VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street December 9, 2019 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Joe Zitzelsberger, Kristin Runge, Chris Thomas, Brad Zeman, Brian Malich, Brian Wallace. Absent: None Also Present: Kevin Even, Bryan Kleinmaier, Tracy Meinholz, Ed Freer, Jason Valerius, Judy Hamre, Troy Mleziva, Dax Connely, Brad Fry, Steve Monk, Lynette Cox, Chris Ehlers, Brian Munson, Kurt & Peggy Breunig, Nila Frye, Dan Day, Roberta Baumann, Jennifer Knishka, Sam Kaufmann, Gary Herzberg, Phil Willems, Maria Patt, Mary Heimbecker, Robert McPherson, Tim Taylor, Kathy Breunig, Jerry Tierney, Don Tierney, Mike Lawton. MINUTES 1 November 11, 2019 Motion Thomas, Runge, to approve the minutes from the November 11, 2019 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: None. PUBLIC HEARING 1 Discussion/Action on a Request for Specific Implementation Plan (SIP) Approval for Kwik Trip LLC to Construct a Convenience Store with Fueling Canopy and Carwash at the Southeast Corner of CTH Q and Water Wheel Drive, in the Kilkenny Farms Subdivision After a brief introduction and presentation by the applicant, staff presented comments and asked commission members to weigh in on their concerns. Motion Wallace, second Zellner, to recommend approval to the JPC with the following conditions: 1. Removal of right-in driveway as recommended by Strand 2. Match the light intensity of the Kwik Trip on Main Street 3. Signage changes as recommended by staff and discussed at the PC meeting 4. Further revisions to the building and canopy as outlined in Freer and Valerius memos and as discussed by PC 5. Review and approval of landscape plan. 6. Approval of all outstanding staff issues to the satisfaction of the Village Engineer Motion carried. 2 Discussion/Action on Possible Referral of Heritage Hills to the Waunakee/Westport Joint Plan Commission After a brief discussion, the Plan Commission voted to send this item to the Waunakee/Westport Joint Plan Commission for review. Roll Call Vote: Zellner-Nay, Zitzelsberger-Yea, Runge-Nay, Zeman-Yea, Malich-Nay, Thomas-Yea, Wallace- Yea. Motion carried 4-3. 3 Public Hearing and Discussion/Action on Preliminary Plat and Rezone to PUD, VH Heritage Hills, LLC, Corner of STH 113 and N. Division Street (aka Breunig Property) After a presentation by the applicant, the public hearing was opened at 7:04 p.m. Those present asked questions about the development and many requested consideration of saving the sledding hill with the extension of Division Street. The public hearing was closed at 7:14 p.m. Motion Runge, second Wallace, to recommend approval of the preliminary plat and general development plan, rezoning the property to PUD, to the Village Board subject to the following: 1. Resolution of the side yard setbacks to the satisfaction of the Waunakee Utilities Manager 2. Further discussions and added language to Pre-annexation agreement regarding: a. Sewer and water capacity issues b. Schumacher road improvements and intersections with STH 19 c. Extension of Division Street d. Any TIA improvements identified 3. Approval and positive recommendation by Parks Committee 4. All other staff comments resolved to the satisfaction of the Village Engineer 5. The addition of multifamily language restrictions as recommended by Village Attorney Motion carried 7-0. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION 1 Discuss & Take Action on a Request for Specific Implementation Plan (SIP) Approval for Kwik Trip LLC to Construct a Convenience Store with Fueling Canopy and Carwash at the Southeast Corner of CTH Q and Water Wheel Drive, in the Kilkenny Farms Subdivision This item was discussed earlier on the agenda. 2 Discussion/Action on Possible Referral of Heritage Hills to the Waunakee/Westport Joint Plan Commission The PC voted to refer this item to the JPC for discussion.
