Village of Waunakee and Town of Westport Joint Plan Commission A regular meeting of the Waunakee/Westport Joint Plan Commission was held Tuesday, August 12, 2014, at the Village Hall, Village of Waunakee, 500 W. Main Street, Waunakee, Wisconsin. CALL TO ORDER The meeting was called to order at 6:18 p.m. Members Present: Ken Sipsma, John Van Dinter, Pat McGowan, and Brad Zeman. APPROVAL OF MINUTES Motion McGowan, second Van Dinter, to approve the minutes from the July 8, 2014 meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS & DISCUSSION / ACTION PUBLIC HEARING & DISCUSSION / ACTION ON A REQUEST BY DAVID EVERITT, TO REZONE 5578 RIVER ROAD FROM COUNTY R-1 TO VILLAGE SR-4 FOR THE PURPOSE OF RE-BUILDING A DECK Mr. Wilson informed the Commission members that the Town Plan Commission had no objections to the proposal as presented and that this is consistent with what has been done elsewhere in this neighborhood. The public hearing was opened at 6:21 p.m. Mr. Anthony Malisch spoke in support of his neighbors proposal. The public hearing closed at 6:22 p.m. with no further comments from the public. Motion McGowan, second Zeman, to recommend approval of the rezone of 5578 River Road from County R-1 to Village SR-4 to the Village and Town Boards as presented. Motion carried. PUBLIC HEARING & DISCUSSION / ACTION ON A REQUEST BY GUY KITCHELL OF HALLOWEEN FX, TO REZONE 5305 CTH M FROM COUNTY C2 TO VILLAGE C-1 JPC Meeting Minutes 11/15/2017 Page 1 of 3  Mr. Kitchell gave the Commissioners an overview of the work that has been done so far. The property has been vacant for six years and it took a lot to clean up. Mr. Kitchell stated that he has been in contact with Village and Town officials throughout the project and has made changes as suggested. The public hearing was opened at 6:45p.m. Several of the neighbors from the Reynolds Avenue area were present to speak in opposition of the proposal, stating that Mr. Kitchell has not sought proper permits and approvals and is now asking for forgiveness. They feel this is an undesirable use for the neighborhood and will bring outside crime and traffic issues to the quiet community. There were some positive comments from the public as well, stating that this would become a positive community event suitable for all ages. The public hearing closed at 7:27 p.m. Commission members then asked questions of the applicant and voiced concerns regarding the closing time being too late, use of the property in the off- season, and neighbor opposition. Some members stated that although this use is not the highest/best option for the property, it was the only proposal in the last six years for the blighted property and is better than what is there now. Mr. Wilson informed the JPC members that the Town Plan Commission had requested that they defer any action until the Town could review the results of the public hearing and make a recommendation. Motion McGowan, second Sipsma, to postpone action until the next Joint Plan Commission meeting. Motion carried 4-0. INITIAL CONSULTATION WILLIAMSON CERTIFIED SURVEY AND REZONE REQUEST FOR 6142 CTH I After a brief discussion, Mr. Williamson was directed to work with staff on the appropriate zoning classification for the now less than 35-acre agricultural parcel. INITIAL CONSULTATION FOR A REZONE TO ALLOW A SCREEN PORCH ON THE BACK OF THE HOUSE FOR BILL RIEDER AT 5113 TUGGLE LANE, TOWN OF WESTPORT Mr. Wilson stated that this item is similar to the previously approved Everitt rezone on River Road and staff has no objections. Applicant directed to work with staff on applications for submittal. DISCUSSION / ACTION ON POSSIBLE AMENDMENT TO THE CONDITIONAL USES FOR ACCESSORY USES ALLOWED IN ER-1 ZONING DISTRICT Mr. Wilson presented a draft ordinance that would allow reduced height restrictions by conditional use permit in the ER-1 zoning. This is similar to the current CR-5 acre classification. As the code is written right now, a variance would be required to allow this to occur. Motion McGowan, second Van Dinter, to direct staff to proceed to take this to public hearing. Motion carried. INITIAL CONSULTATION ON ANNEXATION OF WAUNAKEE SCHOOL DISTRICT PROPERTY ON WOODLAND DRIVE WEST OF CTH Q Applicant asked to be taken off the agenda. Motion Van Dinter, second Zeman, to postpone until school district asks to be put back on the agenda. Motion carried. JPC Meeting Minutes 11/15/2017 Page 2 of 3  INITIAL CONSULTATION FOR 40 ACRES NORTH OF CARRIAGE RIDGE DEVELOPMENT, TOWN OF WESTPORT Mr. Bunbury presented preliminary plans for the property. Mr. Wilson stated that this is consistent with the comprehensive plan. Trails will connect the surrounding neighborhoods. Mr. Bunbury was encouraged to meet with neighbors to discuss plans.
