VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street October 1, 2012 - 6:00 PM Meeting Minutes CALL TO ORDER The October 1, 2012 Village Board meeting was called to order by President John Laubmeier at 6:05 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Susan Hedrick, Sue McDade, Jeff Skoug, Jim Madden, Mike Endres, Robert Arntz, Kent Straus, PJ Monson, Bill Frederick, Cindy Mosiman, Kevin Plendl CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. Motion by Steve Kraus, second by Phil Willems, to approve the Consent Agenda including all items listed below and removing to later on the agenda consideration of an amendment to Strand Task Order 12-03 and new Task Order 12-04 related to Main Street streetscaping and lighting. Approve Routine Bills Motion to approve check numbers ranging from 62108 through 62121 totaling $43,889.69 and check numbers ranging from 62122 through 62129 totaling $38,247.82. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 62130 through 62143 totaling $143,802.40. 4. Approve Disposal of Surplus Property Motion to determine the 2000 Ford F550 to be surplus and approve disposal of surplus property as presented. 5. Approve Street Use Permit for Peace Lutheran Church for 40th Anniversary Parade on October 21, 2012 Motion to approve the amended Street Use Permit for Peace Lutheran Church for a parade on October 21, 2012. 6. Approve Ordinance to Repeal and Recreate Section 2-38 of the Waunakee Code of Ordinances Relating to Meetings Motion to approve the Ordinance to Repeal and Recreate Section 2-38 of the Waunakee Code of Ordinances Relating to Meetings. 7. Approve Ordinance to Repeal and Recreate Section 2-34(a) and (b) of the Waunakee Code of Ordinances Relating to Standing Committees Motion to approve the Ordinance to Repeal and Recreate Section 2-34(a) and (b) of the Waunakee Code of Ordinances Relating to Standing Committees. 8. Approve Street Use Permit for Brian Adler on October 14, 2012 for Fire Department Open House Motion to approve a Street Use Permit for Brian Adler on October 14, 2012 for the Fire Department Open House. 9. Approve Halloween Trick or Treat Hours Motion to approve Halloween Trick or Treat hours for October 31, 2012, between 5:00 p.m. and 7:00 p.m. 10. Approve Resolution Requesting Exemption from County Library Tax Motion to approve the Resolution Requesting Exemption from Dane County Library Tax. 11. Approve Amendment to Strand Task Order 12-03 and New Task Order 12-04 Related to Main Street Streetscaping and Lighting This item was removed from the Consent Agenda and moved to later on the agenda. PUBLIC COMMENT There was no comment from the public. PUBLIC HEARING 1. Discuss and Take Action on Certified Survey Map and Rezone Request for Michael and Stanley Spahn, 6250 Woodland Drive The public hearing to consider a Certified Survey Map and rezone request for Michael and Stanley Spahn, 6250 Woodland Drive, was opened at 6:11 p.m. and closed at 6:12 p.m. Motion by Steve Kraus, second by Gary Walden, to approve the Certified Survey Map and rezone with the following conditions: 1) Proper access for residential lot be submitted and approved by Village Engineer, 2) Confirmation that the residential property will be rezoned to R-1 and the other lot with the business will remain non-conforming in A-1, 3) Taxes be paid, and 4) Proper dedication of right-of-way. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on St. Johns Church Parking Lot Expansion Certified Survey Map and Rezone Request from R-1 to G-1 The public hearing to consider the St. Johns Church parking lot expansion Certified Survey Map and rezone request from R-1 to G-1, was opened at 6:13 p.m. and closed at 6:14 p.m. Motion by Chris Zellner, second by Gary Herzberg, to approve the Certified Survey Map and rezone request with the following conditions: 1) Approval of a landscape plan by Village Engineer, 2) Approval of construction drawings by Village Engineer, 3) All lighting be full cut- off fixtures, 4) Confirmation of handicap stalls needed, and 5) Defer alley vacation to a later date. Motion Passed. For: 7, Against: 0. 3. Discuss and Take Action on Tierney Drive Certified Survey Map for Lot Line Adjustment The public hearing to consider the Tierney Drive Certified Survey Map for a lot line adjustment was opened at 6:14 p.m. and closed at 6:15 p.m. Motion by Gary Herzberg , second by Sue Springman, to approve the Tierney Drive Certified Survey Map subject to the proper easements being shown. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1. Discuss and Take Action on Applications for Operator Licenses for Mary Jane Nolan and Sydney A. Treinen Motion by Phil Willems, second by Gary Walden, to approve applications for Operator Licenses for Mary Jane Nolan and Sydney A. Treinen subject to successful completion of an approved beverage server training course. Motion Passed. For: 7, Against: 0. OLD BUSINESS 1. Discuss and Take Action on Conceptual Terms of Development Agreement with CBI LLC for Main and Madison Street *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session. No action was taken. CONSENT AGENDA 11. Approve Amendment to Strand Task Order 12-03 and New Task Order 12-04 Related to Main Street Streetscaping and Lighting Motion by Chris Zellner, second by Gary Walden, to approve the Amendment to Strand Task Order 12-03 and the new Task Order 12-04 related to Main Street streetscaping and lighting. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action to Place on File Proposed 2013 Operating and Capital Improvement Budget Staff was directed to publish the notice as required by state statutes that indicates that the proposed budget is available for public review.
