VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street November 4, 2013 - 6:00 PM Meeting Minutes CALL TO ORDER The November 4, 2013 Village Board meeting was called to order by President Laubmeier at 6:01 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg (arrived at 6:04 p.m.), Steve Kraus (arrived at 7:18 p.m.), John Laubmeier Absent: None Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan Kleinmaier, Mike Endres, Sue McDade, Jeff Skoug, Laurie Helt, Robert Schwab, Nila Frye, Ron Ropers, Judy Hahn, Dave Hineline, Brett Balinsky, Richard Hellenbrand, Mike Lawton, Kelly Lappen, Roni Lester, Gail O'Malley, Dannika Lewis, Rosa Ropers, Nick Hellenbrand, Ric Lappen, Becky Burg, Kathy Bastien, Paul Becker, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. Motion by Phil Willems, second by Sue Springman, to approve the Consent Agenda including all items listed below. Motion Passed. For: 5, Against: 0, Absent: 2. 1. Approve October 21, 2013 Village Board Minutes Motion to approve October 21, 2013 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 65686 through 65714 totaling $502,264.71. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 65715 through 65723 totaling $315,414.23. 4. Approve Amendment No. 2 to Task Order No. 12-02 Motion to approve Strand Amendment No. 2 to Task Order No. 12-02. 5. Approve Temporary Class "B"/"Class B" Retailer's License Application for St. John's Congregation Motion to approve the Temporary Class "B"/"Class B" retailer's license application for St. John's Congregation for St. John's School Auction on December 7, 2013. 6. Approve Temporary Operator License Applications for Marcelline Christine Cruz Peterson and Jacquelyn Susanne Nerat Motion to approve Temporary Operator License applications for Marcelline Christine Cruz Peterson and Jacquelyn Susanne Nerat. PUBLIC COMMENT Robert Schwab and Nick Hellenbrand, representing Waunafest, presented the Village Board with a donation of $2,000--$1,500 for resurfacing of the park parking lot, and $500 for the use of park facilities. PRESENTATIONS Gary Herzberg arrived at 6:04 p.m. 1. Discuss and Take Action on Resolution Recognizing Park Superintendent Mike Endres for Wisconsin Park and Recreation Association Professional Award of Merit Motion by Chris Zellner, second by Gary Herzberg, to approve the Resolution Recognizing Park Superintendent Mike Endres for Wisconsin Park and Recreation Association Professional Award of Merit. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Proclamation to "Light Our Village in Blue" Motion to approve the Proclamation to "Light Our Village in Blue." Motion by Gary Walden, second by Phil Willems, to approve the Proclamation to "Light Our Village in Blue." Motion Passed. For: 6, Against: 0, Absent: 1. OLD BUSINESS 1. Discuss and Take Action on Amendment to Waunakee Code of Ordinances Chapter 14 Related to Animals (including vicious dogs and other animals) *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(g) for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. The board may reconvene in open session. Brett Balinsky, Waunakee, spoke in support of the current code related to pit bulls. Roni Lester, Watertown, Kelly Lappen, Waunakee, and Gail O'Malley, Dousman, all spoke in opposition of the current code related to pit bulls. Motion by Chris Zellner, second by Phil Willems, to approve the Amendment to Waunakee Code of Ordinances Chapter 14 Related to Animals (including vicious dogs and other animals). Motion by Gary Walden, with no second, to amend the original motion to include higher penalties. The amended motion failed for lack of second. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Update to Proposed 2014 Operating and Capital Improvement Budget No action was taken. 4. Discuss and Take Action on Annual Trustee Honorarium Motion by Gary Herzberg, second by Phil Willems, to direct staff to adjust the relevant village ordinance to set the honorariums for Village Trustees at $4,250 and at $8,500 for the Village President and to review these salaries every two years at the organizational meeting. Motion Passed. For: 6, Against: 0, Absent: 1. PUBLIC HEARING 1. Discuss and Take Action on Proposed Boundary Agreement Between Village of Waunakee and Town of Westport for Kilkenny Farms Development and Dane County Parkland The public hearing to consider a proposed Boundary Agreement between the Village of Waunakee and the Town of Westport for the Kilkenny Farms development and Dane County parkland was opened at 7:10 p.m. and held open until the November 18, 2013 Village Board meeting. 2. Discuss and Take Action on Certified Survey Map for Richard Hellenbrand at 5827 Tierney Drive The public hearing to consider a Certified Survey Map for Richard Hellenbrand at 5827 Tierney Drive was opened at 7:13 p.m. and closed at 7:14 p.m. Motion by Phil Willems, second by Gary Walden, to approve the Certified Survey Map for Richard Hellenbrand at 5827 Tierney Drive with staff conditions met to the satisfaction of the Village Engineer. Motion Passed. For: 6 - Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, John Laubmeier, Against: 0, Absent: 1. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Carly Renee Heimbecker, Zachary David Statz, and Madison L. Sander Motion by Gary Herzberg, second by Gary Walden, to approve operator license applications for Carly Renee Heimbecker, Zachary David Statz, and Madison L. Sander subject to successful completion of an approved responsible beverage server training course. Motion Passed. For: 6, Against: 0, Absent: 1. OLD BUSINESS 3. Discuss and Take Action on 2014 Wage Adjustments for AFSCME and Non- Represented Staff *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, or 19.85 (1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The board may reconvene in open session. Motion by Gary Walden, second by Chris Zellner, to convene in closed session at 7:15 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, or 19.85 (1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The board may reconvene in open session. Motion Passed. For: 6, Against: 0, Absent: 1. Steve Kraus arrived at 7:18 p.m. Motion by Gary Herzberg, second by Chris Zellner, to reconvene in open session at 7:23 p.m. Motion Passed. For: 7, Against: 0. Motion by Gary Herzberg, second by Gary Walden, to carry out year two of the two-year plan established in 2013 for non-represented employees to phase out the existing pay and compensation plan; and, to approve a 1.5% cost of living increase for non-represented employees. Motion Passed. For: 7, Against: 0. ADJOURN Motion by Gary Herzberg, second by Gary Walden, to adjourn at 7:25 p.m. Motion Passed. For: 7, Against: 0.
