CALL TO ORDER
Mr. Zellner called the meeting to order at 5:30 p.m.
ROLL CALL:

MINUTES
1 September 13, 2021
Motion Herzberg, second Williams, to approve the minutes from the September 13, 2021,
Plan Commission meetings with the change that Brian Wallace be marked as present. Motion
carried.

PUBLIC HEARING
1 Public Hearing & Discussion/Action a Request for Conditional Use Permit by Kathleen
Friederick to Operate a Home Base Matting and Framing Business at 304 W. Verleen
Ave.
The applicant wishes to operate an in-home matting and framing business at 304 W. Verleen
Avenue. This requires a conditional use permit due to customers coming to the house. The
applicant has indicated that on-site customer contact will be by appointment only.
Commission members discussed proposed hours of operation. The public hearing was opened
at 5:32 p.m. No one present wished to speak. The public hearing was closed at 5:33 p.m.
Motion Wallace, second Willems, to approve the conditional use permit as drafted. Motion
carried 7-0.
2 Public Hearing & Discussion/Action on a Request for Conditional Use Permit by Central
States Tower IV, LLC (D.B.A. Verizon Wireless/DISH Wireless LLC) to Construct a New
Mobile Structure (Cell Tower) and Facilities at 805 S. Division St.
Central States Tower is seeking approval of a site plan and CUP to construct a 145‘(with 5’
lightning rod) monopole communication tower. The tower is being constructed to house
facilities and equipment for Verizon wireless and DISH wireless, however the structure is
designed to accommodate two additional wireless providers. The pole and associated ground
equipment will be included within an 80’ x 45’ fenced enclosure near the northwest corner of

the property. The monopole itself will be set back 20’ from the side lot line – which is
consistent with zoning setbacks for the I-2 district. The facilities would be accessed along the
northerly portion of the site via a 20’ wide utility and access easement. The public hearing was
opened at 5:40 p.m. There were no comments from the public. The hearing was closed at 5:41
p.m. Motion Herzberg, second Phelps, to approve the site plan and conditional use permit as
recommended by staff. Motion carried 7-0.
3 Public Hearing & Discussion/Action on Request by Forward Development Group, on
Behalf of Kraemer Development, for Amendment to the General Development Plan of
Woodland Crest to Include Lots 1 & 2 of CSM 4619, Corner of Century Ave. & Peaceful
Valley Pkwy.
Kraemer Development is requesting approval of an amendment of the Woodland Crest GDP
that would add the two existing residential parcels located at the NE corner of Peaceful Valley
Parkway and CTH Q and amend development standards for those properties.
The request to include these lots as part of the Woodland Crest GDP would create a sense of
continuity along this block of CTH Q and be consistent with the development already in
progress (by Kraemer Development) immediately north of the subject property(s). Included in
the application is a request to allow outdoor drinking and dining uses permitted by-right rather
than as a conditional use as they are currently regulated within the GDP. Staff recommends the
conditional uses as noted in the Woodland Crest GDP continue to be applicable to this site.
Prior to development of this site, approval of a SIP will be needed along with a CSM to
combine the lots and dedicate right-of-way. The CSM would also establish the necessary utility
easements needed to accommodate commercial development on the site. The public hearing
was opened at 5:57 p.m. Mr. Zellner read aloud comments in support submitted by Jerry
Tierney. No other comments were received. The public hearing was closed at 5:58 p.m. Chair
Zellner stated that he would not participate in the discussion due to conflict of interest. Motion
Herzberg, second Phelps, to recommend that the Joint Plan Commission recommend approval
of the amendment to the Woodland Crest GDP for Lots 1&2 of CSM 4619, Dane County to the
Village Board per staff recommendation. Motion carried 6-0-1, with Zellner abstaining.
NEW BUSINESS
1 Initial Consultation, Mill House Inn, 100 Baker Street
The applicants - 100 Baker Street LLC - are seeking commentary on a plan to convert the
existing building at 100 Baker Street to a mixed-use building consisting of six hotel rooms on
the second floor, maintenance of the first floor for commercial/retail use, and modification of
the basement space to allow an additional retail use along with assembly space. The site is
zoned C-1D, in which a hotel/motel is allowed as a conditional use and subject to that approval
process. Staff encourages the applicant to engage early with an architect or engineer to
determine the extent of modifications needed to bring the building into compliance with
relevant building codes based on the new use(s). The modification of the interior space and
additional retail use increases the amount of parking that is currently delineated on site. There
appears to be enough space on the site to accommodate needed parking; however, the applicant
should be aware that there will likely be a need to modify existing site conditions to
accommodate the increase. Commission members were supportive of the proposed use. No
formal action taken.
2 Discussion/Recommendation on Proposed Springfield Intergovernmental Agreement
The Intergovernmental Agreement (IGA) between the Village of Waunakee and Town of
Springfield that impacts development within the Village’s extraterritorial area within the Town

expired in 2016. In an effort to promote continued intergovernmental cooperation with the
Town, joint planning, and the preservation of farmland and natural areas in the Town, a new
iteration of an IGA is included with the packet of materials. The draft version is very similar to
the previous version in that the general policies regarding development within the
extraterritorial area have been carried over. Motion Zellner, second Willems, to recommend
approval of the Springfield/Waunakee Intergovernmental Agreement to the Village Board.
Motion carried 7-0.
WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPATE
1 JPC Agenda October 12, 2021
Staff gave an update on the agenda items for the JPC meeting. No concerns from Village PC
members.
