CALL TO ORDER
The August 4, 2014 Village Board meeting was called to order by Village President John
Laubmeier at 6:04 p.m.
ROLL CALL
Present: Phil Willems, Gary Walden, Sue Springman, Gary Herzberg, Steve Kraus, John
Laubmeier
Absent: Chris Zellner
Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan Kleinmaier, Caitlin
Stene, Jerry Pope, Bob Manske, Sue Manske, Jordan Taylor, Roberta Baumann
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Gary Walden, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.
Motion Passed. For: 6, Against: 0, Absent: 1.
1. Approve July 21, 2014 Village Board Minutes
Motion to approve July 21, 2014 Village Board minutes.
2. Approve Routine Bills
Motion to approve check numbers ranging from 69784 through 69805 totaling $51,722.65 and
check numbers ranging from 69869 through 69883 totaling $5,909.64.
3. Approve Non-Routine Bills
Move to approve check numbers ranging from 69884 through 69907 totaling $634,888.84.
4. Approve Agreement with Madison & Main Apartments for Placement of
Temporary Leasing Office Trailer on Village Property
Motion to authorize the Village Administrator to execute an agreement with Madison & Main
Apartments allowing placement of a temporary leasing office trailer on Village property.
PUBLIC COMMENT
There was no comment from the public.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Brianna R. Dorn,
Neil Kruschek, Denice A. Guethlein, Toni M. Juisto, and Anjanette M. Kammes
Motion by Steve Kraus, second by Phil Willems, to approve Operator License applications for
Brianna R. Dorn, Neil Kruschek, Denice A. Guethlein, Toni M. Juisto, and Anjanette M.
Kammes, subject to successful completion of an approved responsible beverage server training
course and review by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0, Absent: 1.
OLD BUSINESS
1. Discuss and Take Action on Potential Koltes Lumber Site Redevelopment and
Related Project Agreements *The Village Board may convene in closed session
as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or
negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed
session.
No action was taken.
2. Discuss and Take action on Loan Agreement, Related Documents, and Potential
Land Acquisition Between Village of Waunakee and Waunakee Alloy Casting
Corporation Relating to Alloy Site Redevelopment *The Village Board may
convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the investing of public funds or
conducting other specified business whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
Sue and Bob Manske spoke about concerns with possible development on this site.
Motion by Gary Herzberg, second by Gary Herzberg, to authorize execution of the loan
agreement and related documents between the Village of Waunakee and Waunakee Alloy
Casting Corporation.
Motion Passed. For: 6, Against: 0, Absent: 1.
NEW BUSINESS
1. Discuss and Take Action Regarding Investment of Public Funds Related to
Waunakee Business Park Development Proposal *The Village Board may
convene in closes session as authorized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session. The Village
Board may reconvene in open session and discuss and take action on the subject
matter discussed in closed session.
No action was taken.
