Meeting Minutes
CALL TO ORDER
The October 15, 2012 Village Board meeting was called to order by Village Clerk Julee Helt at
6:03 p.m.
ROLL CALL
Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus
Absent: John Laubmeier
Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Sue McDade
Motion by Gary Walden, second by Chris Zellner, to appoint Steve Kraus as temporary chair.
Motion Passed. For: 5, Against: 1, Absent: 1.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Gary Walden, second by Phil Willems, to approve the Consent Agenda including all
items listed below.
Motion Passed. For: 6, Against: 0, Absent: 1.
1. Approve October 1, 2012 Village Board Minutes
Motion to approve October 1, 2012 Village Board minutes.
2. Approve Routine Bills
Motion to approve check numbers ranging from 62213 through 62233 totaling $15,344.97.
3. Approve Non-Routine Bills
Motion to approve check numbers ranging from 62234 through 62244 totaling $238,737.59.
4. Approve Temporary Class “B”/”Class B” License for Knights of Columbus for
Annual Thanksgiving Dance
Motion to approve a Temporary Class “B”/“Class B” license for Knights of Columbus for their
annual Thanksgiving dance on November 10, 2012. Licensed premise is identified as the
kitchen, cafeteria, and gym located within the building at 114 East Third Street.
5. Approve Temporary Operator License Applications for James R. Kluck and
Richard H. Maier
Motion to approve temporary operator license applications for James R. Kluck and Richard H.
Maier.
6. Approve 2013 Village Center Rental Fee Adjustments
Motion to approve the 2013 Village Center rental fees as proposed.
7. Approve 2013 Seasonal and Part-Time Employee Pay Plan
Motion to approve the 2013 Seasonal and Part-Time Employee Pay Plan as presented by staff.
8. Approve Village Center PAYG Project Adjustment
Motion to approve reallocating $5,500 in the Village Center PAYG fund to the project titled
"Village Center Gable Refinishing Project."
9. Approve Resolution Opposing Construction of Fence by Dane County
Motion to approve adoption of the resolution as drafted opposing construction of a fence by
Dane County on the Wolf conservancy property.
10. Approve Resolution to Participate in Wisconsin Length of Service Award
Program for Voluntary Fire Fighters
Motion to approve the resolution as drafted to participate in the Wisconsin Length of Service
Award Program.
11. Approve Sale of Advertisement Space in Horizons Newsletter
Motion to approve sale of advertisement space in the Horizons newsletter.
12. Deny Claim by Diane Helt Alleging Damages
Motion to deny the claim by Diane Helt alleging damages as a result of water in her basement
that occurred during road construction.

LICENSES/PERMITS
1. Discuss and Take Action on Applications for Operator Licenses for Sally Jo
Topper, Ashley Marie Healey, Cheryl A. Batease, and Richard Andrew
Stackhouse
Motion by Sue Springman, second by Gary Herzberg, to approve the Operator License
applications for Sally Jo Topper, Ashley Marie Healey, Cheryl A. Batease, and Richard Andrew
Stackhouse subject to successful completion of an approved beverage server training course.
NEW BUSINESS
1. Discuss and Take Action on 2013 Road Improvement Projects Including Various
Road Projects, Cross Street Extension, Pedestrian Crossings and Pedestrian
Crossing Alternative for Main Street
Motion by Sue Springman, second by Gary Herzberg, to direct staff to proceed with requesting
engineering proposals for the Fifth Street project, Seventh Street project and Cross Street
extension; direct staff to proceed with the pedestrian crossing and public works fencing project;
and, direct staff to proceed with the raised pedestrian medians alternative that would include the
extension of Cross Street and report back to the board on the public information meeting for
further action.
Motion Passed. For: 6, Against: 0, Absent: 1.
