CALL TO ORDER
The meeting was called to order at 5:30 p.m.
ROLL CALL:
Present: Chris Zellner, Phil Willems, Kristin Runge, Brian Malich, Chris Thomas, Brian Wallace.

MINUTES
1 October 9, 2020
Motion Wallace, second Thomas, to approve the minutes from the October 9, 2020 Plan
Commission meeting as presented. Motion carried.
PUBLIC COMMENT: None
NEW BUSINESS
1&2 Public Hearing Regarding Proposed Amendment of the Boundaries and Project Plan
for TID No. 9 (See the Public Hearing Notice published on October 29, 2020) and
Consideration and Possible Action on “Resolution Designating Proposed Amended
Boundaries and Approving a Project Plan Amendment for Tax Incremental District
No. 9, Village of Waunakee, Wisconsin”
Todd Taves and Frank Roman of Ehlers Associates presented the proposed Project Plan
amendment. Mr. Showaki made a brief presentation on the proposed expansion of Octopi
Brewing. The public hearing was opened at 6:01 p.m. Robert McPherson spoke in opposition
to the plan. Three other residents spoke in support and six emails supporting the project were
read into record. The public hearing was closed at 6:16 p.m. Commission members then
asked questions of staff and the applicant. Motion Willems, second Runge, to approve
Resolution PCR20-02 recommending approval of the amended boundaries of TID No. 9 and
the proposed Project Plan amendment to the Village Board. Motion carried 6-0.
3 Public Hearing & Discussion/Action on a Site Plan & Conditional Use Permit to Exceed
the Height Limit of 45 feet for the Octopi Brewery Packaging Addition, 1131 Uniek
Drive
Doug Pahl, of Aro Eberle Architects, gave a brief presentation on the plans and addressed
some of the items staff had requested changes on. The public hearing was opened at 6:55
p.m. after asking twice and seeing no hands raised, the public hearing was then closed.
Motion Willems, second Wallace, to approve the conditional use permit to allow the building
height to exceed 45’, but no taller than the limit of 55’. Motion carried 6-0. Motion Willems,
second by Thomas, to approve the site plan subject to all staff comments satisfied to the
satisfaction of the Village Engineer. Motion carried 6-0.
4 Discuss and Take Action on a Site Plan for the Kraemer Project, Lot 2, Woodland
Crest Development
Jeff Kraemer presented plans for this 3,500 square foot building intended for one tenant, a
national home improvement retailer, and took questions from the commission members.
Motion Wallace, second Malich, to recommend approval of the SIP for building 2 on lot 2 of
the Kraemer development subject to all staff comments being resolved to the satisfaction of
the Village Engineer. Motion carried 6-0.
5 Discuss and Take Action on Specific Implementation Plan for Jimmy Johns Sub Shop,
Lot 2 CSM 14673, Kilkenny Commons
Mr. Zellner recused himself from the discussion on this item. The applicant is proposing to
construct a sub shop with drive-up window adjacent to the Animart building in Kilkenny
Commons. This is a permitted use within this development. Staff is still working with the
engineering firm on some outstanding items. Motion Wallace, second Willems, to
recommend approval of the SIP for Jimmy Johns Sub Shop subject to all staff comments,
including signage, being resolved to the satisfaction of the Village Engineer. Motion carried
5-0 with Zellner recusing himself.
6 Discuss and Take Action on Two Certified Survey Maps to Adjust Internal Lot lines of
Lots 54-59 and Outlot 7, Heritage Hills Subdivision
The applicant wishes to adjust the lot lines on 7 lots to better fit the residences proposed for
this block. Motion Thomas, second Willems, to recommend approval to the Village Board
subject to satisfaction of the Village Engineer and approval by the Utility manager. Motion
carried 6-0.
REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION
Staff gave a brief report on the agenda, the commission members had no concerns with the proposed
Bakke CSM.
