VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street September 17, 2012 - 6:00 PM Meeting Minutes CALL TO ORDER The September 17, 2012 Village Board meeting was called to order by Village Clerk Julee Helt a 6:02 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner (arrived at 6:03 p.m.), Sue Springman, Gary Herzberg, Steve Kraus Absent: John Laubmeier Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Dennis Steinkraus, Sue McDade, John Ganser, Bryan Kleinmaier, Mike Lawton Motion by Steve Kraus, second by Phil Willems, to appoint Gary Herzberg as temporary chair. Motion Passed. For: 5, Against: 0, Absent: 2. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all items listed below. Motion Passed. For: 5, Against: 0, Absent: 2. 1. Approve September 4, 2012 Village Board Minutes Motion to approve the September 4, 2012 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 62014 through 62033 totaling $31,853.13 and check numbers ranging from 62034 through 62043 totaling $76,389.25. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 62044 through 62058 totaling $28,773.18 and ACH check number 1201075 totaling $93,748.62. 4. Approve Job Description for Building Maintenance Supervisor and Placement on Non-Represented Wage Scale Motion to approve the job description for the Building Maintenance Supervisor and placement on the non-represented wage scale at grade #5. 5. Approve Cooperation Agreement Between the Village of Waunakee and the Madison Chapter of Score Motion to approve a partnership between the Village of Waunakee and the Madison Chapter of Score. PUBLIC COMMENT There was no comment from the public. Chris Zellner arrived at 6:03 p.m. OLD BUSINESS 1. Discuss and Take Action on Conditional Approvals for FDG-Woodland Crest Development Authorized at October 17, 2011 Village Board Meeting Motion by Chris Zellner, second by Sue Springman, to rescind all actions by the Village Board on October 17, 2011 to approve the annexation ordinance for Woodland Crest Development, the pre-annexation agreement, an ordinance amending the Village Comprehensive Plan and the Joint Planning Area Comprehensive Plan, the development agreement, rezoning the property to PUD Commercial and the General Development Plan, and the preliminary and final plats. Motion Passed. For: 6, Against: 0, Absent: 1. Motion by Sue Springman, second by Phil Willems, to deny the annexation ordinance for Woodland Crest Development, the pre-annexation agreement, an ordinance amending the Village Comprehensive Plan and the Joint Planning Area Comprehensive Plan, the development agreement, rezoning the property to PUD Commercial and the General Development Plan, and the preliminary and final plats. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Conceptual Terms of Development Agreement with CBI LLC for Main and Madison Street *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session. Motion by Chris Zellner, second by Gary Walden, to convene in closed session at 6:10 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
