, Roberta Bauman, Dan Birrenkott,
Don Tierney, Jerry Tierney, Mike Lawton.
APPROVAL OF MINUTES
Motion Kraus, second Herzberg, to approve the minutes from the March 8, 2017 meeting. Motion
carried.

NEW BUSINESS
Public Hearing & Discussion/Action on Site Plan and Conditional Use Permit Request by
Meffert Oil Co., Lot 263 Kilkenny Commons
Applicant asked to be taken off the agenda to work on some outstanding issues. No action taken.
Public Hearing & Discussion/Action on a Request by Madison Environmental Resourcing
Inc. (MERI) for a Conditional Use Permit to Operate a Medical Waste Disposal Facility at
800 Uniek Drive
The applicant would like to relocate their medical waste recycling facility from Madison to an

existing building within the industrial park. The CUP process is to confirm that the use is
compatible though not specifically listed in the zoning code. The public hearing was opened at
6:06 p.m. and closed at 6:08 p.m. with no comments from the audience. Motion Zeman, second
Herzberg, to approve the CUP as presented and determine the use is similar and compatible with
the zoning. The applicant is required to stay in compliance with all applicable state standards.
Motion carried unanimously.
Public Hearing & Discussion/Action on a Request for Conditional Use Permit at 300 W
Main Street, to Tear Down & Rebuild a Garage for Commercial Use
BAV Properties would like to tear down and rebuild the existing garage for use as additional
commercial retail. This requires a CUP for 2 principle structures on one site. The public hearing
was opened at 6:18 p.m. and closed at 6:20 p.m. with no comments. Motion Herzberg, second
Kraus, to approve with the following conditions:
1. The architecture siding and roof lines are modified to be consistent with adjacent buildings
such as a cement board and residential roof lines as approved by the Village Planner
2. Limiting the use of the property to a tenant that would have limited parking needs. (Would
require an amendment to the deed restrictions)
3. All staff technical issues resolved to the satisfaction of the Village Engineer
4. Any additional signage approved by the Plan Commission
5. Approval of parking area easement by the Village Attorney
Motion carried 7-0.
Public Hearing & Discussion/Action on Site Plan, CSM & Conditional Use Permit for St
John Properties, Frank H Street
St John Properties is proposing a third building, adjacent to their existing one at the corner of
Moravian Valley and Frank H Street. The public hearing was opened at 6:40 p.m. with no one
wishing to speak, it was closed at 6:42 p.m. Motion McGowan, second Herzberg to approve the
CSM, CUP and site plan conditioned upon all technical issues resolved to the satisfaction of the
Village Engineer and approval of the developers agreement by the Village Board. Motion carried
7-0.
Public Hearing & Discussion/Action on an Amendment to the Conditional Use Permit for
Lone Girl Brewing, 114 E Main Street, to Allow Alcohol Service on the Back Patio
The previous approval was unclear on the rear patio use. This is just a clean-up/clarification for
liquor license purposes. The public hearing was opened at 6:45 p.m. No one was present to speak
so the hearing was closed at 6:47 p.m. Motion Kraus, second, Zeman to approve the CUP
amendment as presented with all current conditions to stay in place. Motion carried.

Discuss & Take Action Arboretum Village Preliminary Plat, Hogan Road & Arboretum
Drive
The applicant wishes to develop 113 residential lots on 55 acres located at the corner of Hogan
Road and Arboretum Drive. After a lengthy discussion regarding the layout of residential lots
abutting the business park, staff directed to continue to work with the developer on the layout and
meet with planner regarding a possible amendment to the comprehensive plan.

Members had no comments.
Public Hearing & Discussion / Action on a Request by Buhler Family Trust for a Certified
Survey Map and Rezone of Property on River Road, Town of Westport
Members had no concerns. Defer to the Town.
Initial Consultation, Site Plan and Conditional Use Permit Request by Meffert Oil Co., Lot
263 Kilkenny Commons
Applicant asked to be taken off the agenda to work on some outstanding issues. No action taken.
