VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street September 2, 2014 - 6:00 PM Meeting Minutes CALL TO ORDER The September 2, 2014 Village Board meeting was called to order by Village President John Laubmeier at 6:02 p.m. ROLL CALL Present: Gary Walden, Chris Zellner, Sue Springman (arrived at 6:16 p.m.), Gary Herzberg, Steve Kraus, John Laubmeier Absent: Phil Willems Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan Kleinmaier, Caitlin Stene, Rod Ripley, Chris Richards, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Chris Zellner, second by Gary Walden, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 5, Against: 0, Absent: 2. 1. Approve August 18, 2014 Village Board Minutes Motion to approve August 18, 2014 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 70009 through 70030 totaling $241,131.80 and check numbers ranging from 70116 through 70118 totaling $1,723.35. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 70119 through 70132 totaling $147,240.84. 4. Approve Disposal of Surplus Property Motion to determine property to be surplus and approve disposal of surplus property as presented. 5. Approve Updated Position Description for Engineering Office Manager Motion to approve the Engineering Office Manager position description. PUBLIC COMMENT There was no comment from the public. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Jesse Taylor Schwartz and Connie J. Femrite Motion by Gary Herzberg, second by Chris Zellner, to approve Operator License applications for Jesse Taylor Schwartz and Connie J. Femrite, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 5, Against: 0, Absent: 2. 2. Discuss and Take Action on Change of Agent of Kwik Trip, Inc. dba Kwik Trip #832 Motion by Steve Kraus, second by Gary Walden, to approve Sara Warren as interim agent for Kwik Trip, Inc. dba Kwik Trip #832. Motion Passed. For: 5, Against: 0, Absent: 2. OLD BUSINESS 1. Discuss and Take Action on Potential Koltes Lumber Site Redevelopment and Related Project Agreements *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Chris Zellner, second by Steve Kraus, to approve the Development Agreement with Hovde Group for redevelopment of the Koltes property. Motion Passed. For: 5, Against: 0, Absent: 2. 2. Discuss and Take Action Regarding Investment of Public Funds Related to Waunakee Business Park Development Proposal *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. No action was taken. NEW BUSINESS 1. Discuss and Take Action on Purchase of Replacement Holiday Decorations for Main Street Sue Springman arrived at 6:16 p.m. Motion by Chris Zellner, second by Gary Walden, to approve the purchase of snowflake holiday decorations for Main Street at a cost not to exceed $24,880.
