VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street November 18, 2013 - 6:00 PM Meeting Minutes CALL TO ORDER The November 18, 2013 Village Board meeting was called to order by President John Laubmeier at 6:07 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Dave Ferris, Kevin Even (arrived at 6:17 p.m.), Laurie Helt, Renee Helt, Michelle Straus, Michael Wilson, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Gary Herzberg, to approve the Consent Agenda including all items listed below. Motion Passed. For: 7, Against: 0. 1. Approve October 28, 2013 Special Village Board Minutes and November 4, 2013 Village Board Minutes Motion to approve October 28, 2013 special Village Board minutes and November 4, 2013 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 65786 through 65800 totaling $13,449.34, check numbers 65801 through 67800 do not exist due to an error at the printers and check numbers ranging from 67801 through 67808 totaling $6,661.74. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 67809 through 67823 totaling $45,499.36. 4. Approve Ordinance Repealing and Recreating Section 2-37 Related to Salaries Motion to approve the Ordinance Repealing and Recreating Section 2-37 Related to Salaries to set the honorariums for Village Trustees at $4,250 and at $8,500 for the Village President and review every other year at the annual meeting. 5. Approve Increase in Municipal Court Costs Motion to approve increase in court costs to $28 to $38. PUBLIC COMMENT Michael Wilson asked about the Boundary Agreement item later on the agenda. PRESENTATIONS 1. Discuss and Take Action on Proclamation Declaring November as Pancreatic Cancer Awareness Month President Laubmeier presented Renee Helt and Michelle Straus with the Proclamation Declaring November as Pancreatic Cancer Awareness Month. Motion by Steve Kraus, second by Chris Zellner, to approve the Proclamation Declaring November as Pancreatic Cancer Awareness Month. Motion Passed. For: 7, Against: 0. PUBLIC HEARING 2. Discuss and Take Action on 2014 Budget Motion by Gary Herzberg, second by Chris Zellner, to approve the Resolution Approving the 2014 Village of Waunakee Budget and adding $100,000 to the Transportation Pay as You Go Fund allowing the Finance Director to transfer up to $10,000 to the Capital Fund if necessary. Motion Passed. For: 7, Against: 0. 1. Discuss and Take Action on Proposed Boundary Agreement Between Village of Waunakee and Town of Westport for Kilkenny Farms Development and Dane County Parkland Village Engineer Kevin Even reminded the Village Board the public hearing needed to be held open until the Joint Plan Commission meet to consider the Boundary Agreement.
