VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 18, 2014 - 6:00 PM Meeting Minutes CALL TO ORDER The August 18, 2014 Village Board meeting was called to order by Village President John Laubmeier at 6:01 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan Kleinmaier, Caitlin Stene, Isabella Karls, Tim Herlitzka, Tom Hanrahan, Ellen Schaaf, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Steve Kraus, second by Gary Herzberg, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve July 24, 2014 and August 4, 2014 Special Village Board Minutes, and August 4, 2014 Village Board Minutes Motion to approve August 4, 2014 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 69908 through 69925 totaling $64,145.76, check numbers 69983 through 69992 totaling $7,060.59 and ACH check number 1401521 totaling $5,374.59. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 69993 through 70008 totaling $36,187.22 and ACH check number 1401522 totaling $121,702.32. 4. Appoint 2014-2015 Utility Commission Appointments Motion to approve appointment of John Roessler, Roxanne Johnson, and Shirley Nelson to the Utility Commission. 5. Approve Strand Task Order Amendments for Main Street Project Motion to approve the proposed amendments to Strand Task Orders 12-04 and 14-01. PUBLIC COMMENT There was no comment from the public. PRESENTATIONS 1. WPPI General Update for 2014 Tim Herlitzka and Tom Hanrahan provided an update regarding the status of WPPI. 2. Presentation on Together Waunakee Internship Experience by Isabella Karls Isabella Karls presented her experiences working on the Together Waunakee project to communicate with the downtown business owners during the summer's road construction. LICENSES/PERMITS 1. Discuss and Take Action on Change of Agent for Kwik Trip, Inc. dba Kwik Trip #832 Motion by Steve Kraus, second by Gary Walden, to approve Andrew J. Stuttgen as agent for Kwik Trip, Inc. dba Kwik Trip #832. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Operator License Applications for Breanne C. Karls and Joshua Orrin Paulson Motion by Phil Willems, second by Steve Kraus, to deny the operator license applications for Breanne C. Karls and Joshua Orrin Paulson consistent with the Policy for Review of Operator License Applications. Motion Passed. For: 7, Against: 0. 3. Discuss and Take Action on Operator License Applications for Angela J. Levendoski, Jed H. Asplay and Destinee R. Stout Motion by Steve Kraus, second by Phil Willems, to approve Operator License applications for Angela J. Levendoski, Jed H. Asplay and Destinee R. Stout, subject to successful completion of an approved rsponsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. OLD BUSINESS 1. Discuss and Take Action on Potential Koltes Lumber Site Redevelopment and Related Project Agreements *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session at 6:46 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to potential Koltes Lumber site redevelopment and related project agreements. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. Discuss and Take Action Regarding Investment of Public Funds Related to Waunakee Business Park Development Proposal *The Village Board may convene in closes session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session at 6:47 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related the investment of public funds related to Waunakee Business Park Development proposal. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed.
